MIHUD Minister Visits Prefabricated Housing Manufacturing Plant in the Lusaka Multi-Facility Economic Zone (LS-MFEZ).
Wednesday, 21st January 2026, the Minister of Infrastructure, Housing and Urban Development (MIHUD), Honourable Eng. Charles Milupi, MP, made a routine visit to the Prefabricated Housing Plant located in the Lusaka South Multi-Facility Economic Zone (LS-MFEZ). His visit was intended to check on the progress of the construction of the plant prior to its commissioning soon.

The prefab plant, which will operate under the name of Zambia National Shelter Green-Housing Production Limited, is a joint venture between the National Housing Authority (NHA) and China Jiangsu International Economic Cooperation Corporation Zambia Limited (CJIZ). This plant is poised to transform housing delivery in the country. The Minister and his delegation were welcomed by Senior CJIZ management and staff led by the Managing Director, Wang Shulin, of China Jiangsu International Scienergy Limited.

Speaking to Prime TV on-site, Hon. Milupi, who was accompanied by Acting Permanent Secretary Mr. Dennis Siampwizi, Senior Ministry officials, NHA Acting Chief Executive Officer Mr. Ernest Muleya, NHA senior management staff, and members of the press, noted with satisfaction that the plant was “almost a replica of what we saw in China” during a visit to that country. The Minister stated that panels produced were of high quality, unlike any other used before in Zambia, because they were reinforced, resulting in greater strength than ordinary blocks. He further said that the panels offered greater flexibility in configuration of rooms, cost, and speed of construction.

The Acting Chief Executive Officer of NHA, Mr. Ernest Muleya, concurred with the Minister and added that the plant was complete and production was underway. He also said that the prefabricated panels would help accelerate construction times in large-scale housing projects and address the challenges of availability and cost of building materials, especially in remote parts of the country.

Once operational, the plant will not only contribute to job creation but also to the reduction of the huge housing deficit, estimated at 1.5 million and expected to increase to 3 million by 2030. The prefabricated housing will be environmentally friendly, sustainable, and considerably reduce the housing delivery time and cost.

A New Chapter Begins towards Delivery of Housing in Zambia
On 8th December 2025, the National Housing Authority (NHA) and its partner Ongos Valley Development Zambia Limited gathered at the Ministry of Infrastructure Housing and Urban Development (MIHUD) offices for a contract signing ceremony. This was not merely a signing process, but a moment igniting a transformative vision marking a significant leap forward for development of housing in Zambia.
The significance of the moment was honoured by the official witness, Professor Albert Malama, Permanent Secretary of MIHUD. His presence underscored government's unwavering support for this critical partnership. It was also privileged to have in attendance Dr. Nalukui Milapo, Board Chairperson, whose guidance steers NHA’s mission. Moreover, the signing room was filled with the collective expertise of Senior Government Officers, the dedicated Management staff of NHA, and the vigilant members of the press; all essential partners in heralding this new chapter.
Under this environment, the Acting CEO Mr. Ernest Muleya, with steady resolve, signed on behalf of NHA. Sitting next, Mr. Elias Americo De Almeida, Managing Director of Ongos Valley Development (PTY) Limited mirrored this commitment. Their signatures sealed a powerful partnership for the planning, designing, financing and building of modern commercial and residential property units.
Speaking at the event, Professor Malama stated that the signing of the contract laid the foundation for new communities, new economic opportunities and a new chapter in addressing the county’s housing needs. The partnership expected to deliver 10,000 mixed-use property units blending residential and commercial spaces to create integrated sustainable communities with the pilot phase involving 2,000 units to be built in the Lusaka South Multi-Facility Economic Zone (LS-MFEZ). The initiative will directly contribute to achievement of the Eighth National Development Plan (8NDP), the Vision 2030 and the global Sustainable Development Goals (SDGs) especially SDG 11 which aims to make cities and human settlements inclusive, safe, resilient and sustainable.
At the same event, the NHA Board Chairperson, Dr. Milapo mentioned that the proposed project will create many jobs, during construction and operational phases, and supplier linages for local small and medium enterprises thus broadening economic participation and empowerment.
The historic contract was more than a document because it represented a shared dedication to addressing the housing needs of our nation with innovation and quality. It was a blueprint for communities, a catalyst for economic activity, and a cornerstone for sustainable urban growth.
As the cameras flashed, capturing the historic handshake, the occasion signified more than an agreement. It signaled a future skyline taking shape and potential jobs, businesses, families, and thriving communities emerging from this collaboration. This was a promise etched in ink. A promise of progress. A promise of homes. Together with Ongos Valley Development, NHA is poised to building more than houses. We are building Zambia.

Strengthening Partnerships: Visit by the Ministry of Infrastructure Republic of Rwanda ( MININFRA) and Rwanda Housing Authority (RHA)

The Ministry of Infrastructure Housing and Urban Development ( MIHUD) and National Housing Authority (NHA) recently hosted Mr. Dhanis Ruhumuriza, Chief Technical Advisor - Housing, MININFRA, and Mr. Emmanuel Ahabwe, Head of Social and Affordable Housing, (RHA) for a 3-day visit from August 19th to 21st, 2025.

This visit follows the Memorandum of Understanding (MoU) signed in 2024 between the two countries, focusing on technical cooperation for settlement improvement and provision of mass affordable and decent housing. The Rwandan team paid a courtesy call to Permanent Secretary Prof. Albert Malama, discussing ways to enhance collaboration.
The three day visit was packed with courtesy calls and meetings with Chief Executives and their teams: Executive Director, Professor Paul Makasa at National Council for Construction (NCC); Mr. Ernest Muleya, Acting NHA Chief Executive Officer; senior Management at the Prefabricated housing Manufacturing plant in the Lusaka South Multifacility Economic Zone ( LS- MFEZ); Mr. Don Wu Managing Director of private developer Africa Panorama's Emerald Hill housing project. Project site visits included Makeni Trees Inn project by NHA, a social housing project in Kasupe facilitated by People's Process on Housing and Proverty Reduction in Zambia ( PPHRZ). There was also a visit to Kanyama township to appreciate informal settlement challenges and Urban renewal development imperatives.

The team returned to Rwanda on 22nd August 2025 and MIHUD and NHA representatives are expected to pay a reciprocal visit in due course.

All in all the team had a rounded appreciation of the operations of MIHUD, NHA, private sector and civil society in housing including the informal settlements problems and Urban renewal aspects.

This visit marks a significant step in strengthening partnerships between Zambia and Rwanda, aiming to address housing challenges and promote sustainable development.

We look forward to fruitful collaborations and knowledge sharing.

Reunion with Professor Bhai Sahib Mohinder Singh Ahluwalia

The National Housing Authority warmly welcomed back its former Technical Services Manager, Professor Bhai Sahib Mohinder Singh Ahluwalia, OBE, KSG, a renowned figure in peace-building and interfaith dialogue.

During his 20-year tenure at NHA (1969-1989), Professor Ahluwalia significantly contributed to shaping Zambia's housing landscape.

Accompanying him were officials from the Gurunak Council of Zambia and Amrik Singh Bhabra, MBE, Deputy Director of the Peace Charter for Forgiveness and Reconciliation and CEO of Adecs-Maple, a UK-based tech firm.

The visit rekindled fond memories, fostered goodwill, and opened doors for potential collaborations, technical support, and investment opportunities in housing and infrastructure development.

We look forward to exploring these opportunities and strengthening global partnerships.

Highlights from NHA at the Trade Fair, Ndola - Copperbelt Province
The National Housing Authority (NHA) Acting Chief Executive Officer, Mr. Ernest Muleya had an insightful interview with the national broadcaster, Zambia National Broadcasting Corporation (ZNBC).
This was amidst the vibrant atmosphere of the Trade Fair themed "Building Business Resilience Through Innovation and Trade". Reflecting on the theme, the Acting CEO reaffirmed NHA’s commitment to building resilient communities through innovation and robust strategic business and trade partnerships.
He explained that NHA was embracing innovation for resilient housing solutions by partnering with China Jiangsu in establishing the prefabricated housing manufacturing plant in Lusaka to help address the over 1,5 million national housing gap. NHA was also building business resilience through strategic partnerships with local and international partners such as Ongos Valley Development (PTY) Limited of Namibia, China Jiangsu International Economic Co-operation Corporation Zambia Limited, Africa Panorama Real Estate Development Limited.
He further highlighted that NHA was not only leveraging trade to expand opportunities but was also committed to sustainable urban development. Mr. Muleya expressed optimism that apart from enhancing housing security country-wide, such initiatives would also contribute significantly to Zambia’s broader socio-economic development agenda.
NHA also played host to a group of pupils from Naboonga Private schools of Chingola on the Copperbelt, whose enthusiasm was only matched by their curiosity and interest in learning what business resilience meant from the housing perspective. As the fair continues, NHA remains dedicated to sharing its passion for resilient, sustainable housing and urban development and empowering Zambians access to affordable housing.
