WHAT YOU SHOULD EXPECT FROM YOUR MEMBERS OF PARLIAMENT

The primary constitutional duty of a Member of Parliament (MP) in Zambia is lawmaking (legislation), alongside three other core responsibilities outlined in Articles 62 and 63 of the Constitution of Zambia.Together, the primary duties of Zambian MPs are categorized into four core functions:

1. LEGISLATION (Lawmaking)
Laws: MPs debate, amend, and vote on public and private bills to formulate new national laws.
Statutes: They repeal or alter outdated and existing legislation to reflect current societal needs.

2. OVERSIGHT
Executive Accountable: MPs scrutinize government ministries, policies, and actions to ensure transparent governance.
Scrutiny: They sit on specialized Parliamentary Committees to audit public spending and investigate institutional misuse of funds.
: They check executive power by ratifying major presidential appointments, such as the Chief Justice.

3. BUDGET APPROVAL
Public Funds: Every financial year, MPs debate, adjust, and approve the national budget.
Debt: They review and authorize public debt before the government contracts it.

4. REPRESENTATION
Voice: MPs serve as the literal mouthpieces for their constituencies, raising community issues during parliamentary debates.
Development: They facilitate local infrastructure and social service improvements by utilizing the Constituency Development Fund (CDF).
Engagement: They hold consultative meetings within their districts to explain government policies and collect citizen feedback.

Registrar Records Key in Nominations - ECZ

By Arnold Tutu

The Electoral Commission of Zambia –ECZ- has warned aspiring presidential candidates that only adoption certificates signed by officials recognised in the records of the Registrar of Societies will be accepted during the nomination process.

In a notice issued ahead of presidential nominations, the Commission said all aspiring candidates must present adoption certificates signed by both the President and Secretary-General of their sponsoring political party as reflected in official records held by the Registrar of Societies.

The ECZ said any adoption letter signed by individuals whose names do not match the official records will lead to the invalidation of nomination papers.

The Commission further stated that presidential candidates who are not heads of their sponsoring political parties will also be required to submit a confirmation letter signed by both the party President and Secretary-General confirming that they have been adopted by the party.

The ECZ explained that the requirements will form part of the validation process to be conducted by the Returning Officer from May 18 to May 22, 2026.

The Commission also clarified that the published schedule of aspiring presidential candidates only reflects individuals who have expressed interest in contesting the election and does not mean their nominations have been approved or validated.

According to the ECZ, validation of nominations will only take place during the official nomination period.
