HEA Mourns the Passing of Cavendish University Vice-Chancellor, Professor Welani Chilengwe

The Higher Education Authority (HEA) has learnt with deep sorrow of the passing of Cavendish University Zambia Vice-Chancellor, Professor Welani Chilengwe (Major, Retired), who died on Monday, 13th April, 2026.

The Board, Management and Staff of the Authority join the Cavendish University Zambia community in mourning the loss of a distinguished academic, medical professional and national servant whose contribution to higher education and healthcare in Zambia was both profound and far-reaching.

Professor Chilengwe’s leadership at Cavendish University Zambia was marked by a strong commitment to quality, innovation and the advancement of postgraduate education. His work not only strengthened institutional systems but also contributed meaningfully to the broader development of higher education in the country.

The Authority fondly recalls its collaboration with Cavendish University Zambia under Professor Chilengwe’s leadership, including the successful hosting of the DAAD/DIES National Multiplication Training (NMT) Course on Internal Quality Assurance in October 2025 in Siavonga, which brought together Higher Education Institutions (HEIs) from across Zambia in a shared pursuit of excellence.

The late Professor also maintained a warm and professional relationship with the Authority, exemplified by his courtesy call on the Director-General in May 2024, where he reaffirmed Cavendish University Zambia’s commitment to working closely with HEA in strengthening the sector.

Paying tribute, HEA Director-General, Professor Kazhila C. Chinsembu, described Professor Chilengwe as a respected scholar and dedicated leader.

“Professor Chilengwe was a full Professor of high standing, whose contribution to higher education and the medical field will be remembered with great respect. He was committed to quality, collaboration and the development of strong institutions, values that resonate deeply with the work of the Higher Education Authority,” he said.

Professor Chilengwe will be remembered for his humility, discipline and unwavering dedication to developing the next generation of professionals, as well as his service to the nation both in academia and in the health sector.

The Authority extends its deepest condolences to his family, the University Council, Management, Staff, Students and the entire Cavendish University Zambia community during this difficult time.

May his soul rest in eternal peace.

30th April Deadline Set as HEA Moves to Index All Students Nationwide

The Higher Education Authority (HEA) has set a deadline of 30th April, 2026, for the submission of student and academic staff data by all Higher Education Institutions (HEIs), as part of the ongoing development of a centralised Student Database and the commencement of student indexing in Zambia.

The directive is issued pursuant to the Higher Education Act, 2013, and the Higher Education (Amendment) Act, 2021, which mandate the Authority to establish and maintain a comprehensive database of all students enrolled in HEIs, and to collect annual statistical data from all registered and recognised institutions.

In a communiqué to HEIs, HEA Director-General, Professor Kazhila C. Chinsembu, indicated that the Authority has made significant progress in developing the centralised database.

“The Higher Education Authority (HEA) has made significant progress in the development of a centralised Student Database,” he stated, adding, “Consequently, all student information submitted by institutions will be uploaded onto this database.”

Professor Chinsembu further clarified that the process marks the beginning of indexing students within the higher education system.

“Kindly note that HEA numbers for students will be generated strictly based on the data submitted,” the Director-General said, adding, “HEIs are therefore strongly encouraged to submit up-to-date and complete data capturing all students.”

The Authority has cautioned that students whose details are not submitted will be inconvenienced, as they will not be allocated HEA numbers.

HEIs are required to submit an Excel workbook containing two (2) datasets, namely Current Students and Academic Staff, with details including student identity information, programme of study, and staff qualifications and academic ranks.

All submissions must be made no later than 30th April, 2026, to [email protected], with a copy to [email protected].

The Authority has assured institutions that all data collected will be handled with the highest level of confidentiality, with access restricted to authorised personnel.

This exercise marks a critical step in strengthening the management of higher education data in Zambia and supports the broader national agenda of building a coordinated and well-regulated higher education system.

Students are encouraged to engage their institutions to ensure that their details are submitted as part of this national exercise.

UNILUS Confers 7th Honorary Doctorate on President Hichilema, Citing Leadership in Investment and Enterprise Development

The University of Lusaka (UNILUS) has conferred an Honorary Doctorate of Philosophy (Honoris Causa) in Investment and Enterprise Development on the President of the Republic of Zambia, His Excellency, Mr. Hakainde Hichilema, marking the seventh such recognition bestowed upon him by academia.

The honour was conferred during a special ceremony held at the UNILUS Silverest Campus in Chongwe District, an event that also coincided with the commissioning of the University’s new campus and Teaching Hospital, a development that further strengthens the infrastructure supporting higher education and training in Zambia.

According to the University, the award recognises the President’s leadership in advancing economic transformation, enterprise growth, fiscal discipline and market-driven development, policy directions that continue to shape Zambia’s investment landscape and expand opportunities for citizens and institutions alike.

Speaking during the conferment, UNILUS Chancellor, Dr. Caleb Fundanga, and Vice-Chancellor, Professor Pinalo Chifwanakeni, highlighted the administration’s reform agenda, noting its role in restoring investor confidence, strengthening international partnerships, and positioning the country for sustained economic growth, including the introduction of a 24-hour economy.

The Higher Education Authority (HEA) has congratulated the President on this latest honour, describing it as a clear recognition by the academy of leadership that continues to align economic transformation with the aspirations of higher education. The Authority noted that such recognition affirms the growing intersection between national policy direction and the role of universities in driving innovation, enterprise and human capital development.

In accepting the honour, President Hichilema dedicated the recognition to the people of Zambia, reaffirming that national progress is rooted in collective effort and shared vision.

“We accept this recognition with deep gratitude and dedicate it to the resilient people of Zambia, whose trust, hard work and aspirations continue to inspire our journey of service and national development,” President Hichilema said.

The UNILUS conferment builds on a growing list of honorary doctorates awarded to the President by both local and international institutions. These include recognitions from Valley View University in Ghana (2023), Heriot-Watt University in the United Kingdom (2024), the University of Zambia, Mulungushi University, ZCAS University, and most recently the Copperbelt University, which honoured him for leadership in revitalising Zambia’s mining sector and restoring investor confidence.

Taken together, these recognitions point to a leadership trajectory that continues to resonate with the academy, particularly in areas where economic policy, governance and development intersect with research, innovation and skills development.

For the higher education subsector, the significance of such recognition extends beyond the individual. Investment and enterprise development are not abstract concepts, but they are outcomes shaped by the quality, relevance and responsiveness of higher education systems.

HEA, ZAQA Strengthen Collaboration to Harmonise Higher Education Standards

The Higher Education Authority (HEA) and the Zambia Qualifications Authority (ZAQA) have taken a decisive step towards strengthening collaboration in the regulation of higher education, following an engagement meeting held today in the HEA Boardroom in Lusaka.

The meeting focused on enhancing coordination, resolving operational grey areas, and ensuring that both regulators speak with one voice in guiding Higher Education Institutions (HEIs).

Speaking during the engagement, HEA Director – Quality Assurance, Dr. Martin Mushumba, emphasised the urgency and importance of sustained interaction between the two (2) institutions.

“The two institutions must be interacting, and we must be talking the same language, so that we agree on a number of things that need to be done in our sector,” Dr. Mushumba said.

The Director – Quality Assurance noted that the meeting, though long overdue, marked the beginning of more structured and frequent engagements aimed at strengthening regulatory clarity and improving service delivery to the sector.

“This is not the last time we are meeting. We must actually be having meetings time and again to look at how we can manage the sector together,” he said.

On the part of ZAQA, Director – Qualification Services, Mr. Fedelis Cheelo, framed the engagement as a necessary step in aligning institutions that serve the same public interest.

“It is indeed very important that once in a while we share notes and see where the members of the public that we serve tend to have interest and how best we can help them achieve their interests,” Mr. Cheelo said.

At the heart of the discussions were practical issues affecting HEIs, including programme pathways and areas where institutions require clearer guidance. Both HEA and ZAQA acknowledged that such grey areas can only be resolved through deliberate collaboration and continuous dialogue.

The engagement signals a renewed commitment by government institutions to operate in a coordinated manner, ensuring that quality assurance, qualifications recognition and regulatory processes are seamless, consistent and responsive to the needs of the higher education subsector.

This approach reflects a broader “whole-of-government” philosophy, where institutions work collectively, not in silos, to deliver effective services for the people of Zambia.

“If Education Is Not Inclusive, Then It Is Worthless” – Dr. Mushumba

The Director – Quality Assurance at the Higher Education Authority (HEA), Dr. Martin Mushumba, has said that education loses its value if it fails to accommodate persons with disabilities, stressing that inclusivity must remain central to how Higher Education Institutions (HEIs) are inspected, registered and accredited.

Dr. Mushumba said this on the ZNBC Radio 2 Breakfast Show, while responding to a question on access to higher education for persons with disabilities during a discussion on the Accreditation Window open from 1st April to 31st May, 2026. The programme was hosted by Ms. Mable Knight, the show’s producer, and Mr. Bonface Chansa Mukopa, a visually impaired co-host whose question gave the discussion particular weight.

In one of the most striking remarks of the interview, Dr. Mushumba said, “Education, if it doesn’t allow us to be inclusive, then it’s worthless.”

He explained that inclusivity in higher education is not limited to male and female participation, but must also speak to “our brothers and sisters who are made differently and have different needs.”

According to Dr. Mushumba, even at the stage of registering or recognising institutions, HEA inspects whether teaching and learning facilities are inclusive enough to accommodate differently abled learners.

“We want to make sure that even as they provide teaching and learning in a particular programme, the facilities also speak to accommodating our brothers and sisters who are of different needs,” he said.

The issue drew strong public response, with callers also raising concerns about the availability of facilities and learning materials for persons with disabilities, especially visually impaired learners.

Due to the enormous number of phone calls received during the programme, many of which could not be attended to because of time, the Authority has been invited back to the show next week so that more calls can be taken.

As the Authority continues engaging the public, it has also reminded HEIs that the Accreditation Window remains open until 31st May, 2026, and institutions must submit all unaccredited programmes within this period. Further guidance may be obtained through [email protected] or www.hea.org.zm.

Accreditation Window Now Open Until 31st May, 2026

The Higher Education Authority (HEA) has officially opened the accreditation window period for the submission of learning programmes, calling on all Higher Education Institutions (HEIs) to submit unaccredited programmes before the deadline of 31st May, 2026.

The window, running from 1st April to 31st May, 2026, provides HEIs with a structured and efficient opportunity to submit applications for accreditation, a system introduced by the Authority in 2024 to improve turnaround times and enhance planning in the accreditation process.

Since its introduction, the window period approach has significantly improved efficiency in the processing of applications, enabling the Authority to provide more timely, coordinated and predictable feedback to institutions.

In a communiqué to HEIs, HEA Director-General, Professor Kazhila C. Chinsembu, emphasised that the window is not merely administrative, but central to ensuring order, quality and accountability in higher education delivery.

“The accreditation window period is important for planning purposes and for HEA to provide timely feedback on all applications submitted for accreditation thereby, promoting efficiency in the process,” Professor Chinsembu stated.

HEIs are, therefore, strongly encouraged to take advantage of the current window period to regularise and submit all outstanding programmes. The Authority will not accept any submission for application of accreditation of a learning programme once the submission window period closes.

HEA Closes QAMIS Training with a Call for Collective Ownership

The Higher Education Authority (HEA) brought its five (5)-day Quality Assurance Management Information System (QAMIS) training to a close with a clear and unifying message that the developed system was not HEA’s system, but a shared system owned by the entire higher education subsector.

Delivering closing remarks at the end of the training held from Monday, 23rd to Friday, 27th March, 2026, at Sandy’s Creation Resort in Chilanga, HEA Director – Quality Assurance, Dr. Martin Mushumba, described the workshop not as the end of a process, but the beginning of a collective journey towards a more transparent, efficient and trusted accreditation system.

Reflecting on the 5 days of engagement, Dr. Mushumba emphasised that the system developed must be understood as a shared tool, shaped by both HEA and HEIs.

“We do not want this to be referred to as the HEA system. This is our system,” he said, stressing that the success of QAMIS lies in collective ownership and participation.

He noted that the purpose of the training was not only to introduce a digital platform, but to address long-standing challenges in accreditation, particularly concerns around delays, transparency and consistency.

“For a long time, the accreditation process has been controversial, (with) complaints about transparency, complaints about delays, complaints about outcomes,” he said, adding that QAMIS represents a deliberate step towards resolving these issues.

Therefore, through the system, HEA and HEIs are now working towards a process that is more open, more accountable and more predictable, one where all stakeholders can see, understand and trust how decisions are made.

“We are here because we want to advance quality assurance. We want to advance excellence. We want to ensure that the education we provide remains competitive at every level,” he said.

In a powerful call for unity across the subsector, Dr. Mushumba underscored that quality must be consistent, regardless of institutional classification.

“A degree from any institution must be competitive at that level, whether it is from tier one, tier two or tier three,” he emphasised.

He further commended participants for their commitment and dedication throughout the training, noting that their presence and engagement over the five days reflected a shared resolve to strengthen higher education in Zambia.

“This is the trust we have built. This is the commitment we have seen,” he said, adding that the progress made during the workshop would not be possible without the active involvement of HEIs.

Looking ahead, Dr. Mushumba assured participants that HEA would continue to provide support and engagement beyond the training, emphasising that institutions are not being left to navigate the system alone.

“We are not sending you out there to struggle on your own. HEA remains available,” he said.

With the accreditation module nearing launch and plans underway for the institutional audit module, the Authority signalled that the digital transformation of quality assurance is not only underway, but firmly on course.

As the training officially closed, the message stood above all was that the QAMIS system was not a system imposed on Higher Education Institutions (HEIs) but a system agreed to by them, built together, owned together, and now, to be implemented together.

The training brought together two (2) participants each from 50 HEIs, specifically from Quality Assurance and Information Technology units, as the primary users of the system. QAMIS was developed by the SMART Zambia Institute in collaboration with the HEA development team led by Mr. Francis Kawesha, Senior Information Technology Officer, with Mr. Boyd Banda, Principal Systems Developer, representing SMART Zambia at the workshop.
