Congratulations to our winners for today. The correct answer is B – Lodge the complaint with the relevant energy service provider/utility.
Consumers should first lodge their complaint with the concerned energy service provider or utility and allow them an opportunity to address the matter. If the complaint remains unresolved, or the consumer is dissatisfied with the outcome, they may then escalate the complaint to the ERB for intervention, in accordance with the ERB Complaint Handling Procedure. Following its benchmarking engagement with Kenya’s Energy and Petroleum Regulatory Authority (EPRA), the Energy Regulation Board (ERB) has continued its technical benchmarking mission in Ghana, where it engaged with the National Petroleum Authority (NPA) on downstream petroleum regulatory systems and best practices.
The mission forms part of the ERB’s ongoing efforts to draw practical lessons from regional regulatory institutions as the Board undertakes key reforms aimed at strengthening the regulation of Zambia’s energy sector.
Welcoming the delegation, NPA Chief Executive Officer, Mr. Godwin Edudzi Tameklo, shared insights into Ghana’s downstream petroleum regulatory framework and highlighted some of the regulatory innovations being implemented to strengthen oversight of the sector. He outlined approaches in petroleum pricing, product quality assurance, monitoring and compliance, local content as well as the use of mystery shopping as a mechanism for safeguarding petroleum product quality and integrity.
Leading the delegation, ERB Director – Legal and Board Services, Mrs. Kabisa Ngwira, thanked the NPA for hosting the Zambian delegation and for providing an opportunity to exchange experiences and practical insights on downstream petroleum regulation. She noted that the knowledge gained from the engagement would contribute to the ERB’s ongoing efforts to strengthen its regulatory systems and enhance effective oversight of Zambia’s energy sector.
The Ghana engagement builds on the benchmarking mission undertaken in Kenya, where the delegation engaged EPRA on licensing and administrative procedures, petroleum stock monitoring, compliance monitoring of petroleum infrastructure, integration of investigations and intelligence into regulatory operations, enforcement of regulatory breaches, interventions to curb illegal fuel vending and fuel marking regulations.
The engagements in Kenya and Ghana reinforce the importance of peer learning, knowledge exchange and institutional collaboration in strengthening effective energy regulation across the region.
