The Examinations Council of Zambia (ECZ) has held a stakeholder engagement meeting at Mulungushi International Conference Centre in Lusaka to present and receive stakeholder comments regarding the proposals on the schedule of fees as the ECZ Act Number 3 of 2023 takes effect.
Following the enactment of the Examinations Council of Zambia Act Number 3 of 2023 and the repeal thereof of the 1983 Act, the Council began working on the Statutory Instrument on examination guidelines in 2024, so that the management and administration of examinations in Zambia were aligned with the new law.
This meeting is intended to strengthen the legal and institutional framework governing the administration of examinations in Zambia. Therefore, the outcome of the meeting will go miles in shaping a credible, efficient and responsive assessment system that puts the learner at the centre of the system and the overall aspirations of our nation.
Speaking at the opening of the meeting, Ministry of Education Director Planning and Information, Ms Linda Siwale who spoke on behalf of the Ministry of Education Permanent Secretary in charge of Education Services as guest of honour, Dr Kelvin Mambwe said the enactment of the ECZ Act No.3 of 2023 marks a significant milestone in our collective effort to enhance the governance, credibility and integrity of the national assessment system.
“This meeting has been called to provide a platform for consultation, dialogue and consensus-building on the schooled of fees that will operationalise the Act and accompany the regulations" she said.
Among the stakeholders are Public and Private schools represented, Teacher Unions, Church run schools represented, Home Affairs, FAWEZA, Provincial Education Offices, District Education Offices, ZAQA, Ministry of Education and Cooperating partners.
The stakeholders meeting is critical for the ECZ in order to build consensus and ensure that all developments in assessments are achieved with consented efforts, strengthen transparency between ECZ and stakeholders.
As ECZ, we remain grateful to our stakeholders for the support in ensuring we attain high levels of qualification recognition and credibility.
This meeting is also aligning to the Business Regulatory Agency-BRA requirements on the impact assessment for the proposed fees.
