The Office of the President, through the Local Government Service Commission, is pleased to announce the appointment of Honourable Luxon S. Kazabu as the new Chairperson of the Local Government Service Commission (LGSC). The appointment has been made by the President of the Republic of Zambia in accordance with Section 15(a) of the Service Commissions Act No. 10 of 2016.
Hon. Kazabu brings with him a wealth of knowledge and extensive experience in Human Resource Management, Industrial Relations, and Local Governance. With over 30 years of service in both the public and private sectors, he has built a distinguished career as a Human Resource Practitioner and Local Governance Leader.
A seasoned public servant, Hon. Kazabu previously served as Member of Parliament for Nkana Constituency and as Mayor of the City of Kitwe, where his leadership and dedication to public service earned him great respect. His vast experience and deep understanding of governance systems will be invaluable in strengthening the operations of the Local Government Service Commission and enhancing the capacity of local authorities across the country.
The Local Government Service Commission extends its warmest congratulations and best wishes to Hon. Luxon S. Kazabu as he assumes his new role.

THE LOCAL GOVERNMENT SERVICE COMMISSION TOURS WESTERN PROVINCE
The Local Government Service Commission (LGSC) is currently touring all the 16 Local Authorities in Western Province for an integrated program of Staff Induction and swearing-in of Human Resources Management Committees (HRMCs) and Staff Audit exercise.
The Commission will also take time to undertake site visits to selected projects financed by the Constitutency Development Fund (CDF). While the Ministry of Local Government and Rural Development (MLGRD) is primarily in charge of funding and monitoring CDF projects, the Commission takes a keen interest in undertaking spot checks given that it employs the very Staff that coordinate the Fund. The Commission has also included CDF Management as one the key indicators in the Performance Appraisals of all Principal Officers, hence the interest.
The program starts with a 5-day Induction from Monday, 6th October, 2025. The swearing-in ceremony which will have the full complements of the members of the Commission to be led by the Vice Chairperson, Mr. Brian M. Ndumba will be held on Friday, 10th October, 2026. Subsequently, the Commission will embark on a 10-day Staff Audit exercise in all the 16 Local Authorities in the Province.
The expected outcomes of the tour are to;
1. Duly appoint and swear in the HRMCs as prescribed by law;
2. Address the possible discrepancies to be identified from the Staff Audit.
3. Undertake backstopping of selected CDF projects.
All these interventions are meant to streamline human resource management in Local Authorities in the advent of enhanced devolution processes.
