Key highlights of the Nationally Determined Contribution Implementation Framework Launch

Minister of Green Economy and Environment Hon. Eng Collins Nzovu MP on Wednesday, 17th May, 2023 officially launched the Nationally Determined Contribution Implementation Framework (NDCIF)

Hon. Nzovu said aligning the NDCIF with the 8NDP was very important to ensure that it is guided by and addresses the country’s national development priorities and to ensure sustainable, holistic and inclusive climate proofing of all the sectors of the economy for the benefit of the citizens, including future generations.

He said the estimated cost of implementing the revised NDCIF is approximately US$17.2 billion in the 7 year period of 2023 and 2030 and has identified 19 outcome areas and 157 key performance indicators across different sectors of the economy.

Hon. Nzovu said that the key potential sectors for investment in the NDCIF are energy, transport, agriculture, forest and land use, and industry and encouraged the private sector players to take keen interest in the NDCIF and identify the different activities that they can invest in.

And Agriculture Minister Hon. Rueben Mtolo Phiri said the Ministry of Agriculture has acknowledged the benefits and need to include climate smart agriculture practices in the agriculture sector planning.

Hon. Phiri said in this spirit, the Government is supporting the development of initiatives to identify, monitor and scale up climate smart agriculture practices with an aim to increase productivity, enhance resilience and provide climate mitigation as co -benefits and help small scale farmers to achieve food and nutrition - security and earn a better income and reduce poverty.

Acting Minister of Tourism Hon. Paul Kabuswe, MP said Government has put in place measures to ensure that the Ministry of Tourism contributes to the National Determined Contributions.

Hon. Kabuswe said Zambia's NDCs in the wildlife sector are an important step towards ensuring the long - term viability of the country's wildlife and promoting sustainable economic development.

And Minister of Mines Hon. Eng. Peter Kapala, MP said energy is a critical component of NDCs as it is one of the largest source of global Green House Gas Emissions.

Hon. Kapala said the Government will work with local and international businesses and individuals to transform the energy sector and achieve a more sustainable future.

European Union Head of Delegation His Excellency Mr Jacek Jankowski said to implement the NDCs, the commitment of the private sector to climate action will be indispensable.

Meanwhile, Deputy British High Commissioner to Zambia and Development Director Mr Sam Waldock said the UK will continue to support Zambia to develop it's pipeline of investable projects.

Country Engagement Director, NDC Partnership Ms Mariana Panuncio Feldman said the momentum for climate action is building in Zambia, and the costed NDC Implementation Framework is a powerful tool to translate the country’s climate commitments into investable propositions, offering a centralized framework for coordination and a strong policy signal of Zambia’s commitment to transitioning to a low-carbon and resilient economy.

HON. NZOVU MEETS GGGI TEAM DURING Abu Dhabi Sustainavbility Week (ADSW)-UAE

This Wednesday January 18, 2023, with Hon. Collins Nzovu, Minister of Green Economy & Environment, Zambia and Hon. Peter C. Kapala, Minister of Energy in the margin of Abu Dhabi Sustainability Week highlighted the ongoing cooperation with GGGI on the green growth strategy, and the importance of low carbon development for the government. Hon Nzovu expressed his desire to deepen the collaboration with GGGI and put the strategies and plans into concrete activities.

He also indicated that pollution of the ecosystem in the country is high, and that Zambia is looking for solutions. The Minister further highlighted the issueas that needed be addressed such as ensuring the green growth strategy remains the guiding orientation for current and future interventions; financing particularly climate finance that needs to be materialized; Articulating the issues from COP27 to COP28, and what to do on Carbon markets, Bioeconomy, better management of forest; issues of energy and food security not only for Zambia but also Africa as he speaks for Africa, being the Africa Group of Negotiator Chair. He further indicated that as Zambia is chairing the Africa Group for COP28, and working closely with UAE. The position can be used to influence and advance some future discussions on initiatives to collaborate with GGGI.

Meanwhile, both Ministers (Hon Kapala and Hon. Nzovu) indicated that the Government has already developed key documents such as the Renewable Energy Strategy and Action plan (2022) and the Integrated Resource Plan for the Power Sector in Zambia (supported by UKaid, 2022) and others such as the 8th National Development Plan, the National Climate Change Policy and the National Climate Change Bill. They will therefore be keen to see how GGGI can support them with project development and resource mobilization to strengthen renewable energy options in the country and get things scaled on the ground.

The GGGI team leader, Ms. McLeod appreciated the issues raised by the two Ministers and indicated that her Institute will make a follow up and ensure that the resources sought to move the development agenda is pushed forward. She further indicated that she would be visiting Zambia in the next few weeks in order to get more information on issues that needed immediate interventions such as carbon markets and trading, Projects pipeline development, Green bonds, food security, Climate Smart Agriculture and Nature Fund and circular economy.

GOVT LAUNCHES INTERIM GUILDLINES ON CARBON MARKET AND TRADING

Government, through the Ministry of Green Economy and Environment, has developed Interim Guidelines on Carbon Market and Trading, which will enable the country manage approval, implementation, and regulation of carbon projects.

Minister of Green Economy and Environment Hon. Eng Collins Nzovu said transactions on the carbon market are intended to meet commitments under climate change conventions or simply to offset institutional or individual carbon footprint and thereby contribute to good environmental management.

During the launch of the Interim Guidelines for Carbon Trading and Marketing, Hon Nzovu explained that the carbon market refers to trading systems in which carbon credits are sold and bought.

He said the interim guidelines on carbon markets and trading outline some administrative measures and procedures to guide government and stakeholders in the regulation and management of the carbon market in Zambia during the interim period until the enactment of the Climate Change Act.

Hon Nzovu said Zambia has been facilitating implementation of projects under the carbon market since the adoption of the Kyoto Protocol in 1997 which gave emission reduction targets to industrialised countries.

He said the Climate Change Act, whose enactment is expected during the first half of 2023, will provide for the regulation of carbon in Zambia.

"Therefore, the ministry has aligned the interim guidelines to the rules guiding the functioning of the carbon market under the Paris agreement, which were finally agreed at COP-26 in November 2021," he said.

Hon Nzovu said the guidelines are meant to ensure that the country does not lose out from the carbon market but takes advantage and ensures Zambian people, especially the rural communities, benefit from this innovative source of climate financing.

He said the government will not provide finance to project developers for the carbon market but will only play a role in facilitating the partnerships that project developers come up with.

"We will also pay extra attention to ensure that local market players, especially local communities participating in this market are not exploited, but get their fair share of the accrued benefits," said the honourable minister.

We have delivered our remarks at the COP27 here in Sharm El Sheikh.

Zambia being the Chair of the African Group of Negotiators on matters of climate change, we stated that if left unchecked, climate change and associated activities will lead to more economic challenges. This is the reason why, as individual countries, Africa and the Globe must join hands in combating the negative effects of climate change.

We also stated that in order to foster Green and Clean economy, we created the Ministry of Green Economy whose mandate is to ensure that climate change issues are well managed. However, to tackle the climate change challenge head on, we need strong partnerships, support and more resources from across the Globe.

Our obligation now, is to work closer together and cooperate more than ever before. We have a noble task to deliver for future generations & for our planet.
