INCORPORATING TRADITIONAL AUTHORITIES AND RURAL POPULATION IN NATIONAL GOVERNANCE (PART 1).
Good afternoon Esteemed Citizens,
My name is Jackson Silavwe, President of the Golden Party of Zambia (GPZ). It is a privilege to seat once again before you today and I hope this message finds you well under the Grace of the Almighty God.
Today, I wish to engage with our revered traditional authorities including our rural population and share the Golden Party's Reset Vision.
The GPZ reset vision seeks to uplift our rural communities and honor our heritage.
As always, I shall never shy away to acknowledge the deep-seated political frustrations from Zambians both at home and in the diaspora, including you our traditional leaders/ authorities and rural population.
It is very disheartening to witness such a cycle of unfulfilled promises from us politicians and I really understand your concerns, but sincerely ask you to re-consider and consider the Golden Party of Zambia as a genuine ALTERNATIVE.
As GPZ, we are dedicated to making a meaningful impact on both our governance and economic systems and I assure you that, you shall never ever regret placing your trust in me and GPZ.
THE HISTORICAL MARGINALIZATION OF TRADITIONAL RULERS
For generations, you our traditional authorities and rural population you have faced neglect and exploitation, often times used as tools by those in power or seeking political power.
This has relegated you to a state of economic dependency, despite the wealth and natural resources that lie within your chiefdoms or territories.
The belief that incorporating our traditional authorities in governance and economic development is outdated or uncivilized is fundamentally misguided.
Yes, I am fully aware that they are those in our midst that believe that our traditional leaders have no role to play in our governance system, GPZ and I beg to differ.
LEARNING FROM GLOBAL EXAMPLES- In Europe, countries such as Belgium, Denmark and the United Kingdom have constitutional monarchies that play vital roles in governance and economic development.
Similarly, in the Arab World, nations like Jordan and Morocco incorporate traditional authorities into their political and economical development frameworks.
These examples illustrate that Involving traditional authorities in governance and economic development is a testament to our cultural heritage and identity.
*GPZ does not advocate for the establishment of kingdoms or monarchies, nor do we wish our traditional authorities to engage in partisan politics.*
Instead, we aim to create an economic system that empowers our traditional authorities.
Our government shall modernize the structures of traditional leadership while preserving the rich cultural traditions that define us.
MODERNIZING TRADITIONAL AUTHORITIES- The Golden Party shall introduce legislation to establish traditional authorities under the ministry of traditional affairs and rural development.
Our goal shall be to protect our traditional authorities including the rural population through legal and constitutional framework.
PARAMOUNT CHIEFS- As GPZ government, we envision a system where each tribe shall have a paramount chief, ensuring equality among all tribes in Zambia. There can be conquered tribes in a modern Zambia we want to build for the future.
Lineage and clan relationships within each tribe as per traditions shall guide the selection of these paramount chiefs in those tribes who doesn't have currently.
In cases of disputes, the GPZ government shall work closely with tribal leaders to find amicable solutions.
Paramount chiefs shall oversee their respective traditional authorities.
HOUSE OF CHIEFS- All paramount chiefs shall be members of the house of chiefs, which shall be collaborating with the government on governance, traditional matters, security and economic development.
This Partnership shall ensure that the voices of our traditional leaders including our rural population shall be heard and respected.

EMPLOYMENT CREATION FOR ZAMBIAN PROFESSIONALS, UNIVERSITY AND COLLEGE STUDENTS
Good afternoon, Fellow Citizens.
I trust that the Grace of the Almighty God is upon each and every one of us today. Today, I came before you with a heartfelt message directed to all professionals, those who are currently employed and those who are still seeking opportunities, as well as to all university and college students.
As we navigate this election year, I know most of you professionals and students are curious about what the Golden Party of Zambia (GPZ) has to offer you in terms of employment creation.
It’s Important to acknowledge a common sentiment that arises during election campaigns, the belief that all politicians make grand promises but fail to deliver once in Power. This is a reality we have all witnessed, and it can be disheartening.
I understand how challenging it is to place your trust in political parties, including ours. However, I urge you to consider the Golden Party Reset Vision with an open heart. We are dedicated to making a meaningful difference, because we are taking employment creation in a holistic way and not in a piecemeal manner.
Therefore, we ask for your trust as we work to fulfill our commitments.
Allow me to share a bit about myself. I am a proud graduate of the Zambia Open University where I pursued a bachelor's degree in Development Studies. My journey has been enriched by working as both a professional and a businessman for over 20 years which has shaped my understanding of the challenges we face as a nation.
I entered politics in late 2015 because I believed in the power of change and the potential for a better Zambia. The Golden Party of Zambia was officially registered in 2016, before the general elections and I chose this path because I wanted to create a platform that truly represents the interests of our people, rather than joining established parties that often fall short of their promises.
My experience in opposition has been enlightening, and I have had the honor of serving as the chairperson for the Zambia Center for Inter-Party Dialogue (ZCID). I have witnessed the rise and fall of various political movements, including the United Kwacha Alliance (UKA), which ultimately failed to deliver on its promises.
This experience led us to develop the GPZ Reset Vision, a comprehensive plan designed to address the needs of our citizens and foster a brighter future for all Zambians.
THE GPZ RESET VISION ON EMPLOYMENT CREATION:- The GPZ Reset Vision is not just a political slogan, it is a commitment to creating real opportunities for employment and professional growth. Here are some holistic key initiatives the GPZ shall undertake to create direct employment for our professionals and those who are still studying:-
(a) EMPLOYMENT CREATION THROUGH MINING:- While the aim of the GPZ Government in holding 100% Shares in mining precious tones such as Gold, Lithium, diamonds, gemstones etc, shall be to generate funds for quick economic recovery, this shall also result in creating jobs for Zambians across various professional fields, because these mines shall need professional and non-professional manpower.
(b) SHARES:- While securing 50% shares in all foreign-owned mines shall also aim at generating funds for quick economic recovery and ensuring that Zambians benefit from our natural resources, also employment opportunities shall be created, because Government shall have a hand in employing unlike the way it is now where foreign companies have an upper hand.
(c) ESTABLISHING JUDICIAL INFRASTRUCTURE:- By establishing supreme courts in all ten provinces and high courts in every district, the aim of the GPZ Government shall be to expedited the wheels of justice, but this shall also come with creating numerous job opportunities in the legal profession.
(d) STRENGTHENING ACCOUNTABILITY:- By establishing the Zambia National Public Audit Authority, Zambia Financial Crime Prevention Agency, Anti-Corruption Enforcement Agency and Ant-Drug Enforcement Agency Offices in all Districts. The GPZ Government's aim shall be to combat corruption, misappropriation of government funds, and drug abuse, but this shall also result in creating jobs in various professional sectors at district level.
(e) HUMAN RIGHTS:- The GPZ Government shall establish Human Rights and Dignity Council of Zambia and Zambia Public Rights Protection Council Offices at District Level. This shall also result in generating employment in these critical areas.
(f) EMPOWERING LOCAL GOVERNANCE:- Although the GPZ Government's aim of giving each district council to retain 30% of the total government revenue collected shall be to empower them financially, this shall also foster capacity building and creating of jobs at district level.
(g) SUPPORTING TRADITIONAL AUTHORITIES:- The GPZ Government shall empower traditional authorities with 30% Shares in all foreign mines and commercial farms, also they shall be collecting 10% of the total revenue collected by each council in their traditional land.
This shall also Lead to job creation in fields such as accounting, engineering and project management as these traditional authorities shall be handling huge sums of money which shall need both professional and non-professional services as they shall also be involved in awarding contracts for projects like roads or building schools at traditional level.
(h) LOCAL COMPANIES:- The GPZ Government shall be a awarding mining contracts to Zambian companies only, aiming to empower them economically, but this shall also result in creating more employment for our Zambian professionals and non-professionals thereby reducing the number of unemployed citizens.
POLITICAL OFFICES:- The GPZ Reset Vision is also a calling upon all professionals to aspire and stand as Member of Parliament, Mayor, Council Chairperson or Councillors. We believe that a professional parliament and council chambers shall lead to better decision-making and economic development.
You can see that our GPZ Reset Vision has a holistic and balanced approach in creating employment for all Zambians professionals and non-professionals. Therefore, if you resonate with our Reset Vision, I invite you to join us.

No Monetary Consent Judgements- Jackson Silavwe
The law which empowers the attorney general (AG) and the solicitor general (SG) chambers to enter into monetary consent judgements has been abused by those wielding state power.
Under the GPZ RESET VISION CAMPAIGN, they shall be NO MONETARY CONSENT JUDGEMENTS.
1. The law on monetary consent judgements shall be amended to remove easy access to tax payers money.
2. All monetary state compensations must go through the courts of law.
3. State monetary compensations will be as result of a complete judicial process.
The current monetary consent judgements perpetuates legal white collar plunder of the country’s national resources, it must be stopped.
