MASAITI ATTENDS THE DEVOLUTION TRACKING TOOL (DTT) NATION WIDE ROLL-OUT AND ORIENTATION EXERCISE

Masaiti Town Council joined other Copperbelt Province Local Authorities in Kitwe at Sherbourne Hotel at the orientation workshop on the Devolution Tracking Tools (DTT) exercise.

Government of the Republic of Zambia in 2023 advanced the decentralization agenda through the devolution of thirteen (13) functions with matching financial and human resource to the Local Authorities.

The Decentralization Secretariat working with the Ministry of Local Government and Rural Development and the SMART Zambia Institute have developed a Devolution Tracking Tool as part of the monitoring framework for Decentralization Implementation Plan (2023-2027) in order to facilitate systematic monitoring.

The tool is intended to provide a structural platform through which Local Authorities and other line government departments can monitor, verify, and access the performance of devolved functions resulting in the support of accountability and informed policy actions.

The Devolution Tracking Tools will help qualify Councils gain funds under the Zambia Devolution Support Program (ZDSP).

This is a five (5) years program designed to support the Country’s Decentralization Agenda known as The Government Program. The ZDSP is a program supported by World Bank with a financing amount of $210million.

The program was restructured in 2024 to support Governments response to the Drought emergency as well as incorporate lessons learned from the first year (2023) of implementation. The proposed changes included

Redesigning the DLI’s to bring a stronger outcome focus to ensure tangible benefits to the government’s devolution agenda and nation response to drought disaster

Increasing the incentives available for Local Authorities that achieve performance indicators including incentivizing improved Own Source Revenue (OSR) Collection and management.

Extending the program to all 116 Local Authorities.

Masaiti District in 2023 benefited a total allocation of K 2,694,739.00 under the Devolution support Program, enabling the District to undertake four projects which are still under construction in different locations.
These are:

Construction of a Dump Site at K 980,000.00

Restocking of the SOMAP Shop K 150, 000.00

Construction of two ablution blocks at markets at K 1,400,000,00

Procurement of 19 hand pump repair tool kits K 164,736.00

The fund has allowed Masaiti Town Council to use it’s On - Source Revenue on other unsupported projects broadening service delivery to communities.

MASAITI PLANTS TREES AS A BUILD-UP TO ZAMBIA @62 INDEPENDENCE DAY

As a build-up towards the 2026 Independence Day Commemoration, to be held under the theme “Zambia@62: Our Journey, Our Growth, Our Future”, a tree planting exercise was today held at Masaiti District Hospital in Kalalangabo Constituency’s Mishikishi Ward.

The exercise was led by the District Commissioner, Ernie Matutu, together with the Council Chairperson, Diana Mossi, and was joined by the Area Councillor Cllr. Josphat Mumfungwe, Government Department Heads, and members of the community.

The planting of trees is a symbolic act of our journey as a nation — from independence to growth — and a commitment to securing a green and sustainable future for the next generation.

By planting trees, Masaiti is contributing to climate change mitigation, environmental protection, beautification of our public spaces, and promotion of a healthy living environment for all.

The District Commissioner encouraged residents to embrace the culture of planting and protecting trees, noting that each tree planted today is an investment in Zambia’s future.

Masaiti Town Council remains committed to a green, clean and healthy District.

STATE OF FEEDER ROADS ACCESSED - WORKS TO COMMENCE SOON

Masaiti Town Council is pleased to inform members of the public that works on feeder roads across the District have commenced.

The works which include grading, gravelling, compaction and opening of drainage structures are aimed at improving accessibility, linking farming areas to markets, and enhancing service delivery for our people.

Yesterday, Masaiti Council Chairperson was on tour to appreciate the state of some of the key roads in the District.

Amongst the roads checked is the Mundawanga Mkushi road as well as the Chankute Mutaba road that have been earmarked for commencement of road works under the Constituency Development Fund (CDF).

The Council will be working closely with the contractor, the community and all stakeholders to ensure quality works are delivered on schedule.

"We therefore appeal to all road users, farmers and residents along the affected roads to exercise patience and cooperate with the contractor during the construction period." the Council Chairperson said.

She said that this is part of her council's continued effort to improve rural connectivity by making it easy for farmers to take their produce to the market and improve access to schools and health facilities.

The Council remains committed to improving the road network as a key driver of economic development in Masaiti.

CDF SUCCESS STORY: 34-YEAR-OLD FREDRICK SICHINGA'S LIFE TRANSFORMED

34-year-old Frederick Sichinga of Lubombo Village in Kamifungo Ward has given a testimony of how the Constituency Development Fund (CDF) has changed his life.

Frederick, who benefited from the CDF Skills Development component in 2023, studied Bricklaying and Plastering.

Today, he is able to support his wife, four children and extended family members from the skills he acquired through CDF.

Narrating his story during the ongoing Constituency Development Fund sensitisation program in Kamifungo Ward, Fredrick said he now gets tenders from within his Ward and beyond, plastering houses and other structures for community members.

He further disclosed that he has also invested his earnings in peasant farming, which has continued to supplement his income and improve his family's livelihood.

Fredrick thanked Government and Masaiti Town Council for the opportunity, urging fellow youths in the district to take advantage of the CDF Skills Development Bursaries to acquire life-changing skills.

He was spotted during the CDF sensitisation meeting at Kalulu Primary School where the contractor building the secondary section of the school has engaged him to undertake plastering works. Officers from Masaiti Town Council are sensitising residents ahead of the 2027 CDF applications.
