Rural Electrification Authority Its primary aim is to provide electricity infrastructure to rural communities in Zambia.

The Rural Electrification Authority (REA) was established by an Act of Parliament No. 20 of 2003 which has since been repealed and replaced by Act No. 5 of 2023 . RURAL ELECTRIFICATION AUTHORITY

The Rural Electrification Authority (REA) was established by an Act of Parliament No. 20 of 2003. Its primary aim is to provide electricity infrastructure to the whole nation targeting rural communities as mandated by Government. The Rural Electrification Master Plan (REMP) which is the blue print for executing this program has been development. Prior to the finalization of the REMP, the REA had been carrying out work in all the nine provinces of Zambia on selected projects since establishment. The main focus of the electrification programme is to target public facilities, commercial undertakings and their surrounding areas. The REA is mandated with the tasks of Administering and managing the Rural Electrification Fund (REF); developing and implementing the REMP, mobilizing funds to support rural electrification, encouraging private sector participation in rural electrification through provision of smart subsides, competitive bidding and community mobilization, financing project preparation studies for rural electrification and recommending to government suitable policies. Of critical importance to REA is the identification of various technologies that can be tapped to improve the standard of living of our rural population. The REA promotes renewable energy resources such as solar, mini hydros and biomass. Solar energy technology is being considered in some rural areas which will not benefit from extension of the national grid and mini hydro potential in the immediate future. For such areas, solar energy becomes a more suitable form of applicable energy source until such a time that the national or isolated grids are taken nearer to these areas. The electrification programme will go on until all rural areas in Zambia have been electrified by either the extension of the national grid or other forms of energy like solar between now and the year 2030.

Happy monday!

This morning, a delegation from Zambia’s Ministry of Energy and the Rural Electrification Authority, led by the Director of Planning, Mr Sinevah Kambenja, met with officials from Uganda’s Rural Electrification Department under the Ministry of Energy and Mineral Development in Kampala.

The Ugandan team was led by the Principal Engineer, Eng. Wegulo Swalik Byakatonda representing the Commissioner.

The meeting marked the first day of the benchmarking tour for the Accelerating Sustainable and Clean Energy Access Transformation in Zambia (ASCENT-Zambia) programme.

RBF FACILITY: CALL FOR PROPOSALS OPENS 15 OCTOBER 2026

Following the launch of the Results-Based Financing (RBF) Facility under ASCENT Zambia, attention now turns to implementation.

The first Call for Proposals opens on 15 October 2026, inviting eligible private-sector energy service providers to participate in expanding access to solar home systems and clean cooking solutions in rural and peri-urban communities.

The RBF Facility targets 120,000 households with solar home systems and 60,000 households with clean cooking appliances, with payments linked to independently verified results.

Today, the Rural Electrification Authority (REA) has signed Memoranda of Understanding with the University of Zambia -UNZA, The Copperbelt University and Mulungushi University to launch its Female STEM Internship Programme.

The partnership will give young women the chance to take their engineering skills beyond the classroom and gain practical experience in rural electrification, supported by technical supervisors and mentors.

The Rural Electrification Authority (REA), the Office of the Commissioner for Refugees and the United Nations High Commissioner for Refugees (UNHCR) have renewed their partnership to expand electricity access in Zambia’s refugee settlements and surrounding host communities.

The three institutions have signed a tripartite Memorandum of Understanding (MoU), an Acceptance Agreement for the Meheba Grid Extension Project was also signed.

The renewed agreement builds on the partners’ work in Meheba, Kalumbila District, where a grid extension project brought electricity infrastructure to Meheba A, Meheba B and Kananga. The new partnership will explore electrification opportunities in other settlements, including Mayukwayukwa and Mantapala.

REA Chief Executive Officer Eng. Alex Mbumba said the institutions must now move from the signing of the agreement to technical assessments, project preparation, resource mobilisation and implementation.

UNHCR Representative for the multi country Office covering Zambia, Malawi and Zimbabwe Ms. Helen Mebrahtu said electricity could create opportunities well beyond the connection itself.

The partners will undertake feasibility studies and work together to mobilise resources for viable projects that benefit refugees and the communities hosting them.

Government, through the Rural Electrification Authority (REA), has launched the Results-Based Financing (RBF) Facility under the Accelerating Sustainable and Clean Energy Access Transformation in Zambia (ASCENT Zambia) Program.

The facility will work with private energy service providers to make solar home systems and clean cooking appliances more affordable for households in rural and peri-urban areas.

Speaking at the official launch, Ministry of Energy Zambia Permanent Secretary-Electricity, Eng. Arnold Simwaba said the facility would support Government’s commitment to achieving universal electricity access by 2030.

REA Chief Executive Officer Eng. Alex Mbumba said the facility would help private companies reach communities where high delivery costs and commercial risks have limited access to modern energy services.

Representatives from the World Bank and the Global Off-Grid Lighting Association (GOGLA) also addressed the stakeholders in attendance. The World Bank reaffirmed its support for ASCENT Zambia, while GOGLA highlighted the role of the private sector in supplying quality energy products and extending services to underserved communities.

The facility targets 120,000 households with solar home systems and 60,000 households with clean cooking appliances. A future window will support 38,500 household connections through solar mini-grids.

Eligible service providers will deliver approved products before submitting claims for independent verification, ensuring that payments are linked to confirmed results.

The first call for proposals will open on 15 October 2026.
