JICA, Government Explore Expansion of SHEP to Deepen Agricultural Commercialisation
The Government of Zimbabwe and the Japan International Cooperation Agency (JICA) today reinforced their longstanding agricultural partnership following a high-level meeting between a JICA delegation and Permanent Secretary in the Ministry of Agriculture, Mechanisation and Water Resources Development, Professor Dr Obert Jiri, at the Ministry Head Office in Harare.Discussions centred on the possible continuation and expansion of the Smallholder Horticulture Empowerment and Promotion (SHEP) project, a transformative initiative that has empowered smallholder farmers through its market-driven "Grow to Sell" approach, placing market access and profitability at the centre of production.
Having initially complemented Government efforts in irrigation rehabilitation, SHEP has significantly strengthened horticultural value chains, enhanced extension services and improved household incomes. Deliberations explored extending the model to emerging production structures such as Village Business Units (VBUs), with particular emphasis on value addition, aggregation and market linkages.
The engagement reaffirmed the strategic role of development partners and the private sector in accelerating Zimbabwe's agricultural transformation agenda, while advancing Government's thrust of positioning agriculture as a business at every level of the economy.
