In Rushinga, a district characterized by high temperatures and low rainfall, citizens who attended the 2027 National Budget consultations unanimously called on Parliament to prioritize completion of Semwa Dam to support livelihood projects.

With completion scheduled for 2028, residents feel the timeline is too long, as water shortages continue to undermine agricultural activities and economic development in this agrarian community.

Guided by the mantra “Leaving No One and No Place Behind,” the Parliament of Zimbabwe’s Child Rights Caucus, Disability Caucus and Portfolio Committee on Primary and Secondary Education convened a dialogue with representatives from the Ministry of Primary and Secondary Education, the Education Coalition of Zimbabwe, disability organisations, teachers’ unions and civil society organisations to clarify the status and progress of the Inclusive Education Policy. The dialogue highlighted the policy’s objectives of reducing educational inequalities, improving access, retention and learning outcomes, and creating safer and more inclusive learning environments. Effective implementation requires adequate funding, teacher development, accessible infrastructure, coordinated stakeholder engagement, effective monitoring and timely action.

In line with its Constitutional mandate, Team B of the Portfolio Committee on Budget, Finance and Investment Promotion on Tuesday, 6 October 2026, conducted two Budget Consultative meetings at Chikangwe Hall in Karoi and at Murereka Primary School in Lion's Den.

The meetings afforded stakeholders an opportunity to share their aspirations towards the attainment of Vision 2030, through contributions to the 2027 Finance Bill and Appropriation Bill.

The consultations form part of the Budget Cycle and enhance stakeholder participation in the business of Parliament as enshrined in Section 141 of the Constitution.

Businesspeople were among participants at the 2027 National Budget public consultations held at Sadza Growth Point today.

Athough issues raised included increased funding for health and strengthening the education system, the completion of the Harare-Hwedza-Sadza-Murambinda-Birchnough Bridge Road took centre stage.

Businesspeople called on legislators to ensure the 2027 Budget allocates resources for the road's completion to ease the transportation of goods and services in the area.
