ROAD MAP FOR THE BOARD OF INQUIRY APPOINTED TO INVESTIGATE THE RIDA VESSEL CASUALTY ON LAKE KARIBA

• 11 August 2026, the RIDA vessel, Registration Number KF551, was tragically involved in a casualty on Lake Kariba.
• 14 August 2026, His Excellency, Cde. Dr. E.D. Mnangagwa aptly approved the appointment of the Board of Inquiry into the RIDA shipping vessel casualty by the Minister of Transport and Infrastructural Development.
• The Minister has appointed an independent three-member Board of Inquiry in terms of Section 25 (5) of the Inland Shipping Waters Act [Chapter 13:06].
• The Board of Inquiry is chaired by the Judge of the Supreme Court, Honourable Justice J. M. Mafusire and also includes Commissioner Dr. W. Makamache and Advocate P. Musarurwa as members.
• The appointment was promulgated through General Notice 1934/2026 on 2 October 2026, marking the official appointment and preparations for the commencement of the Inquiry.
• Terms of Reference include investigating: the causes and circumstances of the casualty; vessel passenger and freight capacity and loading standards, search and rescue capabilities; the vessel's registration, certification and fitness; the competence of the actors who procured, owned, operated and navigated it; and any other matters which the Board of Inquiry may deem fit.
• The Board may, using its quasi-judicial discretion, founded in law and best practices of administering quasi-judicial bodies of this nature, subpoena anyone, including those who constituted it.
• Hearings will be conducted in Kariba.
• The Inquiry shall run for three months, with the possibility of extension of a further one month.
• The government’s administrative and logistical support towards the Board of Inquiry will be provided by the Secretariat, headed by its Secretary, Engineer P.J. Makumbe who is NOT a Member of the Board.
• The findings of the inquiry shall bring closure to the relatives of the deceased with regards to the circumstances of deaths, and also inform policy by shaping future shipping and navigation policies and operations for the best interest of public safety and security in inland waters shipping.
• A report will be submitted by the Board to the Minister of Transport and Infrastructural Development on completion of the Inquiry.

Today, the Ministry of Transport and Infrastructural Development participated in the 10th Annual General Meeting (AGM) of the Zimbabwe National Road Administration (ZINARA), held at Hyatt Regency Hotel in Harare.

The Minister of Transport and Infrastructural Development, Hon. Adv. F.T. Mhona, was represented by the Director of Strategic Policy Planning, Monitoring and Evaluation, Mr Takura Vengesa.

In his keynote address, the Minister commended ZINARA for strengthening financial management and corporate governance, including achieving its third consecutive clean external audit opinion.

He underscored the importance of accountability, efficient utilisation of road funds and timely disbursements to Road Authorities to ensure that resources translate into tangible improvements in road maintenance and rehabilitation.

The Minister also highlighted the need to enhance tollgate efficiency, expand digital payment solutions and strengthen monitoring systems to improve service delivery and the travelling public’s experience.

As Zimbabwe advances towards Vision 2030 under the National Development Strategy 2 (NDS2), the Ministry reaffirmed the importance of working closely with ZINARA and Road Authorities to rehabilitate strategic road corridors, strengthen infrastructure resilience and support economic growth.

The focus is clear: turning road funds into better roads, improved connectivity and lasting development.

The AGM was attended by ZINARA's Board Chair Dr. G. Manyaya, board members and Management, as well as members of the Parliamentary Portfolio Committee on Transport and Infrastructural Development, led by Hon. T. Karikoga, alongside various stakeholders.

The Ministry of Transport and Infrastructural Development is conducting a two-day Website Content Validation Workshop at the Zimbabwe Institute of Public Administration and Management (ZIPAM), led by the Director of Information and Communication Technology (ICT), Mrs Maybe Zengeni.

The ICT and Communications and Advocacy Departments are working together to review and validate the Ministry’s website content, ensuring that the information published is accurate, up to date, relevant and accessible to the public.

The initiative seeks to strengthen the Ministry’s digital communication, enhance public access to information and improve stakeholder engagement through its online platforms.

By combining ICT expertise with strategic communication and advocacy, the Ministry is working to ensure that its website effectively communicates its policies, programmes and infrastructure development projects while promoting transparency, accountability and public awareness.

STRENGTHENING ROAD MAINTENANCE, ENHANCING ROAD SAFETY

The Ministry of Transport and Infrastructural Development is advancing efforts to improve road maintenance and road safety across the country through the ongoing recapitalisation of the Department of Roads’ maintenance units and the acquisition of new road marking equipment.

Road Maintenance Capacity: The delivery of lowbeds is underway to facilitate the transportation of heavy machinery, including graders, rollers and bulldozers, which cannot travel directly on public roads.

Improved Road Markings: The Ministry has acquired 20 road marking machines, with two machines allocated to each province, while urban areas will also benefit from support to improve road marking visibility and coverage.

Clear, visible road markings are essential for guiding motorists, protecting pedestrians and reducing road safety risks.

Through these initiatives, Government continues to strengthen road maintenance capacity and promote safer roads for all.
