Join in our Overview and Scrutiny process

Overview and Scrutiny is a process whereby councillors who are not the Council’s executive can play an influential role in the shaping of policy and decisions.

The process involves scrutiny committees monitoring performance, reviewing and evaluating services, questioning decisions and plans made by the Council’s executive, listening to the concerns of local people, and where appropriate making recommendations for action and change.

Hyndburn Borough Council has three committees: Resources; Communities and Wellbeing; and Special Scrutiny.

Our waste collection crews work hard to keep our borough clean and tidy 💪

They operate between 7:30am and 3pm, so please leave your bins out for collection until 3pm 🕒

This may be a little later than you’re used to, but don’t fret if your waste hasn’t been collected by your usual time, they’ll get to you shortly!

Reporting missed collections before 3pm can slow the team down.

You can now head to our website linked below and renew your garden waste collection subscription!

The garden waste subscription runs from the 1st August to 31st July every year, and the annual subscription is priced at £35 per bin. Please renew by 18th July 2026 for collection to continue from the 1st August 2026.

Great news! 🎉

Big news for Accrington town centre 👏

We’re delighted to announce that Hyndburn Borough Council has appointed well-known local restaurateur Paul Fox as Town Centre Venue Manager, following an open recruitment process, beginning with the exciting relaunch of Accrington Market in November 2026.

Many people will already know Paul as the owner of The Crafty Fox on Abbey Street, where he has built a fantastic reputation for championing local produce, supporting local suppliers and creating a welcoming community space.

His appointment marks another exciting step forward in the transformation of Accrington Market - a project that will bring together traditional market shopping, new food and drink experiences, and a vibrant community hub at the heart of the town.

Paul said: “This is about creating somewhere people feel proud of again - a place to shop, eat, meet and spend time together.”

Exciting times ahead for Accrington ❤️
