The government has announced in Parliament its latest update on local government reorganisation (LGR).

Whilst some areas in the country now have a decision, Hampshire is still under review. The Minister is reconsidering the LGR arrangements using the existing proposals and aiming for an outcome for Hampshire by early 2027.

The government has said they remain committed to LGR but would like more time to consider the best route forward.

An indicative timetable for all remaining reorganisation has been outlined with anticipated new unitary shadow elections in 2028 and for the new authority to take over in 2029.

New homes for wildlife in Hart✅

Earlier this year we completed our Wetland Creation Project at Whitewater Meadows Country Park, in partnership with Ecosulis. This was a pilot project for future Biodiversity Net Gain (BNG) works on our sites, as part of the Hart Habitat Bank.

What is the Hart Habitat Bank?

Through projects or changes to management we increase the biodiversity on our sites, which allows us to generate "biodiversity units".

These units can be used to offset the impact of development in the district where it cannot be done on-site, a process called Biodiversity Net Gain, to ensure that development leaves the environment in a better condition than previously. Our BNG units will soon be available for sale. To find out more, or to register your interest in purchasing units please visit www.hart.gov.uk/habitat-bank

We are seeking your views to help us prepare the new Hart Local Plan.

The Local Plan will set out a shared vision for the district and guide how Hart grows in the years ahead. It will also provide the policies used to determine planning applications.

The public consultation on the proposed Local Plan content and evidence runs from 26 October to 7 December 2026. During this time, we'll be holding a series of drop-in sessions where you can meet the planning team, find out more about the Local Plan and ask any questions you may have.

Drop by to any of the drop-in sessions throughout November. Visit www.hart.gov.uk/events/new-hart-local-plan-drop-sessions for more information on locations and times of the sessions.
