FROM COMMUNITY EFFORT TO SUSTAINABLE HARVEST!

On September 25, 2026, the SALMABA Association of Cabaruyan, one of the partner beneficiary associations of Project LAWA at BINHI, celebrated its First Tilapia Harvest!

Project LAWA (Local Adaptation to Water Access) and BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) is a program of LGU Daguioman in partnership with DSWD-CAR, aimed at strengthening food security and promoting sustainable livelihood among partner beneficiaries.

Through the project, SALMABA members established their own communal garden and communal fishpond, demonstrating their active participation, hard work, and commitment to making the initiative successful.

This milestone was made possible through the support of Mayor Salma Q. Padilla, and the partnership of Mr. Joshua L. Lomioan of the Municipal Agriculture Office (MAO) and Ms. Cristine T. Poluto, BFAR-CAR staff assigned to Daguioman, who facilitated the provision of free tilapia fingerlings from BFAR-CAR, together with monitoring and technical assistance.

The bayanihan continues! On October 6, 2026, SALMABA partner beneficiaries restocked their communal fishpond with new tilapia fingerlings. The members continue to work together in feeding, monitoring, and caring for the fish, showing their ownership and commitment to sustaining the project.

More than a harvest, this is a reflection of what Project LAWA at BINHI hopes to achieve: empowered partner beneficiaries, stronger community participation, food security, and sustainable livelihood.

First harvest, new fingerlings, and more harvests to come!

A FRUITFUL HARVEST FOR LUSVAC ASSOCIATION!

Isang masayang araw para sa LUSVAC Association of Tui, Daguioman, sa ginanap na Tilapia Harvest Festival noong October 30, 2026!

Ang LUSVAC, which stands for Love, Unity, Sustainability, Volunteerism, and Care, ay hindi lamang pangalan ng samahan kundi mga values na makikita sa pagtutulungan at pagkakaisa ng mga miyembro nito.

Nabuo ang LUSVAC Association through Project LAWA at BINHI, a partnership initiative of the Department of Social Welfare and Development (DSWD) and the Local Government Unit (LGU) of Daguioman. The project aims to promote food security, sustainable livelihood, and climate change adaptation through community-based initiatives. Sa Daguioman, naisakatuparan ito through the establishment of a community garden and communal fishpond, with the active participation of partner beneficiaries.

Through the initiative of Joshua L. Lomioan, Municipal Agriculture Officer (MAO), the Municipal Agriculture Office coordinated with BFAR-CAR to request tilapia fingerlings, which were eventually stocked in the communal fishpond of the LUSVAC Association.

But behind this harvest are the people who truly made it possible—our partner beneficiaries. Sila ang naglaan ng oras, effort, at tiyaga sa pag-aalaga at pag-maintain ng fishpond. Hindi magiging posible ang Tilapia Harvest Festival kung wala ang kanilang dedication and active participation. Hindi lang sila beneficiaries; they are the ones who helped make this project successful!

Special thanks as well to Ms. Cristine T. Poluto , BFAR staff assigned in Daguioman, for working closely with the Municipal Agriculture Office in coordinating and facilitating the provision of tilapia fingerlings for the LUSVAC communal fishpond. Your partnership and support are truly appreciated!

Recognition also goes to Joshua L. Lomioan, Municipal Agriculture Officer (MAO), and the Municipal Agriculture Office team for their initiative, coordination, and continued assistance in making this undertaking possible, together with BFAR-CAR.

We also acknowledge the support of the Local Government Unit of Daguioman, under the leadership of Mayor Salma Q. Padilla, for its continued support to community-based projects that bring meaningful opportunities to our constituents.

The MSWD Office proudly celebrates the Municipality of Daguioman’s achievement as HIGH FUNCTIONALITY LCAT-VAWC, alongside its recognition as a Good Financial Housekeeping (GFH) PASSER!

The LCAT-VAWC recognition reflects the collective dedication of the LCAT-VAWC Council and its partner agencies in strengthening local mechanisms for the protection of women and children and the prevention of violence and exploitation.

These milestones are a testament to teamwork, good governance, and shared responsibility, with the support and leadership of Municipal Mayor Hon. Salma Q. Padilla, Vice Mayor Hon. Marcelo J. Padilla, and the Sangguniang Bayan Members.

"Turning a Reward into a New Product"

Rachel W. Guisoben of the Fisherfolk Livelihood Organization of Ableg and Tui holds their Tilafloat Sinuo-Fun, a value-added product made from their own tilapia harvest. The product was developed using the smoking set they received as a performance reward, giving the members another way to earn from their harvest by turning part of their fresh tilapia into a processed product.

FOOD-FOR-WORK: BAYANIHAN THAT KEEPS LAWA AT BINHI GROWING!

True bayanihan means caring for our community—even without expecting wages in return!

Since the turnover of Project LAWA at BINHI on June 19, 2026, LUSVAC Association of Tui and SALMABA Association of Cabaruyan have continued maintaining their communal gardens and fish ponds through volunteerism and collective effort.

From September 19–23, 2026, 100 partner beneficiaries joined hands in cleaning and rehabilitating these facilities to sustain the project's gains.

On October 23, 2026, 200 food packs were distributed under the Food-for-Work initiative, following the approval by DSWD-CAR of the LGU Daguioman's request through the MSWD Office.

Our heartfelt thanks to DSWD-CAR for supporting our beneficiaries and recognizing their hard work! Together with the LGU of Daguioman, under the leadership of LCE Salma Q. Padilla, we continue to nurture food security, community resilience, and the spirit of bayanihan.

5 DAYS, ONE MISSION: STRONGER FAMILIES, BRIGHTER FUTURES!

The five-day Training of Parent Effectiveness Service (PES) Facilitators for Women and Community Service Providers, held from October 19–23, 2026, at Farmers’ Hall, Tui, Daguioman, Abra, aims to strengthen the knowledge, skills, and capabilities of local facilitators in promoting effective parenting, child protection, and family well-being.

The training opened with inspiring remarks from Hon. Salma Padilla , Local Chief Executive of Daguioman, who emphasized the strength and vital role of women in the home and the community. Through her empowering message, “Women are designed to be strong,” and her reference to the spirit of Gabriela, she highlighted women's resilience, courage, and capacity to lead and inspire positive change. As pillars of the home, women play an essential role in nurturing children, strengthening family relationships, and building resilient communities.

The training was enriched by the expertise and valuable contributions of the resource speakers from the Department of Social Welfare and Development – Cordillera Administrative Region (DSWD-CAR): Raquelyn B. Bandao, Christian T. Epi, Erime Aubrey P. Agadan, and Lovely L. Sumbad. Through their knowledge, experience, and dedication, they guided participants through the 13 PES modules and shared practical approaches to effective parenting education and facilitation.

The training brought together dedicated participants from the Municipal Social Welfare and Development Office (MSWDO) staff, Barangay Health Workers (BHWs) of Daguioman, barangay kagawads handling family and women's concerns, barangay secretaries, and women leaders. Their active participation reflects a shared commitment to promoting responsible parenting, protecting children, empowering women, and strengthening families at the community level.

Throughout the five days, participants explored the 13 PES modules, covering parental roles and responsibilities, the Filipino family, the victories and challenges of parenting, child development, supporting children with special needs, building positive behaviors, guiding adolescents toward safe and responsible choices, and protecting children from abuse. The sessions also addressed maintaining a healthy environment, digital safety, disaster preparedness, health and nutrition, and effective family resource management.

Through interactive discussions, group activities, collaborative learning, and return demonstrations, participants strengthened their knowledge and practical skills in preparation for facilitating meaningful PES sessions in their respective communities.

As the five-day training concludes, its mission continues beyond the classroom. The knowledge gained, skills developed, and partnerships strengthened will help nurture responsible parents, protect children, empower women, and build healthier and more resilient families throughout Daguioman.

TULONG PARA SA PANGARAP: LGU-DAGUIOMAN INVESTS IN THE FUTURE OF OUR CHILDREN

On October 7, 2026, the Municipal Government of Daguioman conducted the release of its Educational Assistance Program for Junior High School, Senior High School, and College students at the Cong. Ching Civic Center, Tui, Daguioman, Abra.

A total of 207 student beneficiaries received assistance through the program. One hundred eight (108) Junior and Senior High School students received ₱3,000 each, while ninety-nine (99) college students received ₱5,000 each, amounting to a total of ₱819,000.00 in educational assistance disbursed by the Municipal Government.

The assistance was received by the parents together with their children, making the activity even more meaningful as families came together to support their students in their educational journey.

More than just financial assistance, this program reflects the LGU’s commitment to investing in the education, development, and future of Daguioman’s children and youth. As a Gender and Development (GAD) program, it promotes equal opportunities and support for learners, recognizing that education is an important investment in building capable, empowered, and resilient individuals and families.

The LGU also reminds the beneficiaries that this support comes with an opportunity to do their part—through regular school attendance, hard work, perseverance, and responsibility in their studies. Every assistance given today is hoped to become part of a bigger investment toward a better tomorrow.

The program was made possible through the leadership of Hon. Salma Q. Padilla, Municipal Mayor, together with Hon. Marcelo J. Padilla, Vice Mayor, the Sangguniang Bayan Members, and the municipal officials and employees of the Municipality of Daguioman, whose continued support helps make programs for the welfare and development of the community possible.

Educational assistance is not simply ayuda. It is TULONG, opportunity, and an investment in the dreams of our children.
