BACNOTAN HOSTS SAN FRANCISCO, AGUSAN DEL SUR FOR LHEARN PROGRAM

The Municipality of Bacnotan welcomed the Municipality of San Francisco, Agusan del Sur as a Learner Local Government Unit (LGU) under the Learning Hub for Enhanced and Revitalized Nutrition (LHEARN) Program, a capability-building initiative that promotes peer learning and sharing of knowledge, experiences, and innovations in nutrition program management among local governments.

The LGU San Francisco team was led by MNAO Charlaine Ayessa Rubillos, together with nutrition staff, who participated in an immersive learning experience focused on Bacnotan’s practices in nutrition governance, program management, convergence, and community-based nutrition interventions.

Through LHEARN, Bacnotan with its local LHEARN Team and the assistance of the National Nutrition Council Region I shares not only its programs and strategies, but also the lessons, experiences, and approaches that have helped strengthen its local nutrition governance and sustain its nutrition initiatives.

The learning exchange underscores the value of LGU-to-LGU learning and collaboration where good practices are shared, adapted, and strengthened to create better and more sustainable nutrition outcomes for communities.

From Bacnotan and beyond, good nutrition practices travel beyond Bacnotan’s borders.

Barangay Nutrition Committees of Bacnotan Strengthen Nutrition Governance Through Capacity Building

The Barangay Nutrition Committees (BNCs) of Bacnotan underwent a Capacity Building Activity on Nutrition Program Management and Barangay Nutrition Action Plan (BNAP) Formulation on September 24, 2026, strengthening the capacity of barangay captains, treasurers, and nutrition workers to plan, implement, and monitor nutrition interventions at the grassroots level.

During the activity, Vice Mayor Francis Fontanilla emphasized that all Barangay Nutrition Committees must make nutrition a priority in barangay governance, emphasizing that investing in nutrition is an investment in the health and well-being of children, families, and the community.

Sharing their knowledge and experience on Nutrition Program Management were Mr. Kendal Pilgrim Gatan and Ms. Wylibeth Lumpias, who provided the participants with valuable insights on strengthening local nutrition governance and program implementation.

Meanwhile, MNAO John Philip Gabriel facilitated the workshop sessions on the formulation of the 2027 Barangay Nutrition Action Plan (BNAP), the 2026 First Semester Barangay Nutrition Committee (BNC) Functionality Checklist, and the 2026 First Semester BNAP Program Implementation Review.

Beyond planning and compliance, Mayor Divine Fontanilla on her message of support emphasized shared responsibility: stronger barangay nutrition governance means stronger action for healthier children, families, and communities.
