CALM RESPONSE, COMMUNITY SUPPORT HELP VALENZUELA COPS SAVE A LIFE

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), the organization underscores the importance of compassion and timely intervention following the successful response of Valenzuela City police officers who helped save a 20-year-old woman in distress on October 12, 2026.

Following the observance of World Mental Health Day on October 10, the incident serves as a reminder to approach people going through difficult moments with compassion, patience, and understanding. As mental health awareness continues throughout October, the PNP encourages the public to offer support and help those in need access appropriate assistance.

Based on the initial report, two police officers on foot patrol were approached by concerned citizens who reported a woman in danger on a footbridge in Barangay Canumay West. The officers promptly responded and calmly engaged her in conversation. With the help of bystanders, they safely brought her away from danger and coordinated with barangay personnel to ensure she received appropriate assistance.

Chief PNP PGen Nartatez commended the officers and community members for their timely action and cooperation, emphasizing the importance of treating people in distress with patience and respect.

“Sa ganitong mga pagkakataon, mahalagang manatili tayong kalmado at unahin ang kaligtasan ng taong nangangailangan ng tulong. Hindi natin palaging alam ang pinagdaraanan ng iba, kaya huwag tayong magmadaling manghusga. Ang simpleng pakikinig, paglapit, at paghingi ng tulong ay maaaring makapagligtas ng buhay,” PGen Nartatez said.

The Chief PNP said the response reflects the PNP Focused Agenda, particularly Enhanced Managing Police Operations, through sound decision-making, timely action, and coordination with community partners. This approach supports the public safety priorities of President Ferdinand R. Marcos Jr. and the PNP's commitment to responsive, people-centered service.

The PNP urges the public to remain attentive to family members, friends, and neighbors who may be experiencing distress. A caring conversation and assistance in reaching appropriate support can make a difference. If someone's safety is at immediate risk, contact the police, barangay authorities, or emergency responders.

Through compassionate policing and stronger community cooperation, the PNP continues to uphold its commitment to “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

The Criminal Investigation and Detection Group (CIDG) Laguna Provincial Field Unit, together with the Department of Trade and Industry–Office for the Special Mandate on Vaporized Ni****ne and Non-Ni****ne Products, their Devices, and Novel To***co Products (DTI-OSMV), conducted the operation on October 8–9, 2026, in Barangay Malusak, Santa Rosa, Laguna. The two adult male suspects, both residents of Bulacan, were caught selling and trading v**e products without the required packaging and health warnings, in violation of Republic Act No. 11900, or the Vaporized Ni****ne and Non-Ni****ne Products Regulation Act.

Authorities seized 2,330 pieces of assorted flavored v**e products valued at ₱666,000.00. The confiscation highlights the importance of regulatory compliance in the distribution and sale of v**e products to ensure that consumers receive products bearing the required packaging and health warnings.

He also urged the public to help authorities address unlawful trade practices. “Mahalaga ang pagsunod sa batas upang maprotektahan ang mga mamimili. Makipagtulungan tayo sa mga awtoridad at i-report ang mga paglabag sa tamang ahensiya,” PGEN Nartatez added.

The operation supports the PNP Focused Agenda, particularly Enhanced Managing Police Operations, which strengthens law enforcement and compliance with applicable regulations.

As the PNP strengthens enforcement against violations involving regulated v**e products under the directive of President Ferdinand R. A routine traffic enforcement activity in Cavite led to the discovery of a large shipment of suspected illicit to***co products, resulting in the arrest of 14 individuals and the seizure of items and vehicles with an estimated combined value of ₱53.98 million.

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP),personnel of the PNP Highway Patrol Group Special Operations Division, in coordination with the Criminal Investigation and Detection Group-Cavite Provincial Field Unit, Ternate Municipal Police Station, and a private-sector partner, conducted the operation on October 7, 2026, along Governors Drive, Barangay Poblacion 1A, Ternate, Cavite.

The operation initially involved traffic enforcement and inspection of several vehicles. During the inspection, police personnel noticed boxes believed to contain to***co products, prompting immediate coordination with the CIDG for verification and further investigation.

The subsequent operation resulted in the recovery of 793 boxes of suspected illicit ci******es loaded in three closed vans, along with two other vehicles. The to***co products were initially estimated at ₱47.58 million, while the combined estimated value of the confiscated products and vehicles reached ₱53.98 million.

The final quantity and market value of the to***co products will be established through proper inventory and assessment by the Bureau of Customs.

The 14 arrested individuals, aged 22 to 50, are facing possible violations of Republic Act No. 9211, or the To***co Regulation Act of 2003; Republic Act No. 8424, or the National Internal Revenue Code of 1997; and Republic Act No. 10643, or the Graphic Health Warnings Law. They were informed of the nature of their arrest and apprised of their constitutional rights in a language known and understood by them.

Chief PNP Gen. Nartatez said the operation highlights how alertness and proper coordination can turn an ordinary police activity into an opportunity to address a larger concern.

“This is why we do not treat routine police work as just routine. Our personnel have to stay observant, know when something needs to be referred for further verification, and coordinate with the right units. Dito pumapasok ang proper judgment—firm action, but always within the law,” Gen. Nartatez said.

The operation forms part of the PNP's continuing implementation of its Focused Agenda, particularly Enhanced Managing Police Operations (EMPO), which calls for coordinated, responsive, and accountable police action. It likewise supports the administration of President Ferdinand R. Marcos Jr. in strengthening enforcement against activities that affect lawful commerce, government revenues, and consumer protection.

The PNP assures the public that enforcement efforts against the illicit to***co trade will continue through lawful operations and close coordination with concerned government agencies and stakeholders. At the same time, the PNP reiterates that all arrested individuals are entitled to due process and that the allegations against them remain subject to judicial determination.

MAN CAUGHT IN ENTRAPMENT FOR ALLEGEDLY POSING AS POLICE OFFICER

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police operatives arrested a civilian who allegedly posed as a police officer and demanded money from a man in exchange for having his name removed from a supposed list of persons targeted for arrest.

The suspect, identified as a 27-year-old resident of Naga City, Camarines Sur, was arrested during an entrapment operation at Zone 1, Lerma, Naga City, at about 9:00 PM on October 7, 2026.

The operation was conducted by personnel of the Integrity Monitoring and Enforcement Group (IMEG), in coordination with police units in Camarines Sur and Naga City, following a complaint involving an alleged demand for ₱3,000.00

During the operation, authorities recovered a mobile phone, a replica fi***rm, several bottles of poppers, a police-type uniform jacket, empty shells, a belt bag, and documents believed to be related to the transaction.

The suspect allegedly represented himself as a police officer and used such claim in making the demand. He was subsequently brought to Police Station 5 of the Naga City Police Office for proper documentation and disposition.

Chief PNP PGen Jose Melencio C. Nartatez Jr. said the incident highlights the importance of immediately reporting individuals who use the name or authority of the police to obtain money or favors.

“Kapag may nagpapakilalang pulis at humihingi ng pera kapalit ng pabor o ‘pag-aayos’ ng kaso, huwag basta maniwala. Report it. Legitimate police work does not operate that way. We will check the report, verify the circumstances, and take appropriate action based on the law,” PGen Nartatez said.

The Chief PNP emphasized that police authority must always be exercised properly and within the law, as the PNP continues to strengthen accountability and professionalism in its ranks. The operation forms part of the PNP’s continuing implementation of its Focused Agenda, particularly Enhanced Managing Police Operations, which promotes responsive police action, proper coordination, and adherence to established procedures.

The PNP also reminds the public that legitimate police personnel are not authorized to demand money in exchange for removing a person from an arrest list, avoiding police action, or receiving any special treatment. Reports involving such acts may be brought to the nearest police station or appropriate PNP unit for verification and action.

The PNP remains committed to supporting the administration of President Ferdinand R. Marcos Jr. in strengthening public safety and accountable law enforcement, consistent with the vision of a Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

The seized fi***rms, magazines, and am******on were secured for proper documentation and disposition, while appropriate charges are being prepared against the suspects.

“Illegal fi***rms have no place in the hands of individuals who intend to use them outside the bounds of the law. We will sustain focused police operations against the illegal acquisition, possession, and sale of fi***rms to prevent them from being used in criminal activities,” PGEN Nartatez said.

“Malaking bagay ang pagkakakumpiska sa mga baril na ito bago pa man magamit sa anumang krimen. Magsilbi itong babala sa mga nagbebenta at nag-iingat ng ilegal na armas na hindi sila makalulusot sa ating mga operasyon,” he added.

The operation likewise reflects the PNP Focused Agenda as a framework for transformation designed to make police service more responsive, accountable, and results-oriented. It directly supports the key priority of Enhanced Managing Police Operations through focused enforcement against illegal fi***rms and other threats to public safety.

The arrest of the two suspects underscores the PNP’s sustained efforts to keep illegal fi***rms out of circulation and strengthen enforcement of the country’s fi***rms laws. As the PNP strengthens its campaign against the illegal possession and trafficking of fi***rms under the directive of President Ferdinand R. Marcos Jr., the PNP assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
