The Land Transportation Franchising and Regulatory Board - RFRO VII intensified its daily inspection operations on June 3, 2026, as part of its continuing efforts to ensure safe, reliable, and compliant public transportation services across Central Visayas.
These inspections are aimed at ensuring that Public Utility Vehicles (PUVs) meet roadworthiness standards, are mechanically fit for travel, and strictly adhere to existing transport laws, rules, and regulationsโkeeping the safety of the riding public a top priority.
Under the leadership of Regional Director Abosamen H. Matuan, M.Sc., LTFRB Region VII continues to intensify monitoring and enforcement activities to promote responsible public transport operations and protect the riding public.
โAs emphasized by the LTFRB leadership, this initiative is anchored on ensuring the safety and comfort of passengers, as well as strict compliance with transport regulations. The agency will continue to perform its mandate and expects full cooperation from all PUV operators, as this remains their primary duty as franchise holders,โ the Regional Director stated.

In line with its continuing efforts to improve public transportation services and strengthen data-driven transport planning, LTFRB Region VII conducted a Boarding and Alighting Survey along the route Cebu South Bus Terminal โ Aloguinsan via Toledo City.
Under the directive of Regional Director Abosamen H. Matuan, M.Sc., the activity aims to assess passenger demand, monitor ridership patterns, and gather relevant transport data necessary for route evaluation, policy formulation, and the enhancement of public transport operations within the region.
The survey forms part of the agencyโs ongoing commitment to ensuring that transport planning and regulatory decisions remain responsive to the actual needs and movement of the riding public.
Through initiatives such as this, LTFRB Region VII continues to promote efficient, accessible, and people-centered public transportation services across Central Visayas.

As part of the governmentโs continuing Public Transport Modernization Program, LTFRB Region VII Regional Director Abosamen H. Matuan, M.Sc. personally inspected and explored the Pure Electric Vehicle of Arrow Bus Transport, the Zhongtong LCK6606EVG, currently operating under Route 13C โ TalambanโColon via Echavez.
During the activity, the Regional Director examined the vehicleโs modern features, operational capabilities, passenger amenities, and safety components designed to improve the commuting experience while supporting the countryโs transition toward cleaner and more sustainable transportation systems.
A short test ride around the area was likewise conducted to personally assess the vehicleโs performance, ride comfort, and operational efficiency, highlighting the growing role of electric public utility vehicles in the future of urban mobility.
The initiative reflects LTFRB Region VIIโs continued support for innovative and environment-friendly transport solutions aimed at promoting safer, smarter, and more sustainable public transportation for the riding public.

Under the leadership of Regional Director Abosamen H. Matuan, M.Sc., LTFRB Region VII participated in the Tabang PangByahe Route Consultation Meeting held on June 2, 2026, at the Cebu South Bus Terminal Administration Office.
The consultation forms part of the Tabang PangByahe initiative of the Provincial Government of Cebu, which aims to improve transportation accessibility and enhance service delivery through the Service Contracting Program.
The meeting was organized by the Cebu Provincial Planning and Development Office and brought together key transport stakeholders, including representatives from the Cebu South Bus Terminal, Cebu North Bus Terminal, Vallacar Transit Inc., and other concerned offices to discuss route planning, operational considerations, and implementation strategies for the program.
Through active participation in stakeholder consultations, LTFRB Region VII continues to support initiatives that promote accessible, efficient, and responsive public transportation services for the commuting public.

At least 20 more passenger buses and trucks owned by three transport companies were grounded for involvement in three separate road crashes as the Land Transportation Franchising and Regulatory Board (LTFRB) further stepped up the campaign to prioritize road safety in the public transportation system in the country.
LTFRB Chairman Atty. Vigor D. Mendoza said all the three cases of road crashes in Quezon province and Nueva Ecija are currently being investigated not only to determine accountability but also to analyze measures that could be implemented to protect the life and limb of all road users.
โWe want to identify a pattern of possible negligence, behavior and infrastructure problems that contribute to road crashes. And we want to establish measures out of these investigations to ensure the safety of all road users,โ said Chairman Vigor.
The move is in line with the instruction of President Ferdinand โBongbongโ R. Marcos Jr. to DOTr Secretary Giovanni โBanoyโ Z. Lopez to prioritize road safety across the country.
Chairman Vigor said they already issued three separate show cause orders (SCOs) to Victory Liner, Inc.; Philtranco Service Enterprises, Inc; and another trucking company.
The incident involving the Victory Liner was the death of one of its passengers in a road crash involving a wayward truck in San Jose City in Nueva Ecija two days ago.
In the SCO, the operation of at least 15 buses owned by the company were temporarily suspended for 30 days over the road crash.
Earlier, 26 units owned by the same company were suspended for a road crash involving two of its buses in Tuba, Benguet that resulted in the injury of almost 100 passengers.
In the separate SCO, the LTFRB also suspended the operation of a unit of Philtranco for a road crash in Plaridel, Quezon that resulted in the death of one of its passengers.
On the other hand, the operation of the four trucks owned by Melencio Magtalas were also suspended for the involvement of one of its units in multiple vehicle collisions in Lucena City.
Chairman Vigor said the active monitoring of the LTFRB sends a strong message that the agency is firm in ensuring that road safety must always be prioritized by transport companies.
โThe franchise that the government gives through the LTFRB is a privilege that comes with an obligation to ensure the safety and welfare of not only the passengers but all road users,โ said Chairman Vigor.
โWe will not hesitate to cancel it once we find out that the operator is not complying with the rules and regulations and demands that come with the authority to operate,โ he added.
Chairman Vigor said the hearings for each case were already set. He warned that ignoring the SCO comes with serious consequences that may include revocation of the franchise. #
