In its continuing commitment to building a safer and more disaster-resilient community, the 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐔𝐧𝐢𝐭 𝐨𝐟 𝐊𝐢𝐚𝐦𝐛𝐚, under the leadership of Municipal Mayor 𝐇𝐨𝐧. 𝐆𝐞𝐨𝐫𝐠𝐞 Jong-Jong Falgui, successfully participated in the 𝟐𝟎𝟐𝟔 𝟒𝐭𝐡 𝐐𝐮𝐚𝐫𝐭𝐞𝐫 𝐍𝐚𝐭𝐢𝐨𝐧𝐰𝐢𝐝𝐞 𝐒𝐢𝐦𝐮𝐥𝐭𝐚𝐧𝐞𝐨𝐮𝐬 𝐄𝐚𝐫𝐭𝐡𝐪𝐮𝐚𝐤𝐞 𝐃𝐫𝐢𝐥𝐥 (𝐍𝐒𝐄𝐃) – 𝐅𝐮𝐥𝐥-𝐒𝐜𝐚𝐥𝐞 𝐄𝐱𝐞𝐫𝐜𝐢𝐬𝐞 held today, 𝐍𝐨𝐯𝐞𝐦𝐛𝐞𝐫 𝟓, 𝟐𝟎𝟐𝟔, in the Municipality of Kiamba, Sarangani Province.
The activity brought together the 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐃𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐑𝐢𝐬𝐤 𝐑𝐞𝐝𝐮𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐗𝐈𝐈, 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐂𝐢𝐯𝐢𝐥 𝐃𝐞𝐟𝐞𝐧𝐬𝐞 𝐗𝐈𝐈 headed by Regional Director 𝐑𝐨𝐝𝐫𝐢𝐠𝐨 𝐎. 𝐂𝐚𝐛𝐚𝐲𝐚, 𝐄𝐧𝐩, 𝐏𝐃𝐑𝐑𝐌𝐂 𝐒𝐚𝐫𝐚𝐧𝐠𝐚𝐧𝐢, 𝐌𝐃𝐑𝐑𝐌𝐂 𝐊𝐢𝐚𝐦𝐛𝐚, and other partner agencies and stakeholders to test and evaluate the municipality's preparedness, coordination, and response capabilities in the event of a major earthquake.
More than just an exercise, the full-scale drill served as an opportunity to identify gaps, assess the effectiveness of existing response mechanisms, and strengthen coordination among responders and concerned agencies.
The selection of Kiamba as the host municipality reflects, among other considerations, Mayor Falgui's consistent presence and personal involvement in emergency response operations whenever disasters and emergencies occur in the municipality. His hands-on participation demonstrates the importance of leadership that is present on the ground, particularly when the safety and welfare of the community are at stake.
One of the significant highlights of the activity was the recognition and commendation expressed by the regional officials and heads of participating agencies for Mayor Falgui's humility and openness in acknowledging the areas that need improvement. They likewise recognized the willingness of the Kiamba Incident Management Team (IMT) and participating responders to learn from the exercise, accept constructive feedback, and identify opportunities to strengthen their disaster response capabilities.
During the activity, Mayor George F. Falgui personally expressed his apology to the participating teams and responders for not having achieved a perfect ex*****on of the drill. However, he emphasized that the experience should not be viewed as a setback but rather as a valuable learning opportunity for the municipality.
His message underscored his commitment to further improve Kiamba's disaster preparedness and response capabilities, recognizing that every shortcoming identified during the exercise is an opportunity to learn, improve, and become better prepared.
"𝐇𝐢𝐧𝐝𝐢 𝐦𝐚𝐧 𝐧𝐚𝐠𝐢𝐧𝐠 𝐩𝐞𝐫𝐩𝐞𝐤𝐭𝐨 𝐚𝐧𝐠 𝐚𝐭𝐢𝐧𝐠 𝐧𝐚𝐠𝐢𝐧𝐠 𝐩𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞 𝐬𝐚 𝐝𝐫𝐢𝐥𝐥, 𝐦𝐚𝐡𝐚𝐥𝐚𝐠𝐚 𝐧𝐚 𝐧𝐚𝐤𝐢𝐭𝐚 𝐧𝐚𝐭𝐢𝐧 𝐤𝐮𝐧𝐠 𝐬𝐚𝐚𝐧 𝐭𝐚𝐲𝐨 𝐧𝐚𝐠𝐤𝐮𝐤𝐮𝐥𝐚𝐧𝐠 𝐚𝐭 𝐤𝐮𝐧𝐠 𝐚𝐧𝐨 𝐩𝐚 𝐚𝐧𝐠 𝐤𝐚𝐢𝐥𝐚𝐧𝐠𝐚𝐧 𝐧𝐚𝐭𝐢𝐧𝐠 𝐩𝐚𝐠𝐛𝐮𝐭𝐢𝐡𝐢𝐧. 𝐖𝐞 𝐰𝐢𝐥𝐥 𝐥𝐞𝐚𝐫𝐧 𝐟𝐫𝐨𝐦 𝐭𝐡𝐢𝐬 𝐞𝐱𝐩𝐞𝐫𝐢𝐞𝐧𝐜𝐞 𝐚𝐧𝐝 𝐰𝐨𝐫𝐤 𝐡𝐚𝐫𝐝𝐞𝐫 𝐭𝐨 𝐞𝐧𝐬𝐮𝐫𝐞 𝐭𝐡𝐚𝐭 𝐨𝐮𝐫 𝐦𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥𝐢𝐭𝐲 𝐢𝐬 𝐛𝐞𝐭𝐭𝐞𝐫 𝐩𝐫𝐞𝐩𝐚𝐫𝐞𝐝 𝐭𝐨 𝐫𝐞𝐬𝐩𝐨𝐧𝐝 𝐰𝐡𝐞𝐧 𝐚𝐧 𝐚𝐜𝐭𝐮𝐚𝐥 𝐝𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐬𝐭𝐫𝐢𝐤𝐞𝐬."
The challenge now is to translate the lessons from the exercise into concrete improvements in disaster response protocols, personnel readiness, equipment, communication, and inter-agency coordination.
Because when disaster strikes, preparedness is not measured by how perfectly we perform during a drill, but by how effectively we protect lives when every second matters.
