Cebu City, June 1, 2026 โ In line with the 52nd Anniversary celebration of the Maritime Industry Authority (MARINA), the MARINA Regional Office VII conducted a Gender and Development (GAD) Seminar entitled โSafe Seas, Safe Spaces: Building Gender Sensitivity and Inclusive Workplaceโ held from 1:00 PM to 5:00 PM in a face-to-face session.
The seminar highlighted MARINAโs continuing commitment to promote a safe, inclusive, and respectful environment in the maritime sector, benefiting both MARINA employees and seafarers. It also served as an informative session aimed at strengthening awareness on gender sensitivity and gender mainstreaming in the workplace.
The discussion was delivered by Atty. Alger S. Loyao Jr., who presented key concepts of Gender and Development (GAD) and relevant laws, including the Magna Carta of Women (RA 9710), Anti-Rape Law (RA 8353, RA 11648), Anti-VAWC Act (RA 9262), Safe Spaces Act (RA 11313), and Anti-Sexual Harassment Act (RA 7877, as amended), among other related gender and human rights laws.
Participants composed of MARINA employees and seafarers actively engaged in the session, making it a meaningful learning opportunity that supports both professional development and awareness of rights and responsibilities in the maritime workplace.
The activity forms part of MARINAโs ongoing efforts to strengthen gender and development mainstreaming and reinforce its mandate of promoting a safer, more inclusive, and more empowered maritime industry.

Cebu City, June 1, 2026 โ The Maritime Industry Authority (MARINA) Regional Office VII continues to support the career advancement of seafarers in domestic shipping through the conduct of the Certificate of Marine Profession (CMP) examinations for Deck and Engine personnel.
CMP examination passers attended a Thanksgiving Mass to give thanks for their success, followed by an Oath-Taking Ceremony for CMP Deck and Engine Officers held at the 3rd Floor, Manalo Hall, MARINA Regional Office VII Building, in accordance with the provisions of MARINA Memorandum Circular No. MD-2026-01.
A total of 28 passers took their oath as new CMP Deck and Engine Officers, composed of: (1) Boat Captain 2, (1) Boat Captain 3, (10) Major Patron, (5) Motorman, (6) MDM 1, and (5) MDM 2.
The oath taking marks an important milestone as they are formally recognized as CMP Deck and Engine Officers, allowing them to take on higher responsibilities and advance in their maritime careers in domestic shipping.
The activity was attended by MARINA officials, employees, stakeholders, and the passers, highlighting recognition and support for their achievement and dedication.
MARINA Region VII emphasized that the CMP examination program provides opportunities for career advancement and strengthens the professional growth of Filipino seafarers in the maritime industry.

The Maritime Industry Authority (MARINA) Regional Office VII held its First Monday Flag Ceremony for June on June 1, 2026 at the MARINA Regional Office VII grounds, led by Regional Director Engr. Ronaldo P. Bandalaria.
The activity was followed by a Thanksgiving Mass in solemn celebration of the 52nd Anniversary of MARINA, highlighting 52 years of service, dedication, and commitment to the Philippine maritime industry. The Mass was presided over by Rev. Fr. Mark Geofrey Rosolada of the PACEM Community.
Employees, stakeholders, and seafarers gathered to express gratitude for the agencyโs five decades of continuous service, milestones, and contributions to maritime safety, regulation, and development.
The occasion served as both a commemoration and a reaffirmation of MARINAโs enduring mission to uphold excellence in public service and strengthen the maritime sector for the years ahead.

The Maritime Industry Authority (MARINA) Regional Office VII continues to strengthen its commitment to maritime safety, regulatory compliance, and accessible public service through strategic engagements with local government officials and maritime stakeholders in the Province of Bohol.
As part of its ongoing efforts to enhance maritime governance, MARINA Regional Director Engr. Ronaldo P. Bandalaria and key personnel conducted consultations with local chief executives to discuss matters affecting the maritime sector, particularly the safety and welfare of passengers and vessel operators.
In Panglao, discussions centered on the importance of strict compliance with maritime safety requirements, including the proper provision and maintenance of safety equipment onboard motorbancas. MARINA emphasized that safety equipment must be readily available and functional at all times to ensure the protection of passengers, crew, and vessels during operations.
Meanwhile, collaborative efforts were also undertaken to support the operational requirements of the MARINA Ubay Extension Office, reinforcing the agencyโs commitment to bringing government services closer to maritime stakeholders in Bohol.
Regional Director Bandalaria likewise visited the Philippine Coast Guard (PCG) Baclayon Station to strengthen coordination and collaboration in promoting maritime safety, security, and regulatory compliance within the province.
In a separate engagement, a courtesy visit was conducted with Hon. Dr. Cesar Tomas โYulโ M. Lopez, Municipal Mayor of Loon, Bohol, together with Regional Director Bandalaria, Engr. Noel A. Taliman, PCG Sub-Station Commander Ramil Montalban, and their respective staff. The meeting focused on preparations for a planned Mobile Registration activity tentatively scheduled within June 2026.
An ocular inspection of Sandingan Port in Loon, Bohol was likewise conducted, including discussions with Association President Mr. Aurelio Pantoja regarding the planned Mobile Registration. To further assess the area and the needs of maritime stakeholders, an inspection voyage was conducted from Sandingan Island Port to Cabilao Island together with PCG Sub-Station Commander Ramil Montalban and Mr. Pantoja.
The proposed Mobile Registration aims to provide convenient and accessible maritime registration services to boat owners and maritime stakeholders, reducing travel time and facilitating compliance with regulatory requirements.
MARINA Region VII continues to collaborate with local government units and partner agencies to promote maritime safety and deliver accessible, responsive, and efficient maritime services across Central Visayas.

IN PHOTOS: In preparation for the celebration of the 2026 Day of the Seafarer on 25 June 2026, the Maritime Industry Authority (MARINA) Region VII conducted its first preparatory meeting on 29 May 2026 at the 3F Manalo Hall, MARINA Region VII Building, Doรฑa Modesta Gaisano Street, Sudlon, Lahug, Cebu City.
The meeting was led by Regional Director Engr. Ronaldo P. Bandalaria and was attended by representatives from various maritime and government stakeholders, namely: LTJG Rod Edward Manio of the Philippine Coast Guard, Mr. Prince S. Batiancila of the Cebu Maritime Group, Commander Alvin G. Aton of the Philippine Navy, Ms. Rizza Mae Pancho of DMW Region VII, Mr. Mark John Navara of the Philippine Navy, and Mr. Orley Badilla of Stella Maris.
During the meeting, discussions focused on the proposed program flow, planned activities, logistical arrangements, coordination of participating offices and stakeholders, and other preparatory matters necessary to ensure the successful conduct of the event.
The 2026 Day of the Seafarer celebration carries the theme: โCarrying world trade. Carrying the risks.โ The annual observance recognizes the invaluable contribution of Filipino seafarers to the global maritime industry and international trade, as well as the challenges and risks they continuously face in the performance of their duties at sea.
Further meetings and coordination activities are expected to be conducted in the coming weeks as part of the preparations for the 2026 Day of the Seafarer celebration.

Mandaue City, Cebu โ 27 May 2026 โ The Maritime Industry Authority (MARINA) Region VII attended the Blessing and Inauguration of Sea Voyager 1 hosted by Seafaring Ventures Corp. at Ouano Wharf, Mandaue City, Cebu on Wednesday, 27 May 2026.
The ceremonial event gathered maritime stakeholders, industry partners, company officials, guests, and seafarers in celebration of the official commissioning of the vessel, marking another milestone in the continued growth and development of the Philippine maritime industry. The program featured a Holy Mass, Ribbon Cutting Ceremony, Ship Blessing, and the formal presentation of the vesselโs crew members and cadets, followed by a fellowship lunch.
A significant highlight of the occasion was the introduction of the crew and cadets of Sea Voyager 1, underscoring the vital role of Filipino seafarers in maintaining safe, efficient, and globally competitive maritime operations. The activity likewise emphasized the importance of developing future maritime professionals through practical exposure and industry engagement.

Cebu City โ In response to numerous complaints regarding alleged unreasonable increases in passenger fares imposed by domestic shipping operators within its Area of Responsibility (AOR), the Maritime Industry Authority (Maritime Industry Authority) Region VII conducted a dialogue meeting with shipping operators on 26 May 2026 at the Manalo Hall, MARINA Region VII Building, Lahug, Cebu City.
A total of 28 shipping operators attended the meeting, represented by company officials and authorized management representatives.
During the meeting, MARINA acknowledged that passage rates in the domestic shipping industry are deregulated pursuant to Republic Act No. 9295. However, the agency emphasized that it retains the authority to exercise regulatory intervention under extraordinary circumstances affecting public interest and welfare, including the ongoing Middle East crisis and its consequential impact on global fuel prices and shipping operations.
MARINA also reiterated the implementation of Advisory Nos. 2026-10, 2026-15, 2026-17-A, and 2026-23, which prescribe contingency measures to mitigate the impact of the Middle East crisis and impose a maximum Required Rate Adjustment (RRA) that domestic shipping operators are mandated to observe in implementing fare adjustments.
The dialogue served as an open discussion to address concerns on increasing passenger and freight rates, including the effects of recent fuel cost fluctuations, and to ensure that fare adjustments remain reasonable, transparent, and consistent with prevailing economic conditions.
Maritime Industry Authority Region VII expressed appreciation for the cooperation of the participating shipping operators and reaffirmed its commitment to safeguarding the welfare of the riding public through continuous monitoring and stakeholder consultation.
