LGU Panglao and PSA Bohol Hold Coordination Meeting for 2027 CBMS Updating

The Local Government Unit (LGU) of Panglao, in partnership with the Philippine Statistics Authority (PSA) Bohol, conducted a coordination meeting in preparation for the updating of the Community-Based Monitoring System (CBMS) for the year 2027.

The meeting focused on strengthening collaboration between the LGU and PSA to ensure the successful implementation of the CBMS, which serves as a vital tool in gathering accurate and updated household-level data needed for local planning, policy formulation, and development programs.

Established under Republic Act No. 11315, otherwise known as the Community-Based Monitoring System (CBMS) Act, the system provides localized and disaggregated data that help identify the needs of communities and guide government interventions toward poverty reduction and sustainable development.

Hon. Mayor Capt. Edgardo “Boy” Arcay warmly welcomed the newly installed Chief of Police of Panglao, PMAJ John Almarino N Bonior, during a courtesy call held at the Office of the Mayor.

The meeting served as an opportunity for the local chief executive and the new police chief to discuss matters concerning peace and order, public safety, and the continued strengthening of cooperation between the Municipal Government of Panglao and the Panglao Municipal Police Station.

PMAJ Bonior conveyed his gratitude for the warm welcome and pledged to uphold the highest standards of police service, emphasizing the importance of collaboration with the local government and the community in ensuring effective law enforcement and public security.

We look forward to a productive partnership with PMAJ Bonior as they continue to promote peace, order, and public trust throughout the municipality.

Hon. Mayor Capt. Edgardo "Boy" Arcay warmly welcomed the courtesy visit of the new Department of Labor and Employment (DOLE)-Bohol Chief, Mr. Leo Vivencio Lagahid, to formally introduce the various programs and services of DOLE that support Barangay Micro Business Enterprises (BMBEs) and Micro, Small, and Medium Enterprises (MSMEs).

Among the programs discussed were the Adjustment Measures Program (AMP), the BMBE Act of 2002 (RA 9178), and Livelihood Services and Training programs aimed at boosting local employment, productivity, and economic growth in the municipality.

During the meeting, Chief Lagahid and Mayor Capt. Arcay shared a positive exchange of goals, plans, and actions that will benefit both employers and employees while ensuring compliance with labor laws and protection of workers’ rights.

Mayor Arcay expressed his gratitude to DOLE for its continued support to the municipality and assured the LGU’s full cooperation in promoting livelihood opportunities, fair labor practices, and programs that will uplift the lives of Panglaoanons, and say:

“Ang LGU Panglao andam kanunay nga makigtambayayong sa DOLE aron mas mapalambo ang panginabuhian sa atong katawhan ug masiguro nga adunay hustisya ug proteksyon ang matag trabahante,”

LGU Panglao Under the leadership of Hon. Mayor Capt. Edgardo “Boy” Arcay, Hon. Vice Mayor Daisy M. Delambaca, and the dedicated Members of the Sangguniang Bayan proudly announce and invite everyone to witness the upcoming GROUNDBREAKING CEREMONY and CAPSULE LAYING of the New Municipal Hall on May 28, 2026, at 7:00 A.M. in Barangay Tawala, Panglao, Bohol.

This highly anticipated project marks a historic milestone for the municipality and reflects the local government’s commitment to progress, modernization, and improved delivery of public services for all Panglaoanons. The new municipal hall symbolizes a stronger and more progressive future, providing a more accessible, efficient, and people-centered workplace for government services and community engagement.

On behalf of LGU PANGLAO, Hon. Mayor Capt. Edgardo “Boy” Arcay continues to pursue infrastructure and development initiatives aimed at uplifting the welfare of the community and strengthening good governance, accountability, and taking part in this historic occasion as Panglao begins another chapter of growth and transformation.

The National Commission on Indigenous Peoples (NCIP) Regional Legal Team together with the NCIP Provincial Office paid a courtesy visit to the Office of the Mayor and formally met with Edgardo "Boy" Arcay to discuss matters concerning the Indigenous Cultural Community (Badjao) presently observed within the municipality.

During the meeting, Mayor Arcay conveyed his concerns regarding the current situation and appearance of the Badjao community in various public areas of the municipality, particularly their interaction and engagement with residents and tourists. The Mayor emphasized the importance of balancing public welfare, tourism management, and humanitarian assistance, while ensuring that the rights and dignity of Indigenous Peoples are respected and protected.

Mayor Arcay also expressed the municipality’s intention to explore possible programs and lawful interventions that may provide assistance, support, and sustainable opportunities for the Badjao community for their overall welfare and development.

The NCIP Regional Legal representatives acknowledged the concerns raised by the LGU and positively discussed possible legal processes and appropriate interventions anchored under the Indigenous Peoples' Rights Act of 1997 or IPRA Law. The discussion highlighted the importance of proper coordination, due process, and culturally sensitive approaches in addressing concerns involving Indigenous Cultural Communities while ensuring the protection of both the local community and tourists.

The meeting concluded with a shared commitment between the LGU and NCIP to strengthen collaboration and pursue lawful, humane, and sustainable solutions that uphold the rights, welfare, and dignity of all sectors of society.
