The Bureau of Internal Revenue (BIR) has started collecting Quarterly Royalty from large-scale metallic mining contractors and operators under Republic Act No. 12253, otherwise known as the โEnhanced Fiscal Regime for Large-Scale Metallic Mining Act.โ
โMining companies benefit from the use of the countryโs mineral resources. It is only right that the government collects what is due under the law. These royalties help ensure that the gains from mining also support public services and national development,โ Commissioner Charlito Martin R. Mendoza said.
To guide compliance with this new obligation, the BIR issued Revenue Memorandum Circular (RMC) No. 58-2026, prescribing the procedures for the filing and payment of Quarterly Royalty while the dedicated return and corresponding electronic filing and payment facilities are still being finalized. Affected mining contractors and operators are required to file and pay the corresponding Quarterly Royalty within sixty (60) days after the close of each calendar or fiscal quarter. To ensure proper monitoring and compliance, the Circular likewise requires separate filing and payment for each Mineral Agreement, Financial or Technical Assistance Agreement (FTAA), and operating agreement, consistent with the ring-fencing provisions of the law.
The BIR reminds all affected large-scale metallic mining contractors and operators to comply with the prescribed filing and payment procedures and observe the applicable deadlines for the Quarterly Royalty.

The Philippine Chamber of Commerce and Industry welcomes the issuance of Revenue Memorandum Circular No. 47-2026 by the Bureau of Internal Revenue, which prescribes simplified and streamlined guidelines and procedures for the closure and/or cancellation of business registration with the BIR.

The Bureau of Internal Revenue (BIR) posted a gross collection of P422.378 billion in April 2026, exceeding the monthโs goal by P12.776 billion or 3.12%. Based on preliminary data as of May 13, 2026, last monthโs gross revenues likewise grew by P551.11 million or 0.13% compared to the same month last year.
This strong April performance came even with the moved deadline for filing the 2025 Annual Income Tax Returns (AITR), which President Ferdinand R. Marcos, Jr. ordered to give taxpayers more time to file properly and submit the required documents without penalties.
BIR Commissioner Charlito Martin R. Mendoza attributes the strong collection performance to the intensified tax campaign efforts of the National Office, Revenue Regions, Revenue District Offices, and the Large Taxpayer Service in the past months, which helped encourage early and voluntary compliance.
โEven with the extension of the Annual Income Tax Return filing deadline, the BIR sustained solid collection performance in April, reflecting the impact of higher taxpayer confidence, better digital services, and continuing reforms under the BIR DARES reform agenda,โ he said.
For the period January to April 2026, the BIR recorded total gross collections of P1.155 trillion, higher by P9.631 billion, or 0.84%, than the goal for the first four months of the year. Compared to the same period in 2025, total gross collections from January to April 2026 increased by P39.972 billion, posting a 3.58% year-on-year growth.
Commissioner Mendoza said the Bureauโs collection performance for the first four months shows that it remains on track to meet this yearโs revenue goal while continuing to improve taxpayer service, and that the Bureau is optimistic for May collections to be positive as well, with the remaining 2025 annual income tax payments due mid-month.
โWe remind taxpayers who availed of the extension to file their Annual Income Tax Returns and pay the corresponding taxes due by May 15, 2026. They should use the remaining time to complete their requirements properly and avoid the rush on the last day,โ he said.

The Department of Finance (DOF) and the Bureau of Internal Revenue (BIR) launched the Taxpayer Portal (TP Portal) for taxpayers registered under the Large Taxpayers Service (LTS) on May 26, 2026, at the BIR National Office in Quezon City.
The TP Portal is a secure, centralized digital platform that helps taxpayers manage their tax records and transactions in one place. Through the portal, taxpayers may view their registration details, monitor filed tax returns by tax type, track tax payments, access account ledgers, and receive system-generated reminders. The platform is intended to give taxpayers and the Bureau a more consistent and organized view of taxpayer information while helping simplify day-to-day compliance management.
Finance Secretary Frederick D. Go served as the keynote speaker at the launch, which was attended by DOF officials, BIR Deputy Commissioners, Assistant Commissioners, officials and personnel, and representatives from the business sector and LTS taxpayers.
"In the administration of President Ferdinand Marcos Jr., we actually are always pushing to find pain points, to find challenging experiences of Filipinos when dealing with the government, and trying to find solutions to those pain points. What is happening here this morning is a very, very good example of how the Bureau of Internal Revenue, led by Commissioner Mendoza, has been responding to the call of the administration. So, congratulations to the BIR," said Secretary Go.
Secretary Go highlighted that the TP Portal would eliminate the need for taxpayers to navigate complex multiple systems, fragmented records, and repeated follow-ups to complete what should be straightforward obligations.
โInstead of going through separate platforms and scattered records, everything is now in one place. One portal. One account. One complete, reliable view of your tax records. No more unnecessary steps,โ he said.
โTo my BIR family, this milestone reflects your hard work and a shift in mindset. We are moving towards a government that is faster, more responsive, and more transparent. This portal is not the end goal. It is a major step towards better systems. Every improvement we make in tax administration strengthens our entire nation,โ he closed.
BIR Commissioner Charlito Martin R. Mendoza also addressed over 300 LTS taxpayers, recalling that six months ago, the Bureau committed to pursuing reforms to create lasting improvements in taxpayer service, integrity, and professionalism.
โOver the past several months, we have been delivering on that commitment. We accelerated the rollout of digital initiatives designed to improve taxpayer experience, strengthen efficiency, and promote voluntary compliance,โ Commissioner Mendoza said.
He cited the TP Portal as the latest in a series of digital initiatives rolled out by the Bureau in the first 5 months of 2026, following the Interactive Digital Tax Calendar, LOA Verifier, QR Code Verification System for Certificates of Registration, Digital TIN via the eGovPH App, BIR Form 1701-MS for micro and small taxpayers, and the QR-enabled Registration Seal Badge for online businesses.
Commissioner Mendoza explained that the TP Portal pilot implementation initially covers taxpayers under the Large Taxpayers Service to allow the Bureau to work closely with taxpayers operating at the highest levels of business and compliance complexity as the system continues to be strengthened and refined.
โTo our taxpayers under the Large Taxpayers Service, your role in the countryโs economy goes beyond collections,โ Commissioner Mendoza said. โYour discipline, consistency, and professionalism in tax compliance help reinforce confidence in the Philippines as a stable, credible, and investment-ready business environment.โ
The launch program included a Taxpayer Portal overview video, live account creation, taxpayer testimonials, and messages from BIR officials.
Commissioner Mendoza emphasized that the TP Portal forms part of the Bureauโs broader modernization efforts under BIR DARES.
โBIR DARES is about having the courage to move reforms forward in 2026 with an improve-as-we-go mindset instead of waiting for systems to become perfect before implementation. That is how we intend to move forward with the TP Portal,โ Commissioner Mendoza said.
