Ohio Department of Youth Services The Ohio Department of Youth Services is the juvenile corrections system for the state of Ohio. DYS touches the lives of thousands of youth in Ohio.

DYS is statutorily mandated to confine felony offenders, ages 10 to 21, who have been adjudicated and committed by one of Ohio's 88 county juvenile courts. Beyond youth in DYS facilities and those on parole, DYS funds and supports 664 community programs throughout the state offering more than 88,000 youth (based on annual program admissions) opportunities and services to encourage positive change. These range from prevention and diversion programs to residential treatment and community treatment in areas such as mental health, s*x offending and substance abuse. This Disability History and Awareness Month, we celebrate figures like Cheryl Marie Wade, whose creative and unapologetic approach to advocacy challenged narrow perceptions of disabilities.

Her legacy, alongside the fight for disability protections, reminds us that diagnosis and disability shall not hinder potential or possibility. Through a holistic approach to youth development and engagement, our agency is committed to providing dignified care and resources that honor individuality and meet youth where they are.

After 28 years of service, we recently celebrated the retirement of Scott Spohn, a Psychology Assistant at Cuyahoga Hills.

After nearly three decades of dedication, we are extremely grateful for Scott’s genuine commitment to our agency and youth. His integrity, compassion, and quiet leadership have left a lasting impact on countless people.

Thank you, Scott. We wish you a happy and fulfilling retirement! 🎉

At DYS, we work with partners across local and state networks to connect youth with individualized services and support that promote long-term stability. In conjunction with Disability History and Awareness Month, we want to highlight the partnerships that power progress and the collaborative work that recently helped one young man access the care, community, and opportunity he needs to thrive.

After his initial move from Circleville to The Village Network—a residential treatment and behavioral health provider—partners helped execute several key steps to arrange services needed to meet his needs beyond release:

📌Collaborated to identify which county would oversee and manage his service delivery.
📌 Performed assessments required to determine eligibility for full Medicaid coverage and assistive services PRIOR to his reentry.
📌 Explored residential placement and coordinated long-term comprehensive care and structure.

After his tour of Sevita Health’s REMOhio residence, he eagerly returned a few weeks later to explore its day programming and share a meal with staff and future housemates. Shortly after, he had settled into his new home, conveniently located near his grandparents who are among his most dedicated advocates throughout his journey.

Special recognition goes to the remarkable number of partners whose shared commitment to accessible pathways to success made this milestone possible, including:

Aetna, Ohio Department of Developmental Disabilities, Opportunities for Ohioans with Disabilities, Holmes County Board of Developmental Disabilities, Molina Healthcare, Ohio Department of Behavioral Health, Ohio Department of Insurance, Pickaway County Developmental Disabilities, REM Ohio Fostoria, Sevita Host Home, and The Village Network

Domestic Violence Awareness Month is the perfect opportunity to highlight the coordinated efforts of DYS's Office of Victim Services (OVS) toward restorative habilitation practices and ensuring survivor voices play a part in the decision-making process.

In addition to serving as a steady support for survivors by helping them understand their rights, restitution, and access to services across Ohio, OVS works with youth through the Victim Empathy Awareness Program. The program helps youth understand the effect of their actions beyond themselves, build remorse, and inspire apology letters that reflect their commitment to positive change.

Huge shoutout to our OVS administrators Dr. Tiffany Sharp and Megan Rivers for their dedication to advancing victim advocacy and youth accountability!

🌟 STAFF SUCCESS STORY 🌟

Our staff plays an essential role in our youth’s lives, Sheila, a training developer at the Training Academy, played a key role in the TA’s 100% compliance during ACA reaccreditation and represented the TA admirably at the American Correctional Association conference.

Thank you, Sheila for representing DYS and making us proud. You are making a difference!

A recent baptism service at Cuyahoga Hills marked a meaningful step in the spiritual journeys of 15 young men.

True to the agency's holistic approach to youth development, the ceremony gave youth an opportunity to deepen their faith, walk with purpose, and ground themselves in their commitment to positive transformation.

Thank you to everyone who made this milestone possible, especially Chaplains Eddie Sands and Kimberly Dove and Pastor Erin Bell. Most of all, the agency expresses immense gratitude to the families who were there to embrace their children. Your guidance continues to shape the lives of our youth in profound ways.

At DYS, providing education often means creating pathways that account for the diverse strengths and needs of the youth we serve. The legacies of disability rights advocates like Ed Roberts remind us that the right to fair and free education is non-negotiable. 📚

Learning looks different for everyone. For many young people, their greatest potential emerges when support extends beyond a traditional learning environment. Beyond classroom instruction, our agency collaborates closely with various partners, such as Disability Rights Ohio, Opportunities for Ohioans with Disabilities, the Ohio Department of Commerce, and the Emerge Recovery & Trade Initiative that connect young people with vocational or assistive resources that make education, employment, and independence accessible and aligned with their strengths. 🧩🤝

At DYS, we recognize that healing rarely happens in a straight line. While youth are in a facility or under parole supervision, the Office of Victim Services (OVS) remains a steady source of support as victims navigate uncertainty and seek answers beyond the courtroom.

OVS translates this year’s national campaign, “Survivors deserve action” year-round through various services, including case updates, crisis support, referrals to recovery resources, and opportunities to share concerns with the Release Authority Board.

Through continued collaboration with victims, OVS ensures that support remains accessible as they work through the effects of trauma and toward healing.

🥳 Following three decades with DYS, the agency celebrated the retirement of Juvenile Parole Services Supervisor Ella Banks-Fuggs. Whether she was recognizing a coworker's accomplishment, sharing a laugh, or offering a piece of Double Bubble from her stash, Ella brought energy, heart, ❤️ and positivity to every aspect of her work. Her gift for making connections elevated the work of her parole colleagues and improved experiences for young people navigating reentry.

Thank you, Ella, for the joy you shared and countless spirits you lifted. Best wishes for this next chapter! 📖
