The ELP building on Spring has been sitting vacant for a period of time now. The city is considering a purchase to relocate City Hall and the Police Department. The ELP building has been extensively remodeled, has a great history, provides better main street visibility and would allow two city departments to be updated and expanded. Minor work would be needed to make the space functional for both city departments.

The city would retain both locations vacated by these departments. The City Library could be expanded into City Hall space, which could include a larger gathering area for library hour and potential book club meetings. Plans are already being made to refresh the flooring and more in the Community Building, following the kitchen update that was completed a couple of years ago. The Friendship Meals could then utilize the front offices, clearing the main room and kitchen area for more rentals. That is a nice space that is underutilized by city residents for family and social gatherings.

The purchase would be with bonds over a period of time (10, 15 or 20 years). As many know, there is not much available main street real estate. Nor could the city build a comparable space for that price. Our accountants have indicated the city's finances are healthy enough for a property acquisition such as this.

Once Parallel St is complete there will be additional street repaving around town! Last spring the city was awarded a KDOT grant that will repave 14 blocks of streets. These blocks & intersections were identified by our street engineer as needing serious attention. A contractor was selected last month. The exciting part is that the grant will cover 70% of the work, and the city only pays 30%. And it won't stop there. We know there is more work to be done. Mayor, Council, and our Engineer will evaluate to determine the next step.

Woo Hoo!
We have just a few reminders as we near the end of PHASE 1 of the street improvements. Parallel St and E Spring Ave were rebuilt with 8-inch concrete, in hopes that it will last and endure the heavy truck traffic like the east side of Parallel St. The west section of Parallel St is costing the city $2.2 million. This is paid by bonds, which in turn are repaid by the 1% sales tax that was voted in to fund the street improvements. Phase 1 included Parallel St, E Spring Ave, and the streets around the football field. Next post: Phase 2
