At the 2026 ABM, the Commission adopted two rule amendments related to substantially comparable graduation requirements. Both amendments are available on mic3.net.

Rule SEC. 1.101 (Definitions) adds a definition for Substantially Comparable Graduation Requirements, establishing the foundation for the related amendment to Rule SEC. 4.103.

Rule SEC. 4.103 (Transfers During Senior Year) adds a new subsection addressing substantially comparable requirements and course waivers.
Link:https://mic3.net/wp-content/uploads/2026/07/Revised-Amendment-SEC-4.103.pdf

These amendments provide additional guidance for local education agencies, particularly in states with multiple diploma pathways. They are intended to support transferring military-connected students while maintaining local academic standards and encouraging collaboration between sending and receiving school systems. New Rules Books will be available both online and to order from mic3.net soon.
