Naval Reserve Officers’ Training Corps On behalf of Rear Adm. Matthew Pottenburgh, welcome to the official page for NROTC.

Forging future Navy and Marine Corps officers in the Foundry who strengthen the Fleet and stand ready to fight. The purpose of the Naval Reserve Officers Training Corps is to educate and train qualified students for service as commissioned officers in the Navy unrestricted line, the Navy Nurse Corps, and the Marine Corps. As the largest single source of Navy and Marine Corps officers, NROTC is part of the Foundry that prepares future leaders with the knowledge, discipline, and character to strengthen the Fleet and to fight on behalf of the Nation. Selected applicants are awarded scholarships through a highly competitive national process and receive full tuition, educational fees, books, a stipend, and other benefits at leading colleges and universities. Students make their own arrangements for enrollment and housing and follow the academic course load required for their degree, along with specific professional training requirements. Upon graduation, scholarship students are commissioned as officers in the Navy or Marine Corps, prepared to lead in an increasingly technical and globally connected maritime force.

The Naval Reserve Officers’ Training Corps is celebrating a century of educating naval officers. The program enrolled its first cadets in the fall of 1926 in just six units at Yale University, Harvard University, Georgia Tech, Northwestern University, Washington University in St. Louis, and the UC Berkeley.

Despite this modest foundation, however, the program rapidly expanded. In 1951, 52 colleges and universities had NROTC units that graduated 1,949 new officers for the U.S. Navy. The US Navy and NHHC continue to partner with educational institutions today to develop future naval leaders and increase the Navy’s fighting advantage.

This year marks the 100th anniversary of the Naval Reserve Officers’ Training Corps. The program began in 1926 with units at Yale University, Harvard University, Georgia Tech, Northwestern University, Washington University in St. Louis, and the UC Berkeley. Graduates of the program played a critical role in the Navy's expansion during World War II. Following reforms recommended by Admiral James L. Holloway Jr., NROTC began offering scholarships to students through competitive examination for the first time in 1947. By 1951, the program had expanded to 52 colleges and universities and graduated 1,949 new officers for the U.S. Navy

Captain Chester W. Nimitz stood up the NROTC unit at Berkeley in 1926. Two years later he wrote that "from the government’s standpoint, it costs approximately $700 per graduate and, while the cost may be approximated, the value to the government of each graduate is more intangible. In addition to this value as a naval reserve officer is his increased value as a citizen." One of Nimitz's first students was a Finnish immigrant named Onnie P. Lattu. Lattu seved in the Navy through World War II and eventually retired in 1965 with the rank of rear admiral after duty as the Assistant Chief of the Bureau of Supplies and Accounts for Transportation and Facilities.
