In the fast-growing Houston-Galveston region, the congestion management process (CMP) helps manage and improve the transportation system for everyone who travels in the area.

Created by the Houston-Galveston Area Council as part of regional transportation planning, the CMP is an ongoing process, not a one-time plan. It sets goals, tracks traffic and travel conditions, finds and funds solutions, and reviews results across Transportation Management Areas and nearby communities.
