Jasper County Sheriff's Report
10/27/2026
The Jasper County Sheriff's Office would like to remind everyone that there is still a burn ban in effect. This decision comes in response to increasingly dry conditions that pose a significant public safety risk. We urge all residents to refrain from any outdoor burning during this ban. Strict enforcement will be in effect, and violators could face fines up to $500.
The Jasper County Sheriff's Office continues to receive multiple reports daily from citizens who are being targeted by phone scams involving individuals impersonating law enforcement officers. Unfortunately, one individual reported losing $15,000 to one of these scams last week. We cannot stress this enough... REAL LAW ENFORCEMENT OFFICERS WILL NOT CALL YOU DEMANDING MONEY. We will never threaten to arrest you over the phone or instruct you to pay money to clear a warrant, missed jury duty, or any other alleged violation. If you receive a call from someone claiming to be with this sheriff's office or another law enforcement agency demanding payment, HANG UP. Do not send money, provide financial information, or follow their instructions. If you are unsure whether a call is legitimate, contact our office directly at (409) 384-5417. Scammers utilize fear and urgency against victims. Do not let them pressure or intimidate you into making a quick decision. Please help us spread the word, especially to elderly family members and neighbors who may be targeted. A few minutes of warning could save someone thousands of dollars.
The Jasper County Sheriff's Office is proud to announce the promotion of our Jailer, Ashlynn Winfield, to Jail Sergeant! Sergeant Winfield has always been extremely professional and pleasant. You very rarely see her without a smile, and she works hard to keep our inmates accountable, treating everyone the way she would like to be treated. She gives a day's work for a day's pay, and consistently gives her best to this agency. We are confident she will bring those same qualities to her new role and continue to do a great job. Congratulations, Sergeant Winfield!
On occasion, I will receive calls (mostly from mom’s and grandmother’s) regarding the meals that we feed inmates in our custody. I want to assure each mother and grandmother that their babies get fed really good here. We feed them three times in a 24 hour period and no more than 14 hours will ever pass in between a meal. (This does not include any commissary meals that they purchase.) If an inmate is on a restricted diet or sometime type of medical diet, we strictly adhere to it. Our menu is approved and reviewed annually by the Jail Commission to ensure that basic nutritional requirements are met. We go above and beyond what the law requires. We take this responsibility very seriously. Obviously, we have a budget that we have to follow. Our meal expense (and all other expenses) is placed on the shoulders of the hard working taxpayers of Jasper County. After a conversation with a parent, I was at our jail early Wednesday morning and had an opportunity to eat breakfast with some of our inmates. The eggs and everything else was as good as my grandma used to make them. (I must admit, I’ve asked our staff to strengthen the powdered milk). With that being said, I treated them on my own dime with whole milk that morning. To all mom's and grandmother's- I promise you your little darling gets fed pretty good here!
I had a great time Saturday night attending the Houston Police Foundation’s Gala in River Oaks with a great group of friends from Southeast Texas. I was able to spend some time with Houston Police Chief Noe Diaz. Chief Diaz and I served together at TxDPS for many years. HPD had a lot of their equipment on display and I was able to meet a lot of their men and women in uniform. It was also good seeing Montgomery County Sheriff Wesley Doolittle. I want to thank John Rush for his hospitality. Even though I got home way past my bedtime, it was a great evening.
On October 22, 2026, Sergeant Nick was deployed to the Jasper County Courthouse to serve warrants on April Gallop, 45, of San Augustine. Gallop was arrested on two probation violation warrants. The original charges include Manufacturing/Delivery of a Controlled Substance, Penalty Group 1, in an amount of 4 to 200 grams, a First-Degree Felony, and Tampering With or Fabricating Physical Evidence With Intent to Destroy, a Third-Degree Felony.
On October 26, 2026, at approximately 2:01 p.m., Sergeant Gray and Investigator Harrell were deployed to the 13000 block of CR 317 in reference to an assault. Probable cause was established, and the victim elected to pursue criminal charges against Madelyn Omega Wagner, 17, of Kirbyville. Due to the victim being over the age of 65, Wagner was arrested for Injury to an Elderly Individual with Intent to Cause Bodily Injury, a Third-Degree Felony. She was transported to the Jasper County Jail without incident. Under Texas law, individuals who are 17 years of age or older can be charged as adults. At 17, you are old enough to know that your actions have consequences, and you can be held accountable for them just like any other adult.
Everyone listed in this report is innocent unless proven guilty in a court of law.
Thank you all for supporting our employees of JCSO. Our men and women are working hard and doing their best serving the citizens of Jasper County. Currently, we have 137 inmates in our custody. It is a privilege representing the people of Jasper County. If you need us, call us.
Respectfully,
Chuck Havard
Jasper County Sheriff
