Passage of EMS Staffing Extension

HB 453 has passed the General Assembly and is headed to the Governor for signature. The bill includes the provisions of HB 996 extending the EMT-plus-EMSVO staffing exception through April 29, 2032, preserving a critical staffing option for Pennsylvania EMS agencies.

This achievement reflects several months of work by AAP’s regional directors, officers, and director, who volunteered their time and traveled repeatedly to Harrisburg and elsewhere to meet with legislators and advocate for our members. Our members also stepped up, reaching out to their local legislators and explaining how this issue affects their agencies and communities. Their voices helped make this happen.

Together, we delivered a clear message: this is not just a rural issue. EMS agencies throughout Pennsylvania depend on this staffing flexibility. Losing it would reduce ambulance availability, delay hospital discharges, and hinder patient access to care.

AAP also supports the bill’s provisions recognizing telecommunicators and appreciates the work of those who championed those measures.
