A strong storm-recovery funding request connects the cost of repairs to the consequences for residents. Rojas Public Affairs helped secure $885,000 for Hesperia Recreation and Park District and $2.7 million for Phelan Piñon Hills Community Services District to address storm damage.

For agencies pursuing recovery funding, document how the damage affects public services, establish the repair scope and support the request with credible cost estimates. Align operations, finance and leadership around those details before legislative outreach.

That gives decision-makers a clear understanding of the need, the investment required and what it will accomplish for the community.

$8.085 million in state funding is helping seven California public agencies strengthen emergency response, improve firefighter training and repair storm-damaged infrastructure.

Rojas Public Affairs helped secure funding for:

▪️ Bonita-Sunnyside: $1M toward a new fire engine.
▪️ Noble Creek Regional Park: $2M for emergency operations upgrades.
▪️ Bishop: $500K for public-safety electrical infrastructure.
▪️ Chino Valley and Williams: $1M for firefighter training facilities.
▪️ Hesperia and Phelan Piñon Hills: $3.5M for storm-damage repairs.

We’re proud to have helped our clients advance these priorities. Thank you to the legislators, legislative staff and local partners whose work helped secure these investments for the communities they serve.

Preparing a congressional funding request starts with a defined project, a credible cost estimate and a clear explanation of who benefits.

Assemble that information early, then check the next cycle’s House Community Project Funding and Senate Congressionally Directed Spending guidance for eligible applicants, accounts and expenses. Monitor the relevant congressional offices because their application deadlines can precede committee deadlines.

Track each stage accurately: an office’s submission or a project’s inclusion in a proposed bill does not mean funding has been enacted.

Proposition 4 funding is administered through multiple programs, each with requirements that determine which applicants, projects and expenses qualify.

Before pursuing an opportunity, check the administering agency’s current guidelines, application deadline and any matching requirements. Then assess whether your scope, cost estimate, supporting documents and implementation schedule meet that program’s expectations.

At Rojas Public Affairs, our recommendation is to identify those gaps early and build a preparation plan around the specific opportunity.

A project’s funding strategy should begin with eligibility, eligible expenses and the process used to select recipients.

State agency grants follow program-specific requirements, while state budget appropriations depend on legislative and budget decisions. House Community Project Funding and Senate Congressionally Directed Spending involve requests through congressional offices, with their own eligible accounts and submission rules.

Before investing time in a request, identify the appropriate pathway, who makes the decision and what evidence they need to consider your project.

As election outcomes become clear, review which incoming and continuing officials will influence your organization’s projects, funding requests and policy priorities.

Prepare concise introductory briefings that explain the community need, progress to date and decisions still ahead. Verify outcomes through official election sources before treating races as final; California’s county certification deadline is Dec. 3.

Use the transition to refresh relationships with elected officials and staff, and give them the information needed to understand your organization’s priorities.

🏛️ Meeting California’s transparency requirements is one thing. Making public participation clear and accessible is another.

As local agencies implement SB 707’s updated Brown Act requirements, communications teams should look beyond compliance and evaluate the public experience: Can residents easily find the information they need, understand what is being decided and know how to participate?

Making information available is only the first step; effective transparency also requires presenting it in ways the public can readily access and understand.

For local agencies, compliance, accessibility and clear communication should work together as part of a broader strategy for strengthening public trust.

🇺🇸 Twenty-five years after September 11, 2001, we remember the nearly 3,000 lives lost and the families who continue to live with that loss. We also honor the firefighters, law enforcement officers, emergency personnel and civilians who responded that day, many of whom placed themselves in danger to help others.

The impact of September 11 continues to be felt in families, communities and public service institutions across the country. Today, we remember that every name etched into this memorial represents a life, a family and a loss that still carries forward.

🏠 For local governments, new federal housing resources are only as valuable as an agency’s ability to put them to work. The 21st Century ROAD to Housing Act expands the federal housing toolkit through regional planning grants, housing innovation funding, whole-home repair support and permanent CDBG-Disaster Recovery authorization.

As implementation moves forward, local leaders should be identifying which programs align with existing priorities, evaluating which projects are positioned to compete and assigning responsibility for tracking forthcoming guidance and opportunities.

The strongest funding strategies begin before an application opens—with a clearly defined need, the right partners at the table and a compelling case for community impact.

🔥 Preparing for community growth requires public agencies to look beyond today’s service demands and anticipate what residents will need years from now.

Chino Valley Fire District is doing exactly that through a five-year Strategic Plan, an updated Standards of Cover assessment and a Master Plan examining how facilities, resources and operations should evolve as the communities it serves continue to grow.

There is an important governance principle behind that work: long-range planning is strongest when operational decisions, financial realities and community expectations are considered together.

Communicating that connection also helps residents understand why investments made today may be necessary to maintain service levels tomorrow.
