Norma Lopez is Rio Grande City’s Citizen of the Month for November 2026.
Military Veteran, Community Advocate, and Animal Welfare Advocate
Norma Lopez is a lifelong resident of the City of Rio Grande City, Texas, who has dedicated much of her life to serving others, both in uniform and within her community.
A proud United States military veteran, Norma served her country for many years, including during wartime in Iraq and at Brooke Army Medical Center, where she worked with severely wounded warriors who had sacrificed so much in service to their nation. These experiences strengthened her understanding of sacrifice, resilience, compassion, and the responsibility to help those who cannot always help themselves.
Following her departure from military service, Norma came to recognize a different kind of battle unfolding in the very streets of her hometown—a silent struggle involving countless abandoned, abused, neglected, and defenseless animals whose suffering too often went unnoticed and whose voices could not be heard.
Having spent years serving and protecting her country, Norma realized that her mission of service was far from over. This time, she would stand up for those who could not speak for themselves. What began as a desire to make a difference grew into a lasting commitment to animal rescue, advocacy, and compassion.
Through countless hours of rescue work, fostering, medical care, rehabilitation, and finding loving forever homes, Norma has helped save the lives of hundreds of dogs and cats that might otherwise have been forgotten.
Her dedication extends beyond rescuing animals. She has consistently advocated for responsible pet ownership, spaying and neutering, adoption, and greater public awareness of animal neglect and overpopulation.
Norma is especially grateful for the positive changes she has witnessed under the current Rio Grande City administration, led by Mayor Gilbert Falcon and City Manager Gilbert Milan. She recognizes the city’s efforts to improve shelter care, facilitate adoptions and transfers to reputable rescue organizations across the country, provide hundreds of spay and neuter vouchers to residents, and use its public voice to promote responsible pet ownership and greater compassion toward animals.
For Norma, these efforts represent meaningful progress toward a more compassionate community. After years of witnessing the struggles of unwanted animals, she is encouraged by a level of municipal involvement and commitment to animal welfare that she had not experienced under previous administrations.
Although there is still much work to be done, she hopes these improvements will continue and inspire future administrations to make animal welfare a lasting priority.
Her commitment to education and advocacy also inspired her to create the Paws of Kindness Coloring Book Collection, a series of children’s coloring and activity books designed to teach younger generations the importance of kindness, compassion, and respect for animals.
Norma believes that lasting change begins with education and that teaching children to care for animals today will help create a more compassionate community tomorrow.
She remains deeply grateful to the volunteers, animal control officers, shelter employees, veterinarians, foster families, rescuers, and community members who have supported these efforts.
Norma is especially grateful for the positive changes she has witnessed under the current Rio Grande City administration, led by Mayor Gilbert Falcon, City Manager Gilbert Milan, and Animal Shelter Director Mr. Eli González and his amazing team. She recognizes the city’s efforts to improve shelter care, facilitate adoptions and transfers to reputable rescue organizations across the country, provide hundreds of spay and neuter vouchers to residents, and use its public voice to promote responsible pet ownership and greater compassion toward animals.
Her uniform may have changed, but her commitment to service never did.
