Request for Proposal for Agricultural Lease - Smith Farm

Franklin County, Virginia invites sealed proposals from qualified individuals, farmers, agricultural businesses, or organizations interested in leasing County-owned agricultural property at Smith Farm.

The property consists of six tracts totaling approximately 79.3 acres located off Lovely Valley Road in Franklin County, Virginia.

The County seeks a responsible agricultural operator who will maintain and manage the property in a manner that supports productive agricultural use while protecting the natural resources, conservation investments, and long-term public purposes of Smith Farm.

Portions of Smith Farm are subject to conservation restrictions associated with an existing Nutrient Bank and a pending Mitigation Bank. These areas, collectively referred to in this RFP as the “Conserved Areas,” are protected and are not included as areas available for agricultural disturbance or use except as specifically permitted by the applicable conservation documents.

Agricultural operations conducted under the lease must be compatible with the Conserved Areas and shall not interfere with the operation, monitoring, maintenance, restoration, or regulatory requirements of the Nutrient Bank, Mitigation Bank, or other conservation easements affecting Smith Farm.

Closing Date: 11/5/2026 at 4:00 PM EST

The complete Request for Proposal can be viewed in the attached images. All questions can be directed to Corey White, Franklin County Finance Department, 1255 Franklin Street, Rocky Mount, VA 24151.
