On September 7, 2026, Universal City Police Department officers responded to a residence in the 13000 block of Thessaly regarding a report of Indecency with a Child by Sexual Contact involving an infant.

During the investigation, officers learned that the suspect, Jesse Daniel Skaggs, 32, had allegedly disclosed to the child’s mother that he engaged in inappropriate sexual contact with the child when the child was approximately six months old. Officers subsequently located and detained Skaggs after he indicated that he wanted to turn himself in.

During a custodial interview with investigators, Skaggs allegedly made additional statements regarding the incident. Investigators also reviewed a recorded telephone conversation that was consistent with information obtained during the investigation.

Based on the investigation, probable cause was established, and an arrest warrant was sought for Indecency with a Child by Sexual Contact, a violation of Texas Penal Code § 21.11(a)(1).

The investigation remains ongoing. All individuals accused of a criminal offense are presumed innocent unless and until proven guilty in a court of law.
