Township of Esquimalt Moving inland, the landscape is characterized by rocky outcrops and hills in the west and central areas, and relatively level lands to the south and north.

Located in the heart of the Capital Region on Vancouver Island and surrounded by a stunning marine environment, Esquimalt embodies the live, work, play lifestyle. For the First Nations people who have resided here for centuries, Esquimalt means “place of gradually shoaling waters.” The community is defined by the water and shores that surround it. Geographically, the Township is comprised of a peninsula bounded on the south by the Juan de Fuca Strait, on the west by Esquimalt Harbour, and on the north by a long finger-like inlet of tidal water called the Gorge. The ocean shoreline is characterized by rocky headlands, coves and bays, and several beaches with public access. Historically, it was the quality of Esquimalt’s natural harbour which led to the community being selected as the site for the headquarters of the Royal Navy’s Pacific Squadron in 1865. Today, this same site serves as home to the Canadian Forces Base Esquimalt. The naval base is now the largest employer in Esquimalt, and the original town site has disappeared inside the boundaries of the Base. Today, the compact community is the embodiment of the “live, work, play” west coast lifestyle.

With Halloween approaching, the Victoria Police Department (VicPD) Esquimalt Division, the Township of Esquimalt and Esquimalt Fire Rescue Services reminds residents that fireworks are prohibited year-round in Esquimalt. VicPD Esquimalt Division officers will be increasing patrols in local parks and public spaces over Halloween, focusing on fireworks offences and open alcohol consumption.

“Officers will be actively enforcing these rules over Halloween. Fireworks are prohibited in Victoria & Esquimalt, and open alcohol is not allowed in our parks. We want people to understand that these restrictions are in place for the safety of the community, and we will take enforcement action when called for,” said Inspector Conor King, VicPD.

While Halloween is a time for costumes, community celebrations and spooky fun, fireworks can put people, pets and property at risk. Sudden, loud explosions can also cause distress to animals and people who may be sensitive to loud sounds.

“Fireworks can cause serious injuries, start fires, and damage homes and other property. In an instant, a fire can start or someone can be hurt,” said Matt Furlot, Fire Chief, Esquimalt Fire Rescue Services.

“Fireworks can be frightening for pets and disruptive for people throughout our community. We encourage residents to celebrate in ways that are considerate of their neighbours and help keep Esquimalt a safe place for everyone this Halloween,” said Wayne Giesbrecht, Bylaw Management Officer, Township of Esquimalt.

Anyone found unlawfully possessing or discharging fireworks may face a $200 fine under provincial laws. Open alcohol is also prohibited in Esquimalt parks. Under the Liquor Control and Licensing Act, individuals may be issued fines of:

$230 for consuming liquor or possessing liquor in an open container in a public place (Section 73(1)).

$115 for being intoxicated in a public place (Section 74(1)).

Help make this Halloween a safe and enjoyable celebration by leaving fireworks out of your plans, respecting public spaces and being considerate of our neighbours.

Help Keep Halloween Safe for Everyone

VicPD and the Township of Esquimalt encourage residents to enjoy Halloween responsibly:

Leave fireworks at home, fireworks are always prohibited in Esquimalt.

Keep alcohol out of public parks and other prohibited public spaces.

Be considerate of neighbours, children, pets and people who may be distressed by loud noises.

Report fireworks use or other safety concerns to police.

Halloween can be fun without putting people, pets, or property at risk. By following the rules and looking out for one another, everyone can help make the season safer for the Esquimalt community.

Stay safe during storms, floods, and outages

During severe weather, the safest choice is often the simplest one.

Remember to:
✔️Stay well back from downed or low-hanging power lines and call 911 to report them
✔️Never walk or drive through flood water
✔️Use flashlights instead of candles where possible
✔️Never use generators, barbecues, or fuel-powered heaters indoors

If conditions are poor, delay non-essential travel and stay somewhere safe until conditions improve.

Preparedness also means knowing when not to take unnecessary risks.

Get ready for power outages.

Storms can cause power outages that last several hours or longer. A few basic supplies can make staying home much easier.

Consider having:
✔️Flashlights, batteries, and a phone power bank
✔️Ready-to-eat food and extra water
✔️Warm clothing and blankets
✔️A battery-powered or crank radio

If you rely on powered medical equipment, speak with your health-care provider about backup options, and aim to have enough supplies on hand for at least three days, and longer if you can.

Preparing ahead helps your household stay safer, more comfortable, and more resilient during an outage.
