Over my time as Regional Councillor, I’ve brought forward 16 motions to build a fairer, safer, more livable Waterloo Region. Here’s what that work looks like:
🏘️Housing, Growth & Water • Called on the Province to reconsider Bill 23 to protect our groundwater and planning • Asked for an information report on data centres to protect our water and ratepayers • Modernized the Planning and Works committee to reflect our climate and housing priorities
🚌Transit • Brought back the GRT Route 91 & 92 Late Night Loops for safe, reliable night transit • Expanded free child fares from 4 & under to 6 & under
🚸Childcare & Families • Called on the Province for more CWELCC funding to tackle the 14,000-child waitlist
❤️Community Wellbeing • Increased Food Bank funding to $1.5M, tied to the cost of living • Added $150K in annual funding for youth wellbeing initiatives • Advocated for Waterloo Region to be a federal wastewater monitoring site
🛟Safety & Democracy • Moved to study banning right turns on red at high-collision intersections • Adopted the Elect Respect pledge to protect respectful local democracy • Endorsed Bill 5 to hold elected officials accountable for harassment
🟰Equity & Inclusion • Established a $1M annual Community Capacity Building Fund for priority communities • Moved to embed Reconciliation, Equity, Diversity & Inclusion across Regional operations • Asked the federal government to ban the noose as a hate symbol in Bill C-9
🙋Newcomers • Secured $50K in funding for the Immigration Partnership Waterloo Region
That’s what experience and follow-through look like. I’ve shown up, I’ve listened, and I’ve delivered.
On October 26th, vote for a Region that works for you! Vote Colleen James.

Since I decided in May that I was going to run for re-election, the work began almost immediately. From flyers to canvassing neighborhoods. From meet and greets to social media posts and everything in between, I have been so fortunate to be backed by an amazing group of people who are as dedicated to this community as I am. Today I want to give a special shout out to all the local businesses who have supported me. Thank you so much for helping bring our community together! Tomorrow is a big day and I want to remind everyone to please get out and vote!

Colleen James brings something rare to Regional Council: a career built across every level of the system she now helps run.
She’s worked at the City of Waterloo and the Region of Waterloo. In the private sector at Manulife Financial, and as a business owner of Divonify. In research and policy at the Centre for International Governance Innovation and at Queen’s Park. In education at Conestoga College, and in the innovation and nonprofit sectors with Communitech and Capacity Canada.
Add to that an Honours BA and a Master of Education from the University of Toronto — and a decade of volunteer board service across this community.
Colleen’s approach has always been the same: informed decisions, grounded in evidence and lived experience. Not who you know. What actually works.
Re-elect Colleen James on October 26 for Regional Councillor for Kitchener.
