With reverence in the Supreme Power, respecting our diverse cultures and traditions, believing in the Supreme dignity of man, in honour of our people throughout our generations of struggles for freedom from any foreign occupation and exploitation, in common allegiance to the Patriotism of all Namibians, irrespective of their political past, religious beliefs, race, ethnic origin, creed, gender, social status and in compliance with and upholding and respecting the inalienable constitutional rights and freedoms of all Namibian citizens, to freedom of conscience, association and expression, we the members of the Independent Patriots for Change, recognising the rights of our peoples to self-determination and dignity, protection of our motherland, our people and our resources, hereby assembled as a political formation, in a National Convention of Patriots, on this 31st Day of July, 1st and 2nd August 2020, voluntarily adopt unto ourselves and promulgate this constitution, and its supplementary governance tools, as the Principle authoritative governance instruments of our political association. We hereby, in so constituting ourselves, take a solemn oath, collectively and individually to Uphold, Respect and Implement the Constitution of the Republic of Namibia, as the Supreme law and its laws, in the protection of our Heritage and Dignity, United in our Diversity, for the benefit of all our people. May our torch on our banner of unity guide us to break the chains of servitude. Empowering our people to determine their own future through grassroots participatory democracy Namibia is all we have!!!

IPC ON THE GROUND

IPC City of Windhoek Councillor Hon. Jesaya Ikali on Saturday inspected the public toilets in Moses ||Garoëb informal settlements after numerous complaints from residents.

The visit was requested by Constituency Chairperson Ptr Anna Itana, and he was joined by community members Mr. Nambahu and Mr. Mukuve.

Cllr Ikali has submitted a Motion for a Comprehensive Audit of Public Toilets in Moses ||Garoëb, Samora Machel, Windhoek Rural and Tobias Hainyeko.

"We cannot talk about dignity while our people are forced to use inhumane toilets."

IPC LEADERSHIP STANDS WITH OMARURU FAMILY

Today, IPC Councillor of Omaruru Town Council, Cllr Anna Fillemon, together with the Omaruru Constituency leadership, visited a family whose shack was destroyed after being hit by a vehicle two weeks ago.

In a true spirit of Ubuntu and servant leadership, they donated building materials,corrugated iron sheets, poles, and wire nails to help the family rebuild their home structure.

No one should sleep in the open. We stand with our community in times of need.

Thank you Cllr Fillemon and the Omaruru leadership for showing what IPC leadership is about People First!

The IPC Councillor of Swakopmund Municipality, Cllr Dina Namubes-Aribes chose to spend time with the little ones yesterday.

She not only shared precious moments with them but also donated clothes and a laptop to assist them.

Audit Report Raises Concerns Over Ministry of Home Affairs Finances

Windhoek – IPC Member of Parliament and Shadow Minister of Home Affairs, Safety and Security, Hon. Vilho Ihemba, has raised alarm over findings from the Auditor-General that cast serious doubt on the financial management of the Ministry of Home Affairs, Safety and Security.

According to the Auditor-General’s report, the ministry’s financial books contain 36 unauthorized transactions, with a total of N$10.5 million unaccounted for. The report further highlights that significant amounts were spent without supporting documentation or receipts.
One of the most troubling revelations is that over N$140 million was spent, yet the ministry failed to provide either the physical items or receipts to substantiate the expenditure. This raises questions about transparency and accountability within the ministry.

Despite these findings, which date back to the 2024/2025 financial year, no officials have been held accountable for the missing funds to date.

Hon. Ihemba emphasized that the IPC remains committed to strengthening accountability and transparency across all government institutions, urging swift action to restore public trust in the management of state resources.

IPC MP Speaks Out Against Petroleum Bill Under Presidency

Windhoek – IPC Member of Parliament, Hon. Imms Nashinge, has voiced strong opposition to the Petroleum Bill recently passed under the Presidency, warning that the move undermines Namibia’s constitutional democracy.

Nashinge criticized the 8th Administration’s legislative direction, saying it risks centralizing power around individuals such as the President and Prime Minister, pushing the country toward autocracy and dictatorship. He argued that the ruling party “bulldozed” the Petroleum Bill through Parliament, sidelining democratic processes.

“There is no necessity to create a mini ministry in the Presidency. If there is something wrong within the existing Ministry of Mines and Energy, let us fix it instead of creating a parallel structure in State House that limits Parliament,” Nashinge stated.

The ruling party has defended the bill, claiming that placing petroleum under the Presidency ensures effective oversight and protection of national resources. However, Nashinge countered that oil is notNamibia’s only resource, pointing to why petroleum alone is being singled out.

He warned that the rushed move raises concerns about resource governance and transparency, urging that existing institutions be strengthened rather than bypassed.
