The City Planning and Development Office (CPDO) of Calbayog City successfully concluded the Barangay Development Planning (BDP) Workshop for Clusters 5 to 8, held from September 5 to October 8, 2026, at Helmut Kutin Hall, Hermann Gmeiner Compound, Barangay Dagum, Calbayog City.
This series of workshops marks a significant milestone in the City’s continuing efforts to strengthen grassroots governance and enhance the planning capabilities of barangay officials. With the successful completion of the training for all 157 barangays of Calbayog City, the initiative has achieved its goal of providing barangay development planning orientation and capacity-building opportunities to the members of the Barangay Development Councils (BDCs).
Each participating barangay was represented by 15 or more BDC members, demonstrating their commitment to working together in identifying community needs, setting development priorities, and formulating responsive programs, projects, and activities that address the concerns and aspirations of their constituents.
The workshop emphasized the importance of participatory, inclusive, and data-driven planning in ensuring that every barangay has a clear direction for its development.
Through active collaboration among barangay officials and other stakeholders, the BDP process helps establish a strong foundation for effective governance, responsible resource allocation, and sustainable community development.
City Mayor Raymund C. Uy remains hopeful that the knowledge and skills gained by the barangay officials through these workshops will translate into more comprehensive, responsive, and well-coordinated development plans. He recognizes the vital role of the Barangay Development Councils in identifying local priorities and aligning barangay initiatives with the overall development goals and vision of Calbayog City.
The successful completion of the workshops would not have been possible without the active participation, cooperation, and dedication of the BDC members and barangay representatives. The CPDO personnel, who served as hosts and facilitators of the activity, extend their sincere gratitude to all participants for their valuable contributions, enthusiasm, and commitment throughout the workshop sessions.
As Calbayog City moves forward, the completion of the BDP workshops for all 157 barangays signifies not merely the end of a training activity, but the beginning of stronger partnerships, more empowered barangays, and a more unified approach to local development planning.
Together, let us continue building barangays that are responsive to the needs of the people and a city that moves forward through inclusive, participatory, and sustainable development.
One City. 157 Barangays. One Shared Vision for Progress.
