DARPO Sarangani Welcomes Newly Elected PARCCOM Members, Honors Outgoing Members
April 14, 2026 | General Santos City. The Department of Agrarian Reform Provincial Office (DARPO) Sarangani formally welcomed the newly elected members of the Provincial Agrarian Reform Coordinating Committee (PARCCOM) during the Joint PARCCOM–Provincial CARP Implementing Team (PCIT) meeting.
Oding B. Yusoph, Provincial Agrarian Reform Program Officer II (PARPO II) and PCIT Chairperson, administered the oath of office to the six newly elected Private Sectoral Representatives (PSRs):

• Jesser B. Albento – Agricultural Cooperative
• Lilibeth G. Sandad – Landowners (Major Crops)
• Edgar A. Gabor – Landowners (Other Crops)
• Elvira A. Agor – Farmer/Farmworker Beneficiaries (Major Crops)
• Rosella R. Moniño – Farmer/Farmworker Beneficiaries (Other Crops)
The ceremony was followed by a simple recognition of the invaluable service and contributions of the outgoing PARCCOM members whose terms have concluded: Jimmy B. Guiang, Jimsy Q. Sanchez, Zaldy A. Oñas, and Rene C. Pido.
During the meeting, partner agencies presented first quarter updates on programs and initiatives supporting the implementation of the Comprehensive Agrarian Reform Program (CARP) in the province. Updates were delivered by representatives from the General Santos City Agriculturist Office, Land Bank of the Philippines (LBP-FSSC XII and LBP GSC Lending Center), National Irrigation Administration (South Cotabato–Sarangani IMO), Department of Environment and Natural Resources (PENRO), Department of Trade and Industry Sarangani, National Commission on Indigenous Peoples Sarangani, Philippine Coconut Authority SarGen, and Cooperative Development Authority Region XII.
Also present were DARPO Sarangani personnel, PARCCOM Chairperson Rodrigo B. España, Renny Boy T. Takyawan, and Hadjiron U. Linog, representing the Indigenous Peoples and Non-Government Organization sector, respectively.
The meeting fostered a productive discussion on program updates and emerging concerns in CARP implementation in Sarangani. PARPO II Yusoph emphasized that inter-agency collaboration remains essential to the successful implementation of agrarian reform, reaffirming DAR’s commitment to distribute land, provide support services, and empower agrarian reform beneficiaries to improve their quality of life and contribute to sustainable rural development.

The Department of Agrarian Reform Provincial Office of Sarangani proudly celebrates a significant milestone with the successful attainment of its ISO 9001:2015 Quality Management System (QMS) Certification. This achievement comes after a rigorous certification audit conducted on December 22, 2025, affirming the office’s unwavering commitment to excellence in public service.
The certification covers the scope of Provision of Land Tenure Security Program (LTSP), Agrarian Reform Beneficiaries Development and Sustainability Program (ARBSP), Agrarian Justice Delivery (AJD), Support to Operations (STO) Services, and services provided in all Department of Agrarian Reform Municipal Offices (DARMOs) in Sarangani Province and General Santos City.
This prestigious recognition reflects the dedication, hard work, and professionalism of the entire DAR Sarangani team in upholding the highest standards of quality management and service delivery. By successfully addressing all audit findings and meeting international standards, the office has further strengthened its systems and processes to ensure efficient, transparent, and quality delivery of services to Agrarian Reform Beneficiaries and stakeholders across the province.
The achievement not only highlights DAR Sarangani’s operational excellence but also reinforces its steadfast commitment to continuous improvement, accountability, and transformative agrarian reform service for the people of Sarangani.

PARCCOM Members Mentored on Standard Parliamentary Rules and Procedures
February 24, 2026 | General Santos City - The Provincial Agrarian Reform Coordinating Committee (PARCCOM) Sarangani successfully conducted its second monthly meeting, bringing together its Private Sectoral Representatives (PSRs) and ex-officio members from the Department of Agrarian Reform Provincial Office of Sarangani and the Office of the Provincial Agriculturist.
Aside from regular updates and committee matters, the meeting featured a Special Presentation on Standard Parliamentary Rules and Procedures. Invited resource speaker Atty. Hendrequito T. Sebios Jr., ARPO II, provided valuable observations on how the meeting was presided over and facilitated in relation to proper parliamentary standards. The session concluded with a simulation exercise demonstrating the correct flow of a meeting.
Through this learning activity, PARCCOM members strengthened their capacity to conduct meetings that are organized, participatory, and compliant with good governance standards. The committee looks forward to applying these improvements in the succeeding meetings.
