📜 OPISYAL NA PAHAYAG

📌 PAHAYAG

PCtto: Ghibe

📜 OFFICIAL COMMUNIQUÉ

📌 ANNOUNCEMENT

BE IT KNOWN to all constituents of Barangay North Fairview — that BPSO Ghibe, one of our dedicated Barangay Public Safety Officers, is currently on active duty at the Balikatan Monitoring Post — New Bridge area. His continued presence at this strategic checkpoint ensures constant visibility, immediate response capability, and round-the-clock monitoring of activity at this key entry point to our community.

📖 EXPOSITION

A community cannot feel safe if it is unseen. The presence of our BPSOs at designated monitoring posts is more than just standing guard — it is a visible assurance of security, a deterrent against wrongdoing, and a reassuring presence for every resident who passes by. Being "on the spot" means being where the community needs us most — at the bridges, along the roads, and at the boundaries — watching, listening, and ready to act.

This commitment reflects the core principle that public safety begins with presence — that when our people see someone looking out for them, they travel with greater peace of mind. Every post occupied is a promise kept: that our barangay is awake, alert, and actively safeguarding the welfare of every family within our jurisdiction.

⚖️ LEGAL BASIS

RA 7160 — Local Government Code, Section 16
"It shall be the duty of every local government unit to maintain peace and order, preserve the comfort and convenience of its inhabitants, and protect persons and property within its jurisdiction."

DILG Memorandum Circular on BPSO Functions
"Barangay Public Safety Officers shall assist in the preservation of peace and order, conduct monitoring and visibility patrols at strategic entry and exit points, and serve as the frontline of community security."

"Safety is not something that happens by accident — it is the result of someone standing watch, staying alert, and being present exactly where they are needed most. To serve is to be there."

📜 OFFICIAL COMMUNIQUÉ

📌 ANNOUNCEMENT

BE IT KNOWN to all constituents of Barangay North Fairview — that PSP Captain Salvadico of the District Traffic Enforcement – Sector 5, paid a courtesy visit to our barangay office to formally coordinate and request the barangay's assistance in ensuring orderly traffic management, peace, and security in our area during an upcoming religious event within our jurisdiction.

📖 EXPOSITION

Religious gatherings are expressions of faith and community, and every citizen has the right to the free exercise of worship. Yet the peaceful conduct of such events requires shared responsibility — not only by the organizers, but also by the community and authorities working in unison.

Captain Salvadico's visit underscores the vital importance of preparation, coordination, and mutual support. Proper traffic management ensures that access remains open — both for the faithful attending the event and for residents going about their daily lives. Peace and security measures ensure that the gathering proceeds with dignity, free from disturbance, and that public order is maintained throughout the duration of the activity. This partnership between our traffic enforcers, BPSOs, and the PNP is the practical demonstration that order and devotion can go hand in hand — when we plan together and stand together.

⚖️ LEGAL BASIS

"No law shall be made respecting an establishment of religion, or prohibiting the free exercise thereof… The free exercise and enjoyment of religious profession and worship, without discrimination or preference, shall forever be allowed."

"Every local government unit shall exercise powers essential to the promotion of the general welfare… maintain peace and order, preserve the comfort and convenience of inhabitants, and ensure the safety of persons and property."

PNP-Barangay Cooperation Guidelines (DILG-PNP Memorandum Circular)
"The barangay and the police shall coordinate closely during public gatherings and events to ensure the security, safety, and convenience of the public."

"Freedom of worship is a right; the peace to exercise it is a shared duty. We respect the faith that brings us together, and safeguard the order that lets it happen — side by side."

🌊 PAHAYAG UKOL SA PROYEKTONG PAGPAPALALIM NG SAPA SA SITIO UNO

📌 PAHAYAG AT PAGPAPALIWANAG

⚖️ BATAYANG BATAS

RA 9275 — Philippine Clean Water Act of 2004, Seksyon 2

📜 PCUP CAPABILITY BUILDING PROGRAM

📌 EXPOSITION

The Capability Building Program is a core initiative of the Presidential Commission for the Urban Poor (PCUP), established under Executive Order No. 69, s. 2012. It recognizes that genuine empowerment goes beyond providing assistance — it requires equipping the urban poor sector with the knowledge, skills, organizational capacity, and leadership competence to meaningfully participate in governance, advocate for their rights, and contribute to nation-building.

The Program is rooted in the principle that the urban poor are not merely beneficiaries — they are stakeholders and partners in development. Through capability building, people's organizations and community leaders are strengthened so they can stand equally alongside government, articulate their needs effectively, manage their own organizations responsibly, and become active participants in shaping policies that directly affect their lives and communities .

The Program covers:

- ✅ Organizational development and strengthening of people's organizations

- ✅ Values formation — strengthening community spirit and ethical leadership

- ✅ Education on laws and rights — including RA 7279 (Urban Development and Housing Act), RA 9904 (Magna Carta for Homeowners Associations), and relevant social legislation

- ✅ Leadership development, parliamentary procedures, and participatory governance

- ✅ Linkages with agencies — facilitating access to basic services, livelihood, and social protection programs

⚖️ LEGAL BASIS

Executive Order No. 69, s. 2012 — Strengthening the Presidential Commission for the Urban Poor
"The PCUP shall conduct capability building programs, values formation, gender and development programs, and linkaging with concerned agencies to ensure the full development and protection of the urban poor sector."

RA 7279 — Urban Development and Housing Act of 1992, Sec. 2
"It is the policy of the State to undertake, in cooperation with the private sector and the communities concerned, a comprehensive and continuing urban development and housing program that will enable the underprivileged and homeless citizens to have access to decent housing at affordable cost and basic services."

Article XIII, Sec. 1, 1987 Constitution
"The Congress shall give highest priority to the enactment of measures that protect and enhance the right of all the people to human dignity, reduce social, economic, and political inequalities…"

EO 69 IRR — Implementing Rules and Regulations
"Capability building is the systematic strengthening of the institutional capacity, leadership, and organizational skills of Urban Poor Organizations (UPOs) to enable them to effectively engage with government and partners in the pursuit of inclusive and sustainable development."

💬 QUOTATION

"Empowerment is not giving people a fish — nor even teaching them how to fish. It is building a community of leaders who can protect the pond, ensure fair access, and teach the next generation — so that no one stands hungry and no voice goes

📌 EVENT INFORMATION

WORKSHOP THEME Establishing Partnership for the Protection and Improvement of the City's Waterways

DATE October 16, 2026
VENUE Tribute Hotel, Timog Avenue, Quezon City
BARANGAY NORTH FAIRVIEW DELEGATE Hon. Jo Alanan, Kagawad

📖 EXPOSITION

Waterways — our rivers, creeks, esteros, and canals — are not mere drainage channels. They are public resources entrusted by law to the care of every generation. Under our laws, natural waterways are property of public dominion — they belong to the people, not to any individual . Protecting them is therefore not a choice, but a legal and moral obligation of every public servant and every citizen.

Kagawad Jo Alanan participated in this action-planning workshop on behalf of Barangay North Fairview, reaffirming the barangay's frontline role in safeguarding these vital resources. As the Local Government Code mandates, every barangay has the duty to promote the general welfare — including the protection of health, sanitation, and the people's right to a balanced ecology . This workshop transformed that legal mandate into concrete partnership — recognizing that no single office, agency, or barangay can restore our waterways alone. It requires concerted action, shared responsibility, and sustained cooperation among all sectors.

⚖️ LEGAL BASIS

PD 1067 — Water Code of the Philippines
"Natural waterways are property of public dominion. It is the duty of all concerned to protect and conserve the quality of our waters."

RA 9275 — Philippine Clean Water Act of 2004
"It is the policy of the State to protect, preserve, and revive the quality of our fresh, brackish, and marine waters through a multi-sectoral and participatory approach involving all stakeholders."

RA 7160 — Local Government Code, Section 16
"Every local government unit shall exercise powers essential to the promotion of the general welfare, including the preservation of the comfort and convenience of inhabitants and the protection of the environment."

RA 9003 — Ecological Solid Waste Management Act
"The State shall ensure the protection of public health and environment, and encourage resource conservation and recovery."

💬 QUOTATION

"A clean river is not the work of one person — it is the promise of a community kept together. We do not inherit our waterways from our ancestors alone; we borrow them from our children."

🏁 DECLARATION OF COMMITMENT

NOW, THEREFORE, Barangay North Fairview, through Kagawad Jo Alanan, reaffirms its commitment to be a steadfast partner in the protection and restoration of Quezon City's waterways — that they may flow clean, clear, and free for all QCitizens, today and for generations to come.
