At least 20 more passenger buses and trucks owned by three transport companies were grounded for involvement in three separate road crashes as the Land Transportation Franchising and Regulatory Board (LTFRB) further stepped up the campaign to prioritize road safety in the public transportation system in the country.
LTFRB Chairman Atty. Vigor D. Mendoza said all the three cases of road crashes in Quezon province and Nueva Ecija are currently being investigated not only to determine accountability but also to analyze measures that could be implemented to protect the life and limb of all road users.
โWe want to identify a pattern of possible negligence, behavior and infrastructure problems that contribute to road crashes. And we want to establish measures out of these investigations to ensure the safety of all road users,โ said Chairman Vigor.
The move is in line with the instruction of President Ferdinand โBongbongโ R. Marcos Jr. to DOTr Secretary Giovanni โBanoyโ Z. Lopez to prioritize road safety across the country.
Chairman Vigor said they already issued three separate show cause orders (SCOs) to Victory Liner, Inc.; Philtranco Service Enterprises, Inc; and another trucking company.
The incident involving the Victory Liner was the death of one of its passengers in a road crash involving a wayward truck in San Jose City in Nueva Ecija two days ago.
In the SCO, the operation of at least 15 buses owned by the company were temporarily suspended for 30 days over the road crash.
Earlier, 26 units owned by the same company were suspended for a road crash involving two of its buses in Tuba, Benguet that resulted in the injury of almost 100 passengers.
In the separate SCO, the LTFRB also suspended the operation of a unit of Philtranco for a road crash in Plaridel, Quezon that resulted in the death of one of its passengers.
On the other hand, the operation of the four trucks owned by Melencio Magtalas were also suspended for the involvement of one of its units in multiple vehicle collisions in Lucena City.
Chairman Vigor said the active monitoring of the LTFRB sends a strong message that the agency is firm in ensuring that road safety must always be prioritized by transport companies.
โThe franchise that the government gives through the LTFRB is a privilege that comes with an obligation to ensure the safety and welfare of not only the passengers but all road users,โ said Chairman Vigor.
โWe will not hesitate to cancel it once we find out that the operator is not complying with the rules and regulations and demands that come with the authority to operate,โ he added.
Chairman Vigor said the hearings for each case were already set. He warned that ignoring the SCO comes with serious consequences that may include revocation of the franchise. #

The LTFRB-NCR team, through the guidance of Regional Director, Atty. Zona Russet M. Tamayo, was on the ground at Don Bosco - Makati to inspect accredited school transport services ahead of the opening of school year 2026-2027.
To keep students safe on their daily commute, the agency is cross-checking all vehicles with official LTFRB records to w**d out illegal "colorum" operators.
This proactive check follows safety directives from President Bongbong Marcos, through the guidance of Department of Transportation (DOTr) Secretary, Atty. Giovanni Z. Lopez, and under the leadership of Chairman, Atty. Vigor D. Mendoza II, to strengthen policies aimed at safeguarding students while they commute to and from the school.

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, has summoned the operator of the two passenger buses which figured in a road crash in Tuba, Benguet on Saturday, May 30.
LTFRB Chairman Atty. Vigor D. Mendoza II said both passenger buses are owned and operated by Victor Liner, Inc. and the transport company was already asked to explain why its franchise should not be suspended or revoked over the incident.
โWe already secured a police report of the incident but we will be giving them the opportunity to explain. They were already issued with a show case order and we in the LTFRB expect full compliance,โ said Chairman Vigor.
Based on the policeโs initial investigation, a Victory Liner bus was heading to La Union and was tailing a sports utility vehicle when it suffered mechanical problems while negotiating an ascending part of the road.
As a result, it hit another Victory Liner travelling at the opposite side of the road and the SUV before it hit a concrete barrier and later overturned.
More than 90 people were reported to have been injured, most of them from the bus that overturned as a result of the incident.
Chairman Vigor said that while an investigation will be conducted, the priority right now is to ensure the safety of all injured passengers, particularly those who remain in the hospital.
Several passengers were immediately discharged after suffering minor injuries but there are some who were confined.
โI have already directed our LTFRB Regional Office to check on the condition of the injured passengers and to make sure that their medical needs are properly and immediately responded to,โ said Chairman Vigor.
โWe are also coordinating with the bus company and the insurance provider to make sure that the insurance payment will be done in the soonest possible time. Hindi pwede na paghintayin pa natin ang mga pasahero,โ he added.
On the other hand, Chairman Vigor said the LTFRB has suspended the operation of 26 buses of the Victory Liner pending the result of the investigation into the road crash. #

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, has summoned the operator of a passenger bus in a road crash in Quezon City on Friday morning, May 29, that left a senior citizen dead and 21 other passengers.
LTFRB Chairman Atty. Vigor D. Mendoza II said the road crash also highlighted the necessity of following traffic rules and regulations, saying the incident stemmed from the bus driver ignoring the traffic light.
Citing a police report, Chairman Vigor said the driver of a bus owned by the 997 Sandigan Transport Service Coop. continue speeding despite the red traffic light sign at the corner of Quezon Avenue and Miriam Defensor Santiago Road at around 5 a.m. on Friday.
As a result, an armored vehicle hit the passenger bus.
โFrom the investigation of the police, it is clear that there was reckless driving involved which compromised the safety of the bus passengers,โ said Chairman Vigor.
โBut we will give the opportunity to explain thatโs why we already issued a Show Cause Order to the operator of the involved passenger bus,โ he added.
In the SCO, the bus operator was informed of the 30-day preventive suspension as well as the order to have the driver involved to explain what happened.
The same SCO directed the bus operator to submit documents of road worthiness inspections and maintenance of the vehicle involved.
โFurther you are hereby directed to file your Answer to the complaint five (5) days before the scheduled hearing,โ the SCO read.
Failure on your part to appear before this Board on the date mentioned above shall be considered as a waiver on your part to be heard and this case shall be decided on the basis of the evidence presented and the records of the Board,โ it added.
Chairman Vigor reminded bus companies and operators of their obligation to ensure that they do not hire reckless drivers, as well as ensure the wellbeing of their employees and the roadworthiness of their units.

Lacnilao, Land Transportation Franchising and Regulatory Board (LTFRB) Officer-in-Charge Executive Director Atty. Sherwin M. Vizconde, at mga kinatawan mula sa mga iba't ibang organisasyon at ahensya ng pamahalaan.
Tinalakay sa summit ang mga konkretong hakbang at programa ng pamahalaan sa ilalim ng Philippine Road Safety Action Plan (PRSAP) 2023โ2028. Layunin nitong mapabuti ang kaligtasan sa kalsada, terminal, at pampublikong transportasyon sa pamamagitan ng mas maayos na imprastraktura, pagpapatibay ng batas, at mahigpit na pagpapatupad ng regulasyon.
Binigyang-diin din ang kahalagahan ng agarang pagtugon sa mga aksidente sa kalsada at pagpapalakas ng kakayahan ng mga first responder, kasabay ng information booths na nagbigay-kaalaman at tamang hakbang sa pagpapanatili ng kaligtasan sa kalsada.
