The 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 𝐨𝐧 𝐅𝐢𝐧𝐚𝐧𝐜𝐞, 𝐀𝐩𝐩𝐫𝐨𝐩𝐫𝐢𝐚𝐭𝐢𝐨𝐧𝐬, 𝐖𝐚𝐲𝐬 𝐚𝐧𝐝 𝐌𝐞𝐚𝐧𝐬, presided over by 𝐁𝐌 𝐁𝐫𝐲𝐥𝐥𝐞 𝐃𝐞𝐞𝐢𝐚𝐡 𝐓. 𝐐𝐮𝐢𝐨, continued its deliberations on the proposed Annual Budget for CY 2027, reviewing the budget proposals of the 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐕𝐢𝐜𝐞 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫’𝐬 𝐎𝐟𝐟𝐢𝐜𝐞, 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐁𝐮𝐝𝐠𝐞𝐭 𝐎𝐟𝐟𝐢𝐜𝐞, 𝐚𝐧𝐝 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐨𝐫’𝐬 𝐎𝐟𝐟𝐢𝐜𝐞.

All three proposed budgets were approved following thorough discussions on their respective allocations, operational needs, and priorities. Among the key matters raised were the proposed procurement of essential IT equipment, the possibility of supplemental appropriations for other professional and general services, and the planned legislative measure to adjust the daily compensation rates of Job Order (JO) personnel, subject to available funds.

The hearing also highlighted the importance of strengthening human resource management, particularly in improving access to professional development and PRC CPD-related training opportunities, as well as exploring a performance-based incentive system for provincial employees.

Beyond reviewing figures and appropriations, the deliberations emphasized responsible fiscal management, efficient public service delivery, and ensuring that the 2027 budget responds to the actual needs of provincial offices and their personnel.

Every allocation deserves scrutiny, every priority deserves consideration, and every peso must translate into meaningful public service.

💼 𝐃𝐀𝐘 𝟏 | 𝟐𝟎𝟐𝟕 𝐀𝐍𝐍𝐔𝐀𝐋 𝐁𝐔𝐃𝐆𝐄𝐓 𝐇𝐄𝐀𝐑𝐈𝐍𝐆

The Sangguniang Panlalawigan of Siquijor headed by 𝐕𝐢𝐜𝐞 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐀𝐭𝐭𝐲. 𝐃𝐢𝐧𝐝𝐨 𝐀. 𝐓𝐮𝐦𝐚𝐥𝐚 through the Committee on Finance, Appropriations, Ways and Means headed by 𝐁𝐨𝐚𝐫𝐝𝐦𝐞𝐦𝐛𝐞𝐫 𝐁𝐫𝐲𝐥𝐥𝐞 𝐃𝐞𝐞𝐢𝐚𝐡 𝐓𝐮𝐦𝐚𝐫𝐨𝐧𝐠-𝐐𝐮𝐢𝐨 commenced the deliberations on the proposed Annual Budget for CY 2027 with an orientation facilitated by the Assistant Provincial Budget Officer, providing an overview of the budget preparation process, revenue projections, and the considerations behind the proposed allocations.

In the afternoon, we proceeded with the budget presentations and deliberations for the following offices:

▪️ Provincial Governor’s Office, including its Special Purpose Appropriations and the 20% Development Fund
▪️ Sangguniang Panlalawigan
▪️ Office of the SP Secretary

Discussions centered on aligning proposed expenditures with available resources, reviewing actual utilization, addressing funding priorities, and ensuring that essential government operations and development programs are adequately considered.

We also emphasized the need to prioritize preparations and mitigation measures for the projected Super El Niño, particularly irrigation, water systems, and other climate-resilience initiatives under the CY 2027 Annual Investment Program.

As we move forward with the succeeding hearings, our responsibility goes beyond reviewing figures. It is about ensuring that every peso is properly justified, responsibly allocated, and directed toward programs that respond to the needs and priorities of the people of Siquijor.

Art has the power to speak, inspire hope, and remind us that every life matters.

As part of the celebration of Mental Health Month, the Provincial Government of Siquijor, through Project Resilient, conducted the 𝐌𝐄𝐍𝐓𝐀𝐋 𝐇𝐄𝐀𝐋𝐓𝐇 𝐀𝐖𝐀𝐑𝐄𝐍𝐄𝐒𝐒 𝐌𝐔𝐑𝐀𝐋-𝐌𝐀𝐊𝐈𝐍𝐆 𝐂𝐎𝐍𝐓𝐄𝐒𝐓 featuring entries from the six municipalities of the province.
