The completed Farm-to-Market Road Project under the FY 2025 Local Government Support Fund โ€“ Support to Barangay Development Program (LGSF-SBDP) in Barugo, Leyte, was verified to be compliant with implementation standards, benefiting around 351 residents through improved road access and connectivity, following a site inspection conducted on May 21, 2026, in Barugo, Leyte.

The inspection activity focused on validating the actual project status and assessing the completed infrastructure project funded under the LGSF-SBDP. The activity was led by PDMU Engineers II Engr. Eddie M. Cula and Engr. John Paul M. Pajares, together with Municipal Engineer Engr. Raine N. Cebrano and Engr. Ma. Ressa A. Daga.

Prior to the inspection, the PDMU inspectorate team paid a courtesy visit to MLGOO Ellen Shiraz Ibardolaza, together with her staff, Edgar Cyrus Aruta and Mary Grace A. Clores, to coordinate the activity.

During the inspection, the 160-meter Farm-to-Market Road Project was found to be completed with no major findings observed. The validation confirmed that the infrastructure project was implemented in accordance with the approved plans and specifications.

The activity forms part of the continuing monitoring and validation efforts of the DILG Leyte Project Development and Management Unit (PDMU) to support proper project implementation and accountability in locally funded infrastructure projects.

Improved project preparation and validation measures for the proposed Water System Project under the Growth Equity Fund (GEF) Program were reinforced following a site validation and coordination activity conducted by the DILG Leyte Project Management and Development Unit (PDMU) in Santa Fe, Leyte on May 20, 2026.

PDMU Engineers II, Engr. Eddie M. Cula and Engr. John Paul M. Pajares paid a courtesy visit to Local Chief Executive Hon. Amparo H. Monteza together with MLGOO Edna C. Lumbre and Municipal Engineer Engr. Zosimo B. Lodo. During the meeting, the team discussed the site validation for the proposed project, โ€œConstruction of Level III Potable Water Supply System,โ€ under the GEF Program, which is expected to serve 22,102 beneficiaries. The team later proceeded to Barangay Pilit for source validation, where the drilled water source was inspected.

The activity also served as an opportunity to discuss the implementation requirements for the FY 2025 and FY 2026 Local Government Support Fund โ€“ Growth Equity Fund (LGSF-GEF) non-infrastructure projects focusing on Nutrition and Rice Distribution Programs. Together with Mr. Francis Louis E. Bedua of the MSWDO, the team conducted a brief discussion on the documentary and implementation requirements of the projects. Engr. Pajares further discussed the provisions of Joint Circular No. 001, series of 2026, particularly on the Rice Distribution Project.

The coordination and validation activities provided the LGU with the technical guidance and recommendations necessary to address project requirements and to support the implementation readiness of the proposed interventions under the GEF Program.

DILG LEYTE HOLDS PROVINCIAL TEAM CONFERENCE, RE-ORIENTS PERSONNEL ON FTA GUIDELINES AND STRENGTHENS TEAM ENGAGEMENT

Program updates, operational alignment, and personnel engagement took center stage as the DILG Leyte Provincial Office convened its Provincial Team Conference cm Re-orientation on the Foreign Travel Authority (FTA) Guidelines, Sub-LGRC Meeting, Cluster Meeting, and Cultural, Health and Wellness Activity on May 26, 2026, via Zoom Platform.

The activity served as a venue to discuss priority program updates, address operational concerns, and strengthen coordination among field offices and provincial personnel. Discussions included the re-orientation on the Foreign Travel Authority (FTA) Guidelines, Sub-LGRC matters, and cluster-level concerns, aimed at ensuring compliance, improving coordination, and aligning field implementation across governance programs.

Provincial Director Johannes Y. Dorado led the conference together with DILG Leyte field officers, cluster heads, and Provincial Office personnel. Cluster meetings were likewise conducted to discuss operational updates, share concerns, and align actions among field offices to support timely delivery of programs and targets.

The activity also integrated a Cultural, Health and Wellness component, highlighting the importance of employee well-being, teamwork, and organizational camaraderie alongside the demands of public service and program implementation.

As part of the conference, DILG Leyte recognized the Top Performing Field Operating Units for the Month of April in acknowledgment of exemplary performance, timely compliance, and commitment to governance delivery. Top 1 was awarded to DILG San Miguel, led by Melecila C. Labordo, LGOO VI/MLGOO; Top 2 to DILG Hilongos, led by Jessica J. Josol, LGOO VI/MLGOO, together with Jean Paul Panoy, LGOO II; while Top 3 honors were shared by DILG Tanauan, led by Cleo V. Palencia, LGOO VI/MLGOO, with Lyra Andea, LGOO II, and DILG Barugo, led by Ellen Shiraz B. Ibardolaza, LGOO VI/MLGOO.

Through program discussions, cluster coordination, personnel re-orientation, and wellness initiatives, the activity reinforced DILG Leyteโ€™s commitment to operational excellence, organizational development, and effective local governance support across the province.

The implementation status of two priority infrastructure projects by DPWH VIII were validated through structured on-site inspection, yielding concrete action points aimed at accelerating project completion and ensuring the timely delivery of intended public services, during the 2nd Quarter 2026 Regional Project Monitoring Committee (RPMC) Monitoring Activity conducted on May 14, 2026, with a preliminary briefing at the DEPDev VIII Office and physical site inspections in Tolosa and Alangalang, Leyte.

The activity covered two infrastructure projects identified as priorities by the Regional Development Council (RDC) VIII: The Construction of Multi-Purpose Building (Sports Center) in Tolosa, Leyte, and the Construction of Multi-Purpose Building (Bagong Pilipinas Serbisyo Center) in Alangalang, Leyte, both funded under the General Appropriations Act FY 2024 implemented by DPWH VIII. The Inspectorate Team was composed of representatives from DEPDev VIII, Office of the President-PMS VIII, DILG VIII, DBM VIII, and the Private Sector Representative of RDC VIII. Members of the Local Project Monitoring Committees (LPMCs) of both municipalities participated in the respective site inspections. The Tolosa Sports Center recorded an 89.84% physical accomplishment for its current phase, covering Phase 1 of a five-phase development plan, with Php 67.73 million disbursed out of a revised contract amount of Php 197.89 million. The Alangalang Bagong Pilipinas Serbisyo Center registered a physical accomplishment of 49.42%, with Php 99.19 million disbursed out of a total contract amount of Php 247.40 million.

Engr. Raymund A. Asaldo served as the DILG VIII representative to the Inspectorate Team. At the Tolosa site, foundational works including bored pile installation, pile cap construction, and embankment placement were confirmed on-site, with the contractor reporting an 89.84% accomplishment for the current phase. LPMC Chairperson of Tolosa was present during the inspection. At the Alangalang site, precast concrete pile installation and partial structural works were verified, with additional manpower deployment identified as a key measure to move the project forward. The MLGOO Mr. Glenn Amon, MPDO staff, and the Municipal Engineer's Office joined the inspection as LPMC Alangalang representatives.

Both projects serve direct public service functions, making their progress a governance priority. The Tolosa Sports Center is envisioned as a centralized facility for sports development and recreation, designed to accommodate approximately 20,000 individuals. The Alangalang Bagong Pilipinas Serbisyo Center is a two-storey public service facility designed to consolidate multiple government frontline services, including agency offices, public assistance desks, and support amenities, into a single accessible structure. The monitoring activity allowed the Inspectorate Team to take stock of on-site conditions, verify accomplishment figures, and engage contractors and local stakeholders in a direct and informed manner.

An exit conference was conducted after the inspections to discuss implementation updates and continuing measures to support project completion. Stakeholders emphasized sustained monitoring, coordination among implementing agencies, and continued engagement of Local Project Monitoring Committees to reinforce accountability and ensure alignment with project objectives.

The joint meeting served as a venue for partner agencies to present updates, accomplishments, and strategic actions aimed at strengthening peace and order, public safety, anti-illegal drug efforts, internal security operations, and disaster preparedness across the Province of Leyte.

During the meeting, the Leyte Provincial Police Office (LPPO) presented its Anti-Criminality Report and accomplishments, highlighting the provinceโ€™s ongoing initiatives and law enforcement interventions geared toward maintaining peace, public order, and community security.

Updates on public safety measures and operational accomplishments were likewise presented by the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP), focusing on programs and initiatives that support emergency response readiness, fire safety, custodial management, and community protection.

The Philippine Army reported on its Internal Security Operations and accomplishments, providing updates on initiatives and collaborative efforts that contribute to sustaining peace, strengthening security operations, and supporting the governmentโ€™s campaign to end local communist armed conflict.

Meanwhile, the Philippine Drug Enforcement Agency (PDEA) presented its Anti-Illegal Drugs Accomplishment Report, highlighting ongoing enforcement actions, preventive programs, and collaborative efforts toward strengthening anti-drug initiatives and promoting safer, drug-free communities.

The meeting also featured the presentation of Disaster Preparedness Actions and accomplishments by the Provincial Disaster Risk Reduction and Management Office (PDRRMO), emphasizing preparedness measures, response capabilities, and proactive interventions undertaken to enhance the provinceโ€™s resilience against disasters and emergencies.

Through the collaborative discussions and agency reports, the joint council meeting reinforced the importance of inter-agency coordination, shared accountability, and sustained partnership in addressing peace and security concerns, combating illegal drugs, improving public safety, and strengthening disaster resilience in Leyte.

Three On-the-Job Training (OJT) students from Eastern Visayas State University (EVSU) successfully presented their internship output during a formal presentation held at the DILG Leyte Provincial Office on May 20, 2026.

The presentation highlighted the traineesโ€™ contributions in enhancing the official website of the DILG Leyte Provincial Office as part of their internship program. The OJT trainees, namely Trojan James Z. Ynablis, John Ken B. Tolibas, and Marilyn C. Villaruel, showcased the improvements and updates they developed to strengthen the officeโ€™s digital presence and online accessibility.

During the presentation, the trainees discussed the various enhancements made to the website, which may include improvements in design, content organization, functionality, and user accessibility. Their project aimed to support the DILG Leyte Provincial Office in providing more efficient and accessible online information and services to the public.

The internship output presentation served as the culmination of the traineesโ€™ learning experience and demonstrated the practical skills and knowledge they acquired during their stay at the provincial office. It also reflected the strong partnership between EVSU and DILG Leyte Provincial Office in developing competent and service-oriented students through experiential learning opportunities.

The activity emphasized the importance of innovation and digital transformation in government offices while providing students with valuable real-world experience in information technology, communication, and public service.

District 2 Municipal Local Government Operations Officers (MLGOOs) recently sharpened their audit strategies and boosted governance programs during a critical cluster meeting.

โ€‹Led by Cluster Head Estela I. Creer, the session focused on boosting collaboration and accountability to deliver better public service. During the meeting, Department of the Interior and Local Government (DILG) field officers shared successful strategies to help local government units improve documentation and streamline program management.

โ€‹A major focus of the meeting was updating key governance programs and administrative tasks. These included community safety and anti-drug audits, the Kalinisan sa Bagong Pilipinas clean-up initiative, and property and financial inventory tracking for local barangay officials. The officers also reviewed foreign travel applications and wellness activities.

โ€‹By participating in the workshop, the District 2 field officers renewed their commitment to good governance. Moving forward, they aim to implement initiatives that make local government services more transparent, efficient, and community-centered.
