𝐏𝐃𝐌𝐔 𝐋𝐞𝐲𝐭𝐞 𝐢𝐧 𝐀𝐜𝐭𝐢𝐨𝐧 | 𝐌𝐚𝐡𝐚𝐩𝐥𝐚𝐠 𝐓𝐞𝐜𝐡𝐧𝐢𝐜𝐚𝐥 𝐒𝐭𝐚𝐟𝐟 𝐓𝐫𝐚𝐢𝐧𝐞𝐝 𝐨𝐧 𝐇𝐈𝐀𝐓 𝐚𝐧𝐝 𝐑𝐁𝐈𝐒 𝐚𝐬 𝐃𝐈𝐋𝐆 𝐋𝐞𝐲𝐭𝐞 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐬 𝐋𝐆𝐒𝐅 𝐏𝐫𝐨𝐣𝐞𝐜𝐭𝐬

Local infrastructure monitoring and project evaluation capabilities were reinforced in the Municipality of Mahaplag to ensure the structural integrity and proper tracking of local public facilities, during an activity conducted from September 30 to October 1, 2026, in Mahaplag, Leyte.

The Project Development and Management Unit (PDMU) team of DILG Leyte, alongside representatives from Gawad Kalinga and the Municipal Local Government Operations Officer (MLGOO), carried out a joint Third-Party Monitoring (TPM) exercise and capacity-building session for local technical personnel. Across two days, the joint team interviewed local government officials and civil society representatives, inspected completed Local Government Support Fund (LGSF) projects, including school buildings in Barangay Maligaya and Barangay Pinamonoan as well as the public market in Barangay Poblacion, and conducted on-site facility audits.

Engineers from DILG Leyte, Engr. Earl Agner and Engr. Jovy Ann Cabiguing provided direct technical assistance and hands-on guidance throughout the field assessments and training modules. The PDMU team demonstrated the setup and navigation of the Harmonized Infrastructure Audit Tool (HIAT) for municipal structures and conducted one-on-one technical coaching to update the Road and Bridge Inventory System (RBIS) using QGIS mapping software.

Generating updated HIAT datasheets and maintaining accurate road and bridge records supply the local government with standardized baseline data. This technical documentation allows municipal engineers and planning officers to systematically schedule building maintenance and structure future infrastructure plans.

DILG Leyte field officers and the PDMU will continue to provide technical assistance, monitoring, and evaluation to assist local government units in sustaining local governance standards and public facility management.

The FY 2025 LGSF-FALGU Farm-to-Market Road project in Barangay Manlilisid–Barangay Naliwatan, Javier, Leyte was validated as nearing completion, with the project scope and major items of work substantially accomplished during the site inspection conducted on October 21, 2026 in Javier, Leyte.

The activity focused on validating the physical accomplishment of the farm-to-market road project, monitoring the procurement status of another FY 2025 FALGU road project in Barangay Casulongan–Barangay Batug, and following up on the documentary requirements for the FY 2026 FALGU food assistance or rice distribution project. The monitoring involved DILG Leyte, the DILG Field Office, the Municipal Engineering Office, and project beneficiary representatives.

DILG Leyte, through the Provincial Monitoring and Development Unit (PDMU) and the Municipal Local Government Operations Officer (MLGOO) Anabel M. Salinas, conducted the project validation and coordinated with the Municipal Engineering Office to assess the implementation status of the project based on the accomplishment reports submitted by the local government unit. The team also coordinated with the concerned LGU personnel on the procurement and documentary requirements of the other FALGU-supported projects.

The monitoring activity provided an opportunity for DILG Leyte and the LGU to review the progress of FALGU-supported projects and coordinate the remaining requirements needed for project completion and monitoring. The team also discussed the documentary requirements for the FY 2026 rice distribution project, including project completion and monitoring documents.

DILG Leyte will continue to monitor the implementation of the projects and coordinate with the LGU on the completion of the required documentation and updating of the SubayBAYAN Portal.

The field evaluation assessed the physical progress of two Local Government Support Fund–Support to Barangay Development Program (LGSF-SBDP) FY 2025 projects: the Upgrading of Level II Water System in Brgy. Doña Maria and the Rural Electrification of Brgy. Antipolo.

The inspection team was composed of Municipal Local Government Operations Officer (MLGOO) Sheryl A. Pagadora, Project Development and Management Unit (PDMU) Engineers Jomar V. Guya and Darius Raffel L. Cinco from the PDMU Leyte, Municipal Engineering Office personnel led by Engr. Jennifer Caguyong, Engr. Mark Bryan Laureno, and Engr. Mary Jane Nibarquez, alongside local barangay representatives.

PDMU Leyte conducted on-site monitoring of LGU-implemented infrastructure projects, validating actual accomplishments in line with submitted progress reports. Technical findings and recommendations were provided to ensure that the projects are completed according to approved plans and standards.

On-site validation ensures that government-funded infrastructure meets required engineering specifications before final turnover. Early identification of technical adjustments safeguards community water sources against contamination risk, prevents pipe damage, and secures long-term infrastructure reliability for local residents.

The PDMU Leyte will continue to coordinate with the local government unit to monitor corrective actions. The LGU is requested to address the identified technical findings and submit the remaining documentary requirements to achieve formal project completion.

DILG Leyte capacitates barangay secretaries on digitalization through LGUSS-BIMS training

DILG Leyte conducted an interactive training on the Local Governance Unified Support System (LGUSS) and Barangay Information Management System (BIMS) on October 28, 2026, at the 2nd Floor Kinaadman Hall, DILG Leyte Provincial Office, Tacloban City.

The activity gathered selected barangay secretaries from various municipalities of Leyte to strengthen their knowledge and practical understanding of the system's features and functionalities, particularly in digitalizing barangay operations, streamlining administrative processes, and improving records management and reporting.

Facilitated by Pet Anselmeritz T. Arteche, ISA I, the training discussed how LGUSS-BIMS integrates essential barangay functions, including resident registration, daily transactions, and case management, into a centralized web-based platform. Through the system, barangays can streamline the processing of permits and clearances, automate reporting, and maintain standardized and accessible records.

The platform also facilitates the systematic transmission of barangay information to higher-level local government units and DILG offices, providing reliable data to support evidence-based decision-making, local development planning, budgeting, and disaster management.

As key administrative personnel at the barangay level, barangay secretaries play an important role in maintaining accurate records and ensuring efficient documentation of government transactions. Equipping them with the necessary knowledge and skills to utilize LGUSS-BIMS is therefore essential in promoting digital transformation and improving the delivery of frontline public services.

Through this initiative, DILG Leyte continues to advance digitalization in local governance by empowering barangay personnel, strengthening compliance with existing laws and policies, and promoting more efficient, transparent, and data-driven barangay administration.

DILG Leyte recognizes Outstanding MLGOOs and Best Performing Cluster for September and Third Quarter of 2026

As part of its Provincial Team Conference held on October 29, 2026, at the DILG Leyte Provincial Office, DILGLeyte recognized the outstanding performance of its Municipal Local Government Operations Officers (MLGOOs) and Clusters through the awarding of the Best Performing Field Operating Units (FOUs) and Best Performing Cluster for September 2026 and the Third Quarter of 2026.

For the Third Quarter of 2026, MLGOO Melecilia C. Labordo of San Miguel secured first place among the Best Performing FOUs, followed by MLGOOs Benjamin Gabriel R. Dadulla, Jr. with LGOO II Jean Paul Panoy of Hilongos in second place. Meanwhile, MLGOOs Glenn O. Amon with LGOO II Josie Mae B. Elvina of Alangalang placed third.

For the September 2026 recognition, MLGOOs Benjamin Gabriel R. Dadulla, Jr. with LGOO II Jean Paul Panoy of Hilongos ranked first, followed by MLGOO Leslie Amor F. Daga of Kananga in second place. Sharing third place were MLGOOs Glenn O. Amon with LGOO II Josie Mae B. Elvina of Alangalang, Melecilia C. Labordo of San Miguel, and Ellen Shiraz B. Ibardolaza of Barugo.

Meanwhile, Cluster 1 was recognized as the Best Performing Cluster for both September 2026 and the Third Quarter of 2026, reflecting its consistent performance and collective commitment to delivering quality local governance support and services.

The recognition served as an opportunity to celebrate the dedication, hard work, and accomplishments of the MLGOOs and their respective teams. It also reinforced DILG Leyte's commitment to fostering excellence, healthy competition, and continuous improvement in the delivery of local governance programs and initiatives across the province.

Through these recognitions, DILG Leyte continues to encourage its personnel to uphold excellence, strengthen teamwork, and remain committed to responsive and effective local governance.

DILG Leyte strengthens system management and program planning through interactive training and provincial team conference

DILG Leyte conducted an interactive training on the Local Governance Unified Support System (LGUSS) and Barangay Information Management System (BIMS), alongside its Pipeline Planning for 2027 Program Implementation, on October 29, 2026, at Kinaadman Hall, DILG Leyte Provincial Office, Tacloban City.

In his message and guidance, Provincial Director Johannes Y. Dorado emphasized the importance of strengthening internal coordination, improving program implementation, and ensuring that the Provincial Office remains aligned with the Department's priorities and targets.

The activity was also attended by Regional Director Arnel M. Agabe, CESO III, who provided guidance and key reminders from the Regional Management, reinforcing the importance of organizational alignment, accountability, and effective implementation of the Department's programs and priorities.

The activity brought together DILG Leyte provincial personnel and program focal officers to enhance their knowledge and capabilities in utilizing and managing the LGUSS-BIMS platform. It also provided an opportunity to review program accomplishments, identify implementation priorities, and discuss strategies for the effective delivery of programs and projects in 2027 through the presentations of the respective program focal officers.

A key highlight of the afternoon session was the presentation of Project LEAD – Good Governance v2027 by LGOO V Anna Celeste A. Alaon. The presentation provided an update on Leyte's performance in the Regional Local Governance Champions (RLGC) assessment and introduced a newly developed monitoring tool designed to facilitate faster and more efficient tracking of Local Government Unit (LGU) compliance with RLGC standards. The initiative aims to strengthen monitoring mechanisms and provide a more systematic approach to supporting LGUs in meeting good governance standards.

The activity also recognized the outstanding performance of the Field Operating Units (FOUs) and Clusters through the awarding of the Best FOUs and Cluster for September 2026 and the Third Quarter of 2026, acknowledging their dedication and contributions to the implementation of local governance programs.

The day's activities concluded with the Cluster Meeting, which provided an avenue for further coordination, updates, and discussions on matters concerning the implementation of DILG programs and projects across the province.

Through this initiative, DILG Leyte continues to strengthen its internal systems, enhance personnel capacities, and foster a more coordinated and results-oriented approach to delivering responsive and effective local governance.

DILG Leyte joins 16th Leyte Consumer Information Market and Exhibit 2026

The Department of the Interior and Local Government (DILG) Leyte joins the 16th Leyte Consumer Information Market and Exhibit 2026, which is currently ongoing from October 28 to 30, 2026, at the Annex Activity Area of Robinsons Place Tacloban City, carrying the theme “Safe Products, Confident Consumers.”

The activity promotes consumer awareness by encouraging the public to make informed purchasing decisions, choose safe and quality products, and exercise their rights and responsibilities as consumers.

Through its participation, DILG Leyte supports initiatives that strengthen consumer education and empower communities to make responsible choices in their daily lives.

The three-day activity brings together participating agencies and stakeholders to promote consumer protection and foster a more informed, responsible, and empowered consuming public.
