This Domestic Violence Awareness Month, we want to share a service unique to Warren County. In addition to victim services provided in Superior Court, the Warren County Prosecutor's Office has a designated victim advocate that provides direct victim services to domestic violence victims in the Municipal Court.

Services include court accompaniment, referral to counseling and/or other social service assistance, case advocacy, and an explanation of the Municipal Court System.

In 2025, 401 victims of domestic violence received services by a victim advocate, with the majority of these cases being within the Municipal Court System. Victim services are provided in the Municipal Court, in hopes that further victimization and escalation of the abuse may be prevented. In addition, victims of domestic violence often have special needs or safety concerns. A victim advocate providing direct victim services can address these concerns and refer the victims to appropriate services. An added benefit of an advocate being in the Municipal Court is the ongoing relationship with the local police officers and Municipal Court personnel. The advocate has built a rapport with the personnel in each jurisdiction who now feel comfortable inquiring about victim issues that arise at both the Municipal and Superior Court levels. This helps to foster a coordinated response to the needs of crime victims and provides ongoing education regarding resources and victim services.

Today, Prosecutor Cardone and First Assistant Prosecutor Sweeney, together with local leaders from Warren and Hunterdon Counties, had the opportunity to tour Veteran's Haven North in Glen Gardner. We learned about the transitional housing and supportive services offered by Veteran's Haven North. Our responsibility to public safety extends beyond the courtroom and this visit highlights the services we have right in our own community. WCPO will remain committed to seeking opportunities like these to connect individuals with the resources they need.

This visit was particularly meaningful given our ongoing collaboration with Veteran's Haven North through the Warren County Crisis Intervention Training, our upcoming Veteran's Response Team Training and Warren County Prosecutor's Office Veteran's Diversionary Program. We are grateful for the dedicated professionals at Veteran's Haven North and their consistent efforts to support our veteran community.

Members of the Warren County Prosecutor's Office were honored to attend the Dedication Ceremony for New Jersey State Police Sgt. Cornelius A. O'Donnell - who, in 1945, made the ultimate sacrifice protecting our community. He will never be forgotten.

Sergeant Cornelius O'Donnell was shot and killed in Phillipsburg while transporting a prisoner, officials say.

Warren County to Honor Fallen NJSP Sgt. Cornelius A. O'Donnell at Public Dedication

Cornelius A. O’Donnell was born in Bayonne, New Jersey on August 8, 1902, later moving to Washington, New Jersey. He attended Grammar School at St. Mary’s Parochial School in Bayonne. Prior to enlisting in the New Jersey State Police he was employed as a carpenter for the City of Bayonne. He resided in Washington Boro, Warren County, New Jersey.

Sergeant O’Donnell enlisted with the New Jersey State Police on March 15, 1928 as a member of the 16th State Police Class. He was assigned to Troop “B” at Morristown Headquarters and later the Washington Station. His service with the Department was characterized by loyalty, fearless performance of duty and faithful and energetic devotion to the principles of the New Jersey State Police.

Sergeant O’Donnell’s death was the result of gunshot wounds suffered while in the line of duty.

On July 16, 1945, Sergeant O’Donnell and Trooper Fred Perry were escorting, on foot, a prisoner across a railroad bridge from Pennsylvania back into New Jersey. He had fled to Pennsylvania after committing a murder in New Jersey. He agreed to return to New Jersey where the Troopers could then arrest him. Sergeant O’Donnell led the entourage, followed by the prisoner, with Trooper Perry bringing up the rear. As the approached the midpoint of the bridge, the prisoner ran to the railing, attempting to jump into the river. Sergeant O’Donnell turned and wrapped his arms around him and they wrestled briefly. The prisoner managed to pull the revolver from the sergeant’s holster and fired two bullets into O’Donnell’s stomach. He was taken to the Warren Hospital in Phillipsburg where he died a few hours later.

Sergeant O’Donnell served 17 years and 4 months with the New Jersey State Police.

Sergeant O’Donnell was survived by his wife. He was 42 years old.
