Flagler County Sheriff Rick Staly is proud to announce that Master Deputy Laura Jenkins is the recipient of the 2026 International Association of Chiefs of Police Leadership in Looking Beyond the License Plate Award, presented on Tuesday, Oct. 27, during the IACP awards banquet at the close of the 2026 IACP Annual Conference and Exposition in Orlando.
Master Deputy Jenkins was awarded for her role in the rescue of a missing child during a traffic stop on Dec. 31, 2025. During the traffic stop, Master Deputy Jenkins separated the child from the suspect, who was a registered s*x offender; the child then confided in her that he had been kidnapped and believed he was going to die if deputies had not rescued him. The child’s kidnapper, Darnell Hairston, was arrested, and he has since been convicted and sentenced to 30 years in prison. His co-conspirator in the kidnapping, 16-year-old Junior Bishop, is still awaiting trial.
“Master Deputy Jenkins’ dedication, professionalism, and commitment to serving our community and fellow law enforcement professionals have made a lasting impact on Flagler County,” said Sheriff Rick Staly. “She exemplifies the highest of law enforcement standards, and I am proud to see her receive this well-deserved recognition.”
“I am honored and humbled to receive this award and to be recognized alongside so many outstanding law enforcement professionals,” said Master Deputy Laura Jenkins. “Everything I have accomplished throughout my career has been made possible by the support of my fellow deputies, supervisors, family and the community we serve. I am grateful for the opportunity to continue serving and making a difference.”
Since joining FCSO in 2018, Master Deputy Jenkins has earned numerous awards and recognition, including four Unit Citations, seven Life Saving awards, nine Commendation letters, Employee of the Month, a Certificate of Commendation, and a Certificate of Appreciation. In January 2024, the Palm Coast Observer presented her with the Standing O Award. She also received a Fox 35 Care Force Award in May 2025. In addition to these awards, Sheriff Rick Staly nominated Master Deputy Jenkins for the prestigious Florida Sheriffs Association Law Enforcement Officer of the Year Award in 2026.
In her free time, Master Deputy Jenkins is actively involved in numerous committees and organizations, including the Shop with a Cop Committee and Law Enforcement Mental Wellness Committee. She also holds certifications in Critical Incident Stress Management and Crisis Negotiation.
Master Deputy Jenkins was promoted to Deputy First Class in April 2023 and Master Deputy in May 2026.
