For Immediate Release

Subject: SHERIFF DEL TORO ISSUES STATEMENT REGARDING ARREST OF ST. LUCIE COUNTY DEPUTY

I recognize the seriousness of the allegations involving one of our deputies and the concerns this raises for our community and the members of our agency. We hold our personnel to high standards of conduct, both on and off duty.

On March 2, 2026, Detective Tyler Horstman was involved in an off-duty traffic crash in Vero Beach while operating an agency vehicle. The Vero Beach Police Department assumed responsibility for the criminal investigation.

On September 9, the Sheriff's Office was notified that blood test results indicated a blood alcohol concentration of 0.246. I immediately authorized an administrative investigation, and Horstman was placed on paid administrative leave on September 15.

Today, October 26, we were notified that a felony arrest warrant had been issued for Driving Under The Influence - Impairment – Blood Or breath Alcohol Level Of .15 Or More – Serious Personal Injury. Horstman subsequently turned himself in to the Indian River County Jail and was placed on unpaid administrative leave in accordance with agency policy.

The Vero Beach Police Department remains the lead investigative agency. Our internal investigation is on hold pending the outcome of the criminal proceedings.

"Our responsibility to uphold the law comes with an expectation that we follow it ourselves. When an employee is accused of violating that responsibility, we must address it fairly and hold them accountable through the appropriate process," said Sheriff Richard R. Del Toro Jr. "The men and women of this agency work every day to earn the trust of our community, and we will continue to hold ourselves to the standards that trust requires."

Just standing here between rain showers on the side of the road killing time while this guy searches through the 12 sauce packets, 33 napkins, 9 receipts, 3 plastic forks, 11 straws, a half-eaten Buc-ee’s Beaver Nugget, and 9 expired registrations…

He’ll find the right registration eventually.

What’s everyone else up to?
