November 1st marks the start of Native American Heritage Month. This is a time to honor the vibrant heritage and contributions of the indigenous peoples who have called this land home for thousands of years.

This month and every month, we recognize and honor the original inhabitants of Northeast Wisconsin as our District lives, works and learns upon the ancestral homelands of the Menominee and Ho-Chunk Nations and the current homeland of Oneida Nation. We also want to recognize the Native American students who attend our schools and share their culture with our community.

It’s no trick! Great things are happening in the Green Bay Area Public School District. While there is work still to do, there are also many reasons to celebrate. Since 2017, the District has been moving forward on a positive trajectory thanks to the community’s support for several referendums, volunteer hours, community partnerships, and so much more.

Below are just a few of the ways our shared commitment continues to propel us ahead:
📜 Number one in the state for the number of students earning industry certifications
🛝 10 ADA compliant playgrounds either with synthetic or rubberized surfaces, ensuring all students have access
🎓 51% of 2025 graduates earning 5 or more college credits; 65% earning at least one credit
🏫 91.8% staff retention rate VS. 86.3% for the state of Wisconsin
💙 90% of families who participated in the November 2025 engagement survey stated that their children feel safe at school

The Green Bay Area Public School District has built strong momentum in student growth, high-quality programs, and safe, supportive schools.

To continue that progress, GBAPS is asking residents to consider a four-year, non-recurring operational referendum on the November 3, 2026 ballot. Property taxes will not increase as a result of an approved referendum.

➡️ Please watch this video to learn more about the 2026 Operational Referendum.

Prior to asking voters to consider an operational referendum, the Green Bay Area Public School District worked to find efficiencies in the budget. These include:
🔵 Consolidations of six schools and closing a virtual school
🍃 Reducing staffing by almost 10%, while enrollment has declined by 7%
🔵 Implemented 10% department reductions three years in a row
🍃 Postponed non-essential purchases
🔵 Restructured health benefits
🍃 Implemented the 2024 Referendum which focuses on operational savings through efficiencies in energy and staffing

The District’s focus has been on making cuts that avoid affecting students. Should the referendum be unsuccessful, the District will need to make cuts in areas that impact students including class sizes, programs, and student services.

On Monday, October 12, 2026, Chief Financial Officer Angela Roble presented the District’s 2026-27 budget. It is important to note that the 2026-27 budget is the last year of the voter-approved $16.5 million operational referendum. Through strong fiscal management, the District’s expenditures are increasing by 1% from the previous year, despite inflation increasing by 2.63%. The 2026 Operational Referendum, if passed, would not begin until the 2027-28 school year, and is for the purpose of allowing the District to maintain its efforts to improve academic outcomes, support increasing student needs, and address rising inflation.

Members can attend a public hearing regarding the 2026-27 budget on Monday, October 26, 2026, at 5:30 p.m. at the District office or watch it on YouTube: https://bit.ly/47GcW6q
