As Election Day approaches, it's interesting to look back at how voting in America has changed over the generations.

When the U.S. Constitution was adopted in 1787, it did not establish a universal right to vote. States largely determined who was eligible, and in the nation's early years voting was generally limited to white men—often with property or other requirements. Over the next two centuries, constitutional amendments and federal laws greatly expanded and protected access to the ballot.
* 1870 – The 15th Amendment prohibited denying the right to vote based on race, color or previous condition of servitude.
* 1920 – The 19th Amendment prohibited denying the right to vote based on s*x, a milestone in the long campaign for women's suffrage.
* 1964 – The 24th Amendment prohibited poll taxes in federal elections.
* 1965 – The Voting Rights Act outlawed discriminatory voting practices such as literacy tests and strengthened federal enforcement of voting rights.
* 1971 – The 26th Amendment established that citizens 18 years of age and older could not be denied the right to vote because of age.

From paper ballots and ballot boxes to today's voting systems, the way Americans cast their votes has changed tremendously. The history of voting also reminds us that access to the ballot expanded over many generations and through significant changes to our Constitution and laws.

Happy Halloween Rupert! This wonderful photograph shows Rupert High School seniors dressed for Halloween in 1920—more than a century ago!

Halloween has roots stretching back more than 2,000 years. Many of its traditions are associated with the ancient Celtic festival of Samhain, which marked the end of the harvest season and beginning of winter.

Over the centuries, these customs blended with Christian observances surrounding All Saints' Day (All Hallows' Day) on November 1. The evening before became known as All Hallows' Eve, eventually shortened to Halloween.

It’s that time of year again! Daylight Saving Time ends Sunday, November 1, 2026, at 2:00 a.m.
** Before heading to bed Saturday night, remember to set your clocks BACK one hour.
A little history: Daylight Saving Time has a long and sometimes complicated history in the United States. It was first implemented nationally in 1918 during World War I as an effort to make better use of daylight and conserve energy. After years of different local practices, Congress passed the Uniform Time Act of 1966, establishing a more consistent system nationwide. Today, most of the United States observes Daylight Saving Time, although Hawaii and most of Arizona do not.

Halloween Safety Reminder!
Halloween is almost here, and the City of Rupert wants everyone to have a fun—and safe—evening!
As ghosts, witches, superheroes and princesses head out to trick-or-treat, please keep these safety tips in mind:
* Trick-or-Treaters: Carry a flashlight or glow stick and add reflective material to costumes when possible.
* Cross Safely: Use sidewalks and crosswalks, look both ways before crossing, and avoid running into the street between parked cars.
* Drivers: Slow down and stay alert, especially in residential neighborhoods. Children may be excited and unpredictable.
* Costumes: Make sure costumes and masks fit properly and don't block vision or create a tripping hazard.
* Treats: Parents should check candy and treats before children eat them.
* Around the House: Keep walkways and porches well-lit and clear of decorations, cords or other tripping hazards.
* Don't forget the pets! Keep pets secure and away from the door if they become nervous or excited with lots of visitors.
Most importantly, have fun, look out for one another, and make some great Halloween memories!

Happy Halloween from the City of Rupert!
