At the March 25, 2026, Southeast Community Facility Commission meeting, a representative from the Sheriff's Department Oversight Board (SDOB) gave a presentation on the board's mission and gathered community input on the ideal qualities for the next Inspector General to lead the Office of Sheriff's Inspector General.

We had a fantastic time celebrating the Year of the Horse at the San Francisco Chinese New Year Parade!

A huge thank you to the San Francisco Sheriff's Office for the invitation to march alongside you. It was an honor to see our very own Member Soo, Member Dignan, and Marshall from the DPA representing the Sheriff’s Department Oversight Board (SDOB) in one of the world's most vibrant celebrations.

Did you join us for our March meeting?

Chief Quanico gave a presentation on SFSO's 2025 Annual Report.

Marshall Khine gave a presentation on Q4 and the 2025 Annual report on Sheriff's Office investigations.

Member Soo gave an update on the IG recruitment including the Mayor's directive to put the process on hold given the budgetary constraints.

The Board voted to have Member Ortiz represent the Board at the SE Community Facility Commission meeting in March.

Join the San Francisco Sheriff’s Department Oversight Board for our March meeting today at 2:00 PM in SF City Hall, Room 400.

Our agenda includes the 2025 Annual Reports from the SF Sheriff’s Office and the Department of Police Accountability (DPA), which will also present its Q4 and annual updates on Sheriff's Office investigations.

We will also share an update on the Inspector General recruitment and discuss our invitation to the SE Community Facility Commission’s March meeting.

Did you join us for our first meeting of 2026 on Friday, January 9?

Melinda Benson, Director of Prisoner Legal Services, provided an update on current operations and highlighted recent accomplishments, ongoing initiatives, and the overall impact of the program's work.

Julia Arroyo, Executive Director, and Eva Barrios, Youth Organizer from the Young Women’s Freedom Center presented on the organization’s mission and work, including an overview of key programs, community impact, and opportunities for collaboration

Marshall Khine from the Department of Police Accountability, presented on the proposed launch of a jail tablet survey and sought input on messaging, outreach, incentives, and future use of the platform.

Member Soo gave an update to the Board on the current status of the Inspector General recruitment process.

Member Afuhaamango reflected on her time on the Board including what she has learned in her time as a member of the inaugural board. She then announced her resignation and gave recommendations for the future.

A statement from SDOB President William Palmer, II:
Good afternoon. On behalf of the Sheriff’s Department Oversight Board, I want to acknowledge the recent news reports about several women in the Sheriff’s custody who allege they were subjected to strip searches that may have violated policy, including being searched in view of male deputies and recorded on body-worn cameras.

We understand the Sheriff’s Office is currently investigating the incident. Because this matter is under active investigation, neither the Oversight Board nor the Sheriff’s Office can discuss the specific details at this time. However, we want to reassure the public that we are in ongoing communication with the Sheriff’s Office, and we are following developments closely and with great care. As soon as information can be legally shared, we will ensure the community is updated.

In general, we recognize how difficult it may be for people who have felt harmed to come forward and report incidents. Reporting events that have impacted lives is difficult not only for the individuals but also for their families and for our community. We invite anyone affected by the allegations to come before this body to express their concern. The Sheriff’s rules are in place to ensure that every person in custody is safe and treated with dignity and respect.

We also want to take a moment to emphasize the importance of independent civilian oversight — especially when incidents like these come to light. The Sheriff’s Department Oversight Board was created to ensure transparency, accountability, and community voice. At a time when the Streamlining Commission has recommended changes to this Board, these recent reports underscore exactly why oversight matters. Our role is not symbolic; it is essential.

Our commitment to protecting the rights, dignity, and humanity of every person in the Sheriff’s custody remains steadfast. We will continue to do this work because the community deserves nothing less.

- We welcomed new Mayor appointee Scott Dignan to the Sheriff's Department Oversight Board.
- We recognized and commemorated San Bernardino County Deputy Sheriff Andrew Nunez - End of Watch October 27, 2025.
- Phyllis Bowie, founder of Living with Phyllis, provided a presentation on her mission to promote wellness through nutritious, affordable, and culturally inspired meals.
- Marshall Khine, Chief of Staff at DPA, provided an update on investigations involving the Sheriff's Office that were managed by DPA.
- Member Soo provided an update on the status of the Inspector General hiring process.
- Member Ortiz provided a brief report on the discussion topics and outcomes from the Latino Task Force Re-Entry and Violence Prevention Committee meeting.
