📌 DISTRICT AIDS COUNCIL

DE AAR - Today, Pixley ka Seme District Municipality successfully convened the 2nd quarterly District AIDS Council for the financial year 2026/27 at the PKSDM Council Chambers in De Aar.

Today’s DAC meeting was chaired by Miss Mandisa Manzi in her capacity as the Co-Chairperson of DAC and was attended by the Manager:Office of the Executive Mayor, Civil Society Forum, Departments of Social Development, Health & SAPS, Emthanjeni & Umsobomvu Local municipalities and PKSDM officials.

As the meeting commenced, a candle was lit by Ms Nathi Mphakama, breast cancer survivor to honour the cancer survivors and fallen heroes as it is Cancer month. She, later on, shared her journey with breast cancer.

The main objective of the meeting was to discuss progress that the District has in the fight against HIV& AIDS, TB and Sexually Transmitted Infections(STI’s) as well as to raise cancer awareness.

People who are sexually active are urged to make use of condoms, Prep, PEP and to those who live with HIV to take their ARV treatment religiously as prescribed in order to create an HIV free future generation.

The engagement provided an opportunity for district leadership and stakeholders to discuss the work of the Council and the importance of continued collaboration in addressing HIV and AIDS across the Pixley Ka Seme District.

**PIXLEY KA SEME DISTRICT MUNICIPALITY HOLDS ITS SECOND SENIOR MANAGEMENT MEETING FOR 2026/27**

Pixley ka Seme District Municipality today convened its second Senior Management Meeting for the 2026/27 financial year, chaired by the Municipal Manager, Mr Isak Visser.

In his opening remarks, the Municipal Manager highlighted several key institutional priorities, including the ongoing external audit process, the establishment of a Council Transition Task Team to coordinate pre-inaugural and post-inaugural arrangements, and the upcoming Special Council Meeting scheduled for 22 October 2026.

He further confirmed that the institution has finalised its administrative handover processes and its Five-Year Service Delivery Report, covering the 2021–2026 Council term.

The meeting received and thoroughly interrogated the following Quarter 1 reports:

🔹 Finance and Shared Services
🔹 2025/26 Audit Progress
🔹 Corporate Services
🔹 Internal Audit
🔹 Office of the Executive Mayor

The discussions reflected the institution’s continued commitment to sound governance, accountability, effective financial management and institutional readiness as the current Council term draws to a close.

The meeting was productive and constructive, with Senior Management reaffirming its commitment to ensuring a smooth transition and preparing the institution to receive the newly elected Council following the upcoming Local Government Elections.

Pixley ka Seme District Municipality remains committed to strengthening governance, promoting accountability and ensuring continuity in service delivery.

LOCAL AIDS COUNCIL FORUM
De Aar - Emthanjeni Local Municipality

The Mayor, Cllr. Lulamile Gladwell Nkumbi, in his capacity as Chairperson of the Local AIDS Council (LAC), convened the LAC for its normal quarterly meeting today.

Stakeholders from the various sectors were in attendance to collectively ensure the advancement of the fight against HIV/AIDS and social-ills faced by the community.

The meeting received the following presentations:

ENGAGEMENT WITH THE SIYATHEMBA LOCAL MUNICIPALITY MAYOR

PRIESKA – Pixley ka Seme District Municipality engaged with Siyathemba Local Municipality during a plenary meeting held at the Siyathemba Council Chambers in Prieska today. The meeting focused on establishing the Local AIDS Council and strengthening collaboration with civil society within Siyathemba Local Municipality. The engagement was led by Mayor Cllr. Franklin Louw, who currently serves as the Chairperson of the Siyathemba Local AIDS Council.

During the meeting, it was noted that the Independent Electoral Commission (IEC) was the only stakeholder that had tendered an apology for its absence. However, the IEC expressed its willingness to remain available for any liaison, engagement, or support that the forum may require.

Mayor Louw further indicated that a plenary meeting had been held on 28 September 2026, during which stakeholders were informed about today's meeting to ensure their participation and continued involvement in the process.

The meeting forms part of ongoing stakeholder engagement and coordination efforts aimed at strengthening partnerships within the Local AIDS Council. Through collaboration with relevant stakeholders and civil society, the initiative seeks to address HIV/AIDS-related matters and other associated social challenges affecting communities within Siyathemba Local Municipality.

Pixley ka Seme District Municipality remains committed to fostering stakeholder collaboration and supporting initiatives that promote community health, awareness, and social well-being across the district.
